COMMENCING AT 7.00 P.M.

Also in attendance: Amber Valley Borough Council Member Councillor Richard Iliffe and one member of the public.

37/2019 APOLOGIES FOR ABSENCE

None.

38/2019 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. T. Skelton & Mrs. S. Bamford declared a non-pecuniary interest in Shipley Parish Rooms Trust agenda item 15(c). The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

39/2019 MINUTES

Minutes of the Annual Parish Council meeting held 22nd May 2018

RESOLVED:-

That the Minutes of the Annual Parish Council meeting held 22nd May 2018 approved and signed by the Chairman as an accurate record of proceedings.

RESOLVED:-

Approved to allow members of the public to address Council.

41/2019 PUBLIC COMMENTS

Matters raised by Members of the Public

A member of the public raised the following points:-
• Comments received regarding the recent food festival held at the Shipley Park

42/2019 BOROUGH COUNCIL REPORT

Borough Councillor Richard Iliffe addressed the meeting with the following report:-
• No update on Waystones development of The Lakeside with view to availability of car park. Noted compound for the site development submitted to planning.
• Continuation of concerns with regard to use of MFN; noted Long Lane and The Field definitive public bridleways with limitations on restrictions to users, although Broxtowe had implemented measures from the Nottinghamshire access. Some speed restrictions in place.
• Complaints about parking on grass verges on Hardy Barn and outside Shipley Motors – referred to Highways for action.

43/2019 COUNTY COUNCIL REPORT

Councillor Richard Iliffe provided a report on behalf of County Councillor Alex Stevenson:-

• Continuation of concerns with regard to use of MFN; noted Long Lane and The Field definitive public bridleways with limitations on restrictions to users, although Broxtowe had implemented measures from the Nottinghamshire access. Some speed restrictions in place.
• Complaints about parking on grass verges on Hardy Barn and outside Shipley Motors – referred to Highways for action.
• Cllr A. Stevenson continued to organise litter picks of the area.
• Dog fouling – noted request for additional dog foul bins in the parish.
• The Chairman requested information regarding road safety in the parish with a request for average speed cameras to either end of the village. Enquiries through County Councillor A. Stevenson approved.
• Community safety lighting raised with Cllr Iliffe. A quotation had been received to install exterior safety lighting at the parish hall for the sum of £78.00. An additional requirement discussed was operation from the parish hall by users during the winter months exiting the premises. Agreed for the request to be submitted to Cllr A. Stevenson for consideration by the County Council.







44/2019 POLICE MATTERS

It was reported an update was received from the Derbyshire Constabulary, including a newsletter from the Derbyshire Police & Crime Commissioner. Report noted of fire setting within the country park.

The meeting noted the forthcoming attendance of the Derbyshire Police & Crime Commissioner Hardyal Dhindsa to the next Council meeting, scheduled to take place on Tuesday 25th September 2018. Noted Police Officers will also be in attendance.

The Chairman, on behalf of the Parish Council, extended appreciation to the attendees for their reports.

45/2019 Re-instatement of Standing Orders

46/2019 CHAIRMAN’S REPORT

It was reported the telephone kiosk had been re-painted by County Councillor A. Stevenson in addition to the post box. A vote of appreciation was extended to the Member.

An update on plans for the forthcoming attendance of the Derbyshire Police & Crime Commissioner to the next meeting of the Council given consideration.

RESOLVED:-

A notice to be distributed to every household advising of the forthcoming attendance of the Police & Crime Commissioner to the next meeting of the Council, with invitation to residents to submit questions for the Commissioner subject to receipt prior to the meeting.

47/2019 PARISH COUNCIL STANDING ORDERS 2018-2019

RESOLVED:-

That the draft circulated given consideration at the next meeting.

48/2019 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

Circulars had been emailed to Members.

49/2019 PLANNING APPLICATIONS

a) AVA/2018/0625 Land to west of Old Coppice Side Marlpool non-material amendment relocation of sub-station, amendments of window patterns to all plots, plots 25 and 26 changed to pitched canopies, changes roof tile specification and plots 9,10,11,12 brick colours changed.
b) AVA/2018/0656 71 Hassock Lane North Shipley proposed single storey extension.
c) AVA/2018/0574 Land off Pit Lane, Shipley temporary site compound and office with car parking and storage.

RESOLVED:-

No objections to the applications.

50/2019 FINANCIAL REPORT

a) To consider payments from 16th May 2018 to 24th July 2018 as attached document.
b) To receive budget review and accounts reconciliation to 30th June 2018.
c) To consider grant application from Cook Stars referred from meeting held 22nd May 2018.
d) GPDR report to consider upgrade to ipads for security and environmental impact

(ii) Reconciliation received and approved. Variances of budget to be considered at next meeting.
(iii) Grant application. Cook Stars declined as the Council is unable to support individuals or companies.
(iv) Options to be given consideration to provide IT equipment for receipt of Council business with secure email in accordance with report received on General Data Protection Regulations 2018 update.

51/2019 TO CONSIDER ADOPTION OF PRIVACY NOTICES 2018 - 2019

RESOLVED:-

The documents approved by Council.

52/2019 REPRESENTATIVE REPORTS

a) Allotment Site Cllr Watson reported the Shipley Gardens Allotment Association was now formalised with committee structure and internet banking to be established. Update on the site maintenance report received.
b) Shipley Parish Rooms Trust Cllrs Mrs. T. Skelton & Mrs. S. Bamford reported on the Trust’s activities.
c) Town & Parish Council Liaison Meeting organised by Derbyshire County Council. Date of next meeting to be advised.

53/2019 PARISH COUNCIL VACANCY

An application received up to the closing date of 30th June 2018.

It was reported an election of the Parish Council would take place in May 2019.

RESOLVED:-

An interview to be arranged for the next Council meeting date 25th September 2018.

54/2019 PARISH COUNCIL NEWSLETTER

The next newsletter produced after the attendance of the Police & Crime Commissioner on 25th September 2018 in order a full report can be provided for the community.

Feedback from residents to be encouraged through newsletter regarding parish requirements.

RESOLVED:-

The newsletter to be produced for November 2018.

55/2019 ENVIRONMENTAL REPORT

(a) Pit Lane Site Quarterly inspection in addition to regular inspections of the site to be undertaken.
(b) Football Pitches Pit Lane It was reported an application received for hire of the pitches by junior football club.
(c) Installation of litter bins around the parish request for update from Derbyshire County Council through Cllr A. Stevenson.
(d) Footpaths hedges around the Pit Lane area required attention. Report to authorities. Cllr McDonald reported on the funding available through Parish Paths Partnership.
(e) Hassock Lane Site No report.

RESOLVED:-
i. Reports noted.
ii. Site meeting to be organised with Parish Council representatives and football club. Consideration of water and electricity supplies to the field to be given consideration.
iii. Reference footpaths information to be made available on the Parish Paths Partnership scheme at next meeting. Cllr McDonald agreed to pursue footpath signage which had been previously purchased by the Council for the parish.
iv. Reference Hassock Lane agreed a dedicated working party to options for the site to be organised.

56/2019 COMMEMORATIONS FOR WORLD WAR I 1914 – 1918

RESOLVED:-

a) The commemorative event would be held on Saturday 10th November 2018 at the Shipley Parish Rooms from 11 a.m. until 4 p.m. in partnership with the Shipley W.I.
b) Royal British Legion to be invited to attend through Cllr McDonald
c) Cllr Dr. Perko agreed to organise band for the event.

57/2018 DERBYSHIRE COUNTY COUNCIL COMMUNITY WARDEN SCHEME

It was reported a voluntary scheme had been established by the County Council, as reported at its last Town & Parish Council Liaison meeting.

58/2019 VILLAGE KIOSK

It was reported the refurbishment of the facility was progressing with glass ordered for installation, subject to glass engraving.

59/2019 VILLAGE SIGNS AND NOTICEBOARDS

It was reported signage had been installed and the noticeboard in the village repaired. Appreciation was extended to Cllr D. Watson for his contribution towards ensuring installation of the village signage.

60/2019 HIGHWAY SAFETY ISSUES

The Chairman reported no update was available on the initiative. The situation of speeding traffic through the village would be monitored.

61/2019 STAFF MATTERS

The Chairman reported a staff appraisal would be organised to take place during September 2018.

62/2019 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council would be held on Tuesday 25th September 2018 at 7.00 p.m. in the Parish Rooms.
