Minutes of 2017 Shipley Annual Parish Meeting
held Tuesday 9th May 2017 at The Shipley Parish Room, The Field, Shipley at 7 p.m.

In Attendance:-
Councillor Greg MacDonald (Chairman)
Six members of the public including representatives from the Parish Council.

1. Apologies for Absence

Apologies for absence were received and accepted from Councillor Mrs. S. Bamford & Borough Councillor R. Iliffe.

2. Annual Report of the Chairman Cllr G. MacDonald 2016 – 2017

On behalf of Shipley Parish Council, I would like to extend a welcome to the Annual Meeting of the Parish Council 2017.
I would also like to welcome new Councillors Sharon Bamford and Dean Watson who recently became co-opted onto the Council; a very big thank you also to Paul Taylor who stood down as a Member due to re-location.
Parish Council meetings have recently been re-scheduled so that the Council now meets bi-monthly January, March, May (Annual Council Meeting), July, September and November. The Members also hold informal working party meetings. The meetings are always held on the fourth Tuesday of the month at the Shipley Parish Rooms commencing at 7.00 p.m. Members of the public are always very welcome to attend and address Council during public participation period at the opening of meetings. In addition, your Amber Valley Borough Councillors Mayor of Amber Valley Richard Iliffe, Alex Stevenson and Derbyshire County Councillor Paul Jones regularly attend so it also provides a good opportunity to raise issues.
New Projects which have recently taken place in your parish include:-
• Ilkeston Football Club established as the leaseholder of the football pitch at Pit Lane. The club has leased the ground for training and practice matches during the week.
• Replacement hooped metal fencing around the play area on Pit Lane. Due to continued issues with the original timber fencing including breakages due to people climbing on the fence, in addition to dogs being taken into the play area, the Council has invested in high quality surround fencing to protect your children. The area is very well used, inspected regularly by volunteer Councillors with litter picks and servicing of the area carried out by the County Council by contract.
• New metal exterior seating for outside of the play area is currently being priced so that visitors to the play area can enjoy watching the football or for dog owners to take a rest while their children play safely.
• During the installation of the metal fencing, it is unfortunate that thieves visited the site and removed the timber support posts from the site before the work had been completed. If you do see any matter which concerns you at any time in the parish, please do not hesitate to ring 101 and report to Derbyshire Constabulary; emergencies remain with the 999 number. Thank you.
• Liaison continues with Shipley Park Rangers and the Parish Council to look at introducing traffic calming measures to the village of Shipley. Regular speeding in this area causes great concern, especially as the dangers are exacerbated due to lack of pavements and the variety of uses for the village route including horse riders, cyclists, pedestrians and persons with disabilities. A speed monitor is currently in place to determine the average speed of traffic travelling through the village, which is regularly used as a short cut.
• Parishioners are encouraged to forward their ideas for use of the former recreation land on Hassock Lane; the land is poorly drained but it could offer a useful facility. Please forward your comments to the Parish Council:-
• I would like to extend appreciation for the continued support received throughout the year from our County Councillor Paul Jones and Borough Councillors Richard Iliffe and Alex Stevenson.
• Also appreciation to our staff Member Clerk of the Council Sheena Trower.
• Recent events in the parish included a Celebration for Her Majesty the Queen’s 90th birthday with a Strawberry Cream Team provided by the Shipley W.I. The Parish Council were delighted to welcome Derbyshire Crime & Police Commissioner Hardyal Dhindsa to the occasion.
• At the January 24th 2017 Council meeting a decision was made on the annual budget and precept for the 2017 – 2018.
• The allotment gardens are fully occupied with a waiting list of parishioners waiting for a plot vacancy. The site is tranquil, emphasising the character of this conservation village which deserves protection for all our parishioners.
• Shipley Cricket Club has agreed to provide regular updates to the Parish Council magazine and I do hope that you enjoy reading Shipley’s club member Simon Lacey’s article.

3. Public address

No reports.

4. Closure of the meeting

The Chairman closed the meeting at 7.15 p.m.
