150/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received from Parish Councillors Dr. C. Perko & D. Watson.

151/2018 DECLARATIONS OF INTERESTS

Councillors Mrs. S. Bamford & Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Clerk S. Trower declared an interest in agenda item 26 staff matters. The Clerk left the meeting room during discussion and voting on the item.

RESOLVED:-

a) To approve Minutes of Shipley Parish Council Meeting held 23rd January 2018
b) To approve Minutes of Shipley Parish Council Extraordinary Meeting held 13th March 2018.

The Chairman signed the documents to confirm a true record of proceedings.

153/2018 MATTERS ARISING FROM THE MINUTES FOR INFORMATION

a) The Police & Crime Commissioner for Derbyshire Hardyal Dhindsa to attend the Shipley Parish Council Meeting Tuesday 25th September 2018 at 7.00 p.m.
b) Precept confirmed for 2018 – 2019 as £13,737.00.

Suspension of Standing Orders to allow the following matters:-

154/2018 PUBLIC COMMENTS

A resident raised the following issues:-
a) Information on the Annual Parish Meeting and Annual Parish Council meeting dates confirmed.
b) Review of traffic covert cameras which had been installed on Hassock Lane North. Cllr Iliffe reported the cameras were insitu for a short term period to monitor traffic.
c) Speed camera re-installed at Hassock Lane following previous damage noted.
d) Update requested on planning development at Shipley Lakeside.

155/2018 AMBER VALLEY BOROUGH COUNCILLOR RICHARD ILIFFE

Cllr Iliffe updated the meeting with the following information:-
a) Roadworks continue on Hassock Lane South for a further period of 2/3 weeks from date of report.
b) MFN due to open weekend 30th March 2018. Residents advised to report traffic concerns to the authorities.
c) Update on traffic surveillance cameras on Hassock Lane North and speed camera now working on Hassock Lane South.
d) Vision meeting organised by Borough Council attended by Cllrs Iliffe & Stevenson. An update event due to take place in six months.
e) A610 Buckland Hollow to be closed from 9th April until 4th May 2018 for roadworks.
f) Cllr Iliffe confirmed his attendance to the organise litter pick 8th April 2018.

156/2018 DERBYSHIRE COUNTY COUNCIL

No report received from Cllr A. Stevenson.

a) Cllr Iliffe advised requests for attention to highway potholes and lighting to be forwarded for action.
b) Parish Council Spring Newsletter well received.
c) Update on contract with BT to install cameras through Derbyshire County Council. The Council advised to submit requests through the authority.
d) Engagement of camera cars from 1st June 2018 for the county.
e) Update on planning matters including Counter Solutions site. Noted a site visit would be requested on receipt of a detailed planning application for the site. The Chairman, on behalf of the Council, voiced concern over the condition of the bridge at The Field relating to potential site plant traffic.
Cllr Iliffe agreed to organise a meeting with Bridges & Structures Officers and representatives of the Parish Council on receipt of a formal request from the Parish Council.

RESOLVED:-

The Chairman, on behalf of the Parish Council, extended appreciation for receipt of addresses.

157/2018 POLICE REPORT No report.

RESOLVED:-

The Chairman & Clerk to prepare a letter of request to be submitted to the Police Authority with regard to updates for Council meetings.

158/2018 CHAIRMAN’S REPORT

The Chairman reported the Derbyshire Police & Crime Commissioner had accepted an invitation to attend a Parish Council meeting on Tuesday 25th September 2018 at 7 p.m. at the Parish Rooms.

159/2018 PARISH COUNCIL VACANCY

It was reported the vacancy had been publicised in the newsletter, noticeboards and website.

RESOLVED:-

The vacancy to be publicised with revised application closing date of 30th June 2018.

160/2018 TO RECEIVE REPORTS FROM OUTSIDE BODIES

a) Shipley Parish Room Trust Cllrs T. Skelton & S. Bamford addressed the meeting with updates from the Trust; noted a full complement of Trustees serving the organisation; servicing of the rooms carried out by volunteer trustees; booking of hall information received.
b) Shipley Allotment Gardens Apologies received from Cllr D. Watson. The Chairman updated on the forthcoming AGM of the Nottingham Allotments Council due to take place in Nottingham on 21st April 2018; public liability insurance scheme through the allotments association noted with an annual subscription of £84.00 to cover the site and tenants. Inclusion within the garden plot rental would increase individual plot costs to £32.00 per annum from 1st April 2018. The meeting noted the site was excluded from Local Government Act Allotment regulations with regard to notification for increase of charges as the site did not benefit from the protection of a registered statutory allotment site (held under licence from Borough Council).
c) Amber Valley Borough Council Lease on Allotment Gardens The Chairman updated on meeting held with the Borough Council in February 2018 with an offer of a seven year lease incorporating the vacant plot formerly managed by the authority.

RESOLVED:-

i. That the reports received.
ii. With reference to (b) the public liability annual subscription to be incorporated within annual rental for each plot for the forthcoming year from 1st April 2018 at a cost of £32.00 per plot.
iii. That a meeting of allotments tenants to be called to update on the lease and review of costs for 2018/2019.
iv. That the offer of seven year lease from the Borough Council approved, subject to receipt of draft.
v. Noted the lease preparation by Borough Council underway.

161/2018 PIT LANE RECREATION SITE

A Update on inspections of play area and written reports Request for site inspection with AVBC to consider equipment organised 13th April 2018 RESOLVED weekly inspections to take place from 13th April 2018. Cllrs Chairman, Vice Chairman & D. Watson to attend site visit with Borough Council representative.
B Annual site inspection Completed 21st February 2018 RESOLVED thorough report noted and appreciated.
C Football Pitch Realignment proposals considered. RESOLVED defer until after site visit 31.4.2018.
D Directional signage and noticeboard For Pit Lane, Shipley RESOLVED defer to next meeting.

162/2018 COMMUNITY LITTER PICK SHIPLEY

It was reported a Community Litter Pick had been organised to take place on Sunday 8th April 2018 commencing at 10.00 a.m. from the Shipley Garden Centre car park area. Equipment had been reserved for delivery from the Borough Council.

RESOLVED:-

a) Noted the Clerk would arrange collection of equipment for the event.
b) Collection of debris bags from Hassock Lane North, Shipley by Borough Council
c) The event had been publicised in the community newsletter.

163/2018 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

a. Circular 03/2018 Data Protection Bill & GDPR; Transparency Fund applications; revised legal topic notes; survey regarding funding for services in areas with a high proportion of second/holiday homes; clean up the country information; employee complaints; census survey of Parish Councillors; Councillor essential training.
b. Circular 04/2018 DALC Spring Seminar 17th April 2018; training opportunities; GDPR; NALC lobby; Keep Britain Tidy campaign; census survey of Parish & Town Councillors; model Clerk Contract; Collaborative working with a Principal Council; Consultation on waste crime; consultation on implementing geological disposal; new legal briefings; training in Leicestershire.
c. Law & Good Practice of Local Council Meetings training 12th March 2018 attended by Clerk.
d. Internal and External Audit Training scheduled to take place at Matlock Monday 26th March 2018. Chairman & Clerk attended. The Chairman reported on the training and information for the forthcoming audit 2017 – 2018. Noted an internal audit required under the new regulations for Councils with an income or expenditure not exceeding £25,000, subject to requirement through the external auditor for an intermediate audit to be carried out. Further information awaited. Recommendation for formal meeting to take place in April 2018 to receive year end accounts.
e. Data Protection Regulations May 2018 noted corporate email address system recommended through appointed contractor subject to system access.

c) AVA/2018/0175 Shipley Garden Centre Hassock Lane – open sided canopy over existing outdoor sales area with temporary demountable walls during winter season

b) To discuss setting of a business plan for the Council 2018 – 2019.
c) Confirmation internal audit to be carried out by Mr. B. Wood following 31st March 2018 end of financial year.
d) Confirmation Shipley Parish Council to submit for external audit to P.K.F. Littlejohn auditors for the year 2017 – 2018. Smaller authorities where the higher of income or expenditure for the year was £25,000 or less may declare as exempt, subject to an internal audit and requirement of intermediate audit, information awaited.
e) Confirmation of Derbyshire County Council grant approval in the sum of £650.00 towards cost of defibrillator maintenance received from County Councillor Alex Stevenson Community Leadership Scheme 2017 – 2018.

167/2018 PARISH COUNCIL NEWSLETTER SPRING EDITION 2018

It was reported the newsletter had been distributed and received with appreciation in the community.

RESOLVED:- The next edition to be prepared for September 2018.

168/2018 IMPROVEMENTS FOR ROAD SAFETY IN THE PARISH

The Chairman reported no further update had been received regarding road safety improvements for Shipley Village, submitted to Derbyshire County Council.

A discussion was held regarding the excessive speeds of some vehicles on Hardy Barn and Hassock Lane North & South.

RESOLVED:-

a) That the traffic and road safety issues remain separate issues
b) Request for statistics from the data collected from installation of temporary covert cameras recently installed in the parish.
c) Site visit with Highways Officer.

169/2018 TELEPHONE KIOSK & DEFIBRILLATOR

It was reported the renovation of the telephone kiosk would be completed during Spring 2018. Residents had received information offering the opportunity to support the project with family name engraving within the kiosk glass panes, subject to a donation of £20.00 per family name.

RESOLVED:-

That notices publicising a closing date of 20th May 2018 to be installed in the village; copies to be sent to Cllr T. Skelton for the Parish Rooms and for the Polling Station on 3rd May 2018.

170/2018 HASSOCK LANE OPEN SPACE

Report noted inadequate attendance to the February 2018 Working Party Meeting; subjects deferred to next meeting.

RESOLVED:- noted.

171/2018 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.

172/2018 STAFF MATTERS

Report received on staff training and development. Clerk had achieved CiLCA in 2008 and requested support to re-sit the examination to support updating of policies and procedures. Part fee request.

RESOLVED:-

That costs to SLCC in the sum of £125.00 (50%) of the course registration fee approved.

173/2018 DATE OF NEXT MEETING

The next meeting of the Parish Council to take place as follows:-

a) Tuesday 24th April 2018 commencing at 7.00 p.m. in the Shipley Parish Rooms
b) Annual Parish Meeting followed by Annual Parish Council Meeting to take place on Tuesday 22nd May 2018 commencing at 7.00 p.m. in the Shipley Parish Rooms.
