MINUTES OF PARISH COUNCIL MEETING
HELD
TUESDAY 22nd NOVEMBER 2011
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor Dr. C. Perko (Chairman)
Councillors Mrs. A. Marriott, G. MacDonald, A. Stevenson (Borough & Parish), Mrs. V. Trevan, G. Wells & D. Wood.

Also in attendance were Derbyshire County Council representative Member County Councillor Kevin Parkinson, Acting Clerk Mrs. S. Trower and one member of the public, Mr. D. Hollingsworth.

The Chairman, Cllr C. Perko, welcomed everyone to the meeting.

NON-EXEMPT BUSINESS

53/2012 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillors Mrs. M. Jackson.

54/2012 DECLARATIONS OF INTEREST

Councillor G. Wells declared a prejudicial interest in agenda item 19 (receipt of letter from resident Mr. R. Iliffe). The Member left the meeting room during discussion and voting on the matter.

Councillor Mrs. A. Marriott declared a personal interest in agenda item o (photographic competition). The Member left the meeting room during discussion and voting on the matter.

55/2012 PUBLIC PARTICIPATION

(I) Borough Council Report

No report.

(II) County Council Reports

Cllr G. Macdonald reported on the next Safer Neighbourhood Panel meeting to be held at Smalley Parish Hall on 28th November 2011 commencing at 6.00 p.m.



County Councillor Kevin Parkinson reported on the following matters:-

a) Encouraged Mapperley Parish Council and Shipley Parish Council to introduce themselves to the Friends of Shipley Country Park to work together on how to benefit the communities from the allocation 106 funding.
b) Update received on planning application at Shipley Wood (agricultural tie). Further information would be provided to the Parish Council on the particulars.
c) Shipley Lakeside Development. Waystones have signed a contract on 30th September 2011 with full ownership rights subject to delivery of an approved planning scheme before 31st March 3012.
d) With regard to right of way from former American Adventure site to Mapperley Village, resurfacing work noted which also included an area of tarmacadam which had caused horse riders some safety issues. Cllr Parkinson agreed to make further enquiries in this regard.
e) Directional sign for The Field, Shipley. It was agreed the Shipley Parish Room Trust would cover cost of the additional signage, subject to receipt of quotation.

56/2012 ORDER OF BUSINESS

RESOLVED:-

That item 19 of the agenda brought forward in the meeting for discussion (reference 58/2012 below):-

57/2012 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

a) That in accordance with Section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw”.
b) That County Councillor Kevin Parkinson to remain within the meeting room in an advisory capacity to the Parish Council.
c) Noted Councillor G. Wells had previously declared a pecuniary interest and withdrew from the meeting room during discussion and voting on the following matter.

58/2012 LETTER RECEIVED FROM MR. R. ILIFFE REGARDING CO-OPTION

The meeting noted the contents of a letter received from Mr. R. Iliffe, a Shipley resident, who had previously submitted an application for consideration of co-option (reference Minute 36/2012).

RESOLVED:-

That the correspondent advised in writing to refer to official response he had received from Amber Valley Borough Council Returning Officer, which fully explained the situation.



(III) Police Matters

Apologies received from Derbyshire Constabulary Safer Neighbourhood Team.

Information received regarding Smalley, Shipley and Mapperley Safer Neighbourhood Team Mobile Police Station at the following sites:-

a) Stafford Close, Smalley 10 a.m. to 11.00 a.m.
b) Main Street, Mapperley Village 11.30 a.m. to 12.30 p.m.
c) Shipley Visitors Centre car park 1.30 p.m. to 2.30 p.m.
d) Shipley Garden Centre car park 3.00 p.m. to 4.00 p.m. (subject to parking approval)

59/2012 MINUTES

RESOLVED:-

That the Minutes of the meeting held 27th September 2011, copies of which had been previously circulated to Members prior to the meeting, approved and signed by the Chairman as a true record of proceedings, subject to the following amendments:-

Page 2 45/2012 minute was reference to Lodge House.
Page 3 46/2012 Additional information provided as follows: that additional funding available. £250,000 secured from Lodge House extension proposed that a different panel and award mechanism adopted i.e. Derbyshire Environmental Board association through Aggregate Levy Fund. Noted recommendation fund is split between community projects, regeneration and economic development. Liaison Committee would be allowed to continue until current funding exhausted and then replacement with above. Cllr D. Wood addressed the meeting and stressed the original committee was formed by local people.

Further information was received on the formation of the Derbyshire Environment Board which would secure the full funding award for distribution around the community. Four local communities would benefit – Heanor, Smalley, Marlpool and Shipley.

More detail provided on the funding from UK Coal scheme to resurface all ironworks which run through the village of Smalley where the haulage transport passes through.

60/2012 CHAIRMAN’S ANNOUNCEMENTS

Invitation received to attend the Amber Valley Borough Council Maypr’s Carol Service Sunday 4th December 2011 at the All Saint’s Church at Ripley, to which the Chairman agreed to attend, accompanied by Mrs. R. Perko.

The Chairman invited the Council to a festive celebration in December 2011, at a date to be agreed through email.

61/2012 PHOTOGRAPH COMPETITION

Entries for the competition were studied and considered by the Members of the Council prior to selection. Cllr Mrs. A. Marriott had left the meeting room reference declaration of interest.

RESOLVED:-

The winning entry declared as Mrs. C. Purdy of 5 The Field, Shipley ‘Drive to Field House’.

A presentation of award to be made at the next Council meeting.

62/2012 SHIPLEY LAKESIDE DEVELOPMENT

Noted updated information received through the County Council Report reference 55/2012 (II) (c).

66/2012 QUEEN’S JUBILEE CELEBRATIONS

It was reported communities advised of the forthcoming event between 2nd and 5th June 2012.

It was discussed that further consultation to be carried out with the W.I. with regard to organisation of event within the parish on preferred date of Monday 4th June 2012 in a similar format to the previous event held at the Shipley Parish Room in 2011.

Noted next meeting of the W.I. scheduled to take place 24th January 2012.

RESOLVED:-

a) That a recommendation forwarded to the W.I. to approach the Parish Council with a formal request to organise a parish event as above.
b) That the organisation recommended to apply for grant funding through County Council Member Community Chest Fund (Cllr K. Parkinson) and UK Coal funding scheme.

67/2012 PLANNING MATTERS

No applications for consideration.

68/2012 GRIT BINS & COUNTY COUNCIL SNOW WARDEN SCHEME

It was reported Derbyshire County Council required clarification from the Parish Council with regard to the areas to be covered by the approved scheme and siting of the free grit bin.

With regard to the insurance public liability cover, information provided through Derbyshire Association of Local Councils noted.

Cllr A. Stevenson reported he was awaiting insurance information for cover to be provided through his own company. The meeting noted six tons of grit had been made available for the area through Cllr Stevenson’s own resources.

RESOLVED:-

That information to be sought from the Parish Council insurance company AON with regard to providing insurance cover for two volunteers to carry out the duties of Snow Warden within the parish of Shipley.

69/2012 FOOTPATHS REPORT

It was reported a proposed diversion through the Bentley Plantation had received the approval of Derbyshire County Council with kissing gate to be installed from the Hassock Lane entrance onto the walk. This would divert walkers from the field directly onto the former railway banking.

The meeting noted some works were required on the plantation to upgrade the footpath into a suitable condition for walkers.

Cllr Stevenson had liaised with the County Council Rights of Way Section on behalf of the Parish Council.

RESOLVED:-

That the information above noted.

70/2012 ALLOTMENT SITE

It was reported the Parish Council had not maintained a rental register for the plots in recent times. A cheque in the sum of £24.00 had been presented to the Parish Council from tenant of the site.

The allotment rents were set at £8.00 per plot.

RESOLVED:-

a) The site and particulars including tenancy agreements to be reviewed at future meetings.
b) That application forms and system of application to the Parish Council to be formatted for consideration.

72/2012 PARISH CLERK VACANCY

It was reported by the Chairman that two applicants had applied for the post.

RESOLVED:-

That interviews to take place on 24th November 2011 at the Parish Hall.

73/2012 DERBYSHIRE CONSTABULARY REQUEST

It was reported the Safer Neighbourhood Team had submitted a request for sight of documents relating to parish matter.

RESOLVED:-

That the information provided to the authority to assist with its enquiries.


74/2012 ITEMS FOR FORTHCOMING AGENDA

The next meeting to take place on Tuesday 24th January 2012 commencing at 7.00 p.m. in the Shipley Parish Room.
