Also present was Amber Valley Borough Councillor Richard Iliffe.

121/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received from Parish Councillors Mrs. M. Jackson.

122/2018 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. S. Bamford & Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Clerk S. Trower left the meeting room during exclusion of public order session.

123/2018 MINUTES

Shipley Parish Council Minutes Tuesday 28th November 2017 received.

RESOLVED:-

That the Minutes of Meeting for Tuesday 28th November 2017 approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.



124/2018 PUBLIC PARTICIPATION

Matters raised by Members of the Public

No report.

125/2018 POLICE MATTERS

No report.

A circular was received from the Derbyshire Police & Crime Panel.

RESOLVED:-

a) That a request for updates to report at Council meetings to be submitted to the authority.
b) That an invitation extended to the Derbyshire Police & Crime Commissioner Mr. Hardyal Dhindsa to attend a future Council meeting.

126/2018 AMBER VALLEY BOROUGH COUNCIL

Amber Valley Borough Councillor Richard Iliffe addressed the meeting with the following information:-

a) Site visit awaited for planning application Counter Solutions Shipley AVA/2017/1117.
b) Lakeside Development caretaking of site underway. Noted a petition was to be presented to the Borough Council on the 24th January 2018 requesting return of the American Adventure theme park.
c) Planning application Coppice Side Marlpool under consideration.
d) Reinstatement of litter bins to Hardy Barn, Shipley and Hassock Lane noted.
e) Pavement Pit Lane to Keepers Cottage requiring attention noted.

127/2018 DERBYSHIRE COUNTY COUNCIL

Derbyshire County Councillor Richard Iliffe reported on the following matters:-

a) Footpath clearance noted
b) A6007 Codnor to Ilkeston speed restrictions noted.
c) Camera requested for reinstatement on Hassock Lane; covert camera in operation on Hassock Lane near to the Garden Centre on a free trial. Will be allocated to the area if successful.
d) Car parking on Pit Lane removal of yellow lines requested.
e) Pot holes on The Field, Shipley arrangements in place to repair.
f) Development at Horspool Hill no plans to commence development to date noted.
g) Report on the completion of works undertaken by Virgin Media; an inspection did not highlight remaining concerns.





128/2018 DERBYSHIRE COUNTY COUNCIL

No report received from County Councillor Alex Stevenson. The meeting noted the installation of the new grit bins with gritting having been completed around the area by County Councillor Stevenson.

The Chairman, on behalf of the Parish Council, acknowledged receipt of the reports and appreciation extended to representatives for the information and assistance to Council.

129/2018 CHAIRMAN’S ANNOUNCEMENTS

The Chairman provided an update on the health concerns of a resident.
Update on Snow Warden voluntary work undertaken by County Councillor A. Stevenson and installation of grit bins with grit around the parish.

RESOLVED:-

a) Noted.
b) Appreciation was extended to the County Council representative for his generous contribution to the parish.

130/2018 PARISH COUNCIL VACANCY

RESOLVED:-

That the vacancy publicised in the parish newsletter, website and noticeboards inviting applications with an extension to the closing date for applications to 20th March 2018.

131/2018 TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

a) Shipley Parish Room Trust AGM organised to take place 20th March 2018; two new Trustees appointed; update on bookings for the rooms; noted sufficient funds held by the Trust for the current financial year. Report noted that no application would be submitted to the Parish Council for grant application for 2018 – 2018 period. Roof required attention.
b) Allotment Gardens Cllr D. Watson reported a meeting had been organised to take place with legal representatives of Amber Valley Borough Council and representatives from the Parish Council to discuss the site lease and vacant plot formerly managed by the Borough Council. The meeting would take place on 15th February 2018 at Ripley Town Hall. Mr. R. Fowkes from the Nottingham & District Allotments Association had agreed to attend to support Council.
c) Derbyshire County Council Town & Parish Council Liaison Meetings. No meeting held.

132/2018 PIT LANE RECREATIONAL AREA & ENVIRONMENTAL MATTERS

a) Recreation ground inspections Site inspections and submission of reports working well. Discussion for replacement of item of equipment subject to further inspection by qualified representative.
b) Football Pitch Noted the Council was in receipt of no income to support maintenance of the pitch. Repairs to the goal mouths for further discussion at the next meeting.
c) Containers The site containers now removed with stile and gates repaired.
d) Noticeboard at Pit Lane RESOLVED information to be sought through County Councillor Stevenson with regard to relocation of noticeboard from Hassock Lane to Pit Lane near to the entrance to the park. Directional signage was in hand.
e) Parish Litter Pick Spring 2018 a discussion was held for an event to be held in the parish on Sunday 8th April 2018 with meeting place at Shipley Garden Centre car park at 10.00 a.m.

RESOLVED:-

i. Report noted
ii. Litter pick organisation approved. Borough Council to be contacted for assistance with debris collection and supply of equipment required for the event.
iii. The litter pick to be publicised in the newsletter.

133/2018 CIRCULARS DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars had been emailed to Members:-

a) Circular 1/2018 an index of 2017 circulars
b) Circular 2/2018 noted Law training was at a date inconvenient to the Chairman; Vice Chairman & Clerk to attend subject to availability.

RESOLVED:- Noted.

134/2018 CLERK REPORT

a) DEFRA applications of up to £6,800 per hectare to plant, weed and protect more trees through the Woodland Creation Grant scheme with applications invited from January 2018.
b) Update on Derbyshire County Council Snow Warden Scheme 2017 – 2018. It was reported the community had received

Recommendation noted for the re-siting of grit bin at Honey Lodge, The Field; the situation would be monitored.

135/2018 PLANNING MATTERS

a) With reference to planning application AVA/2017/1117 Coppice House, The Field. Noted a response was awaited from Amber Valley Borough Council. No response received from Borough Council Conservation Officer. The meeting reinforced its concerns over the potential effect of development traffic using the damaged bridge structure on The Field.
b) AVA/2018/0049 Sycamore House, 75 Hassock Lane North – roof alterations to single storey side structures and front porch.
c) AVA/2018/0023 1a Hassock Lane North Shipley – two storey extension to side/rear with ground floor extension and patio to rear.
d) AVA/2017/1371 Land to west of Old Coppice Side Marlpool non material amendment to AVA/2016/0729.

RESOLVED:-

i. With reference to a) site visit awaited.
ii. No objections raised to b, c and d above.

Notes on the budget recommendations for 2018 – 2019
The Hassock Lane site has been included with an intention to seek funding for the project
Nett amounts shown on the budget as VAT is reclaimed.
Administration to include telephone/internet subject to approval.

RESOLVED:-

That a precept requirements for 2018 – 2019 to Amber Valley Borough Council in the sum of £13,737.00. No increase in household Council Tax precept requirements for Parish Council for 2018 – 2019.

138/2018 SHIPLEY PARISH COUNCIL BUSINESS PLAN

RESOLVED:-

That a business plan to be discussed to consider funding for parish projects and provide a longer term forecast for development of initiatives within the parish. Deferred to next meeting.

Funding application through DEFRA for the Hassock Lane site to be considered at the next working party meeting. The Vice Chairman agreed to study the information for report.

139/2018 IMPROVEMENTS FOR ROAD SAFETY IN THE PARISH

Funding application response awaited.

140/2018 PARISH COUNCIL NEWSLETTER

RESOLVED:-

The Chairman would seek approval from a local resident for publication of artwork within the magazine.
That litter pick to be publicised in the newsletter.

141/2018 TELEPHONE KIOSK DEFIBRILLATOR FACILITY

a) The Chairman reported County Councillor A. Stevenson had volunteered to paint the kiosk with paint supplied through the Community Trust.
b) Glass replacement for the kiosk would be offered for sponsorship of family name etching at a cost of £20.00 per family name. Noted 71 panes with etchings work through Spondon Trophy Engravers quotation at up to £10.00 per pane for engraving work. Noted 24 large and 47 smaller panes within the kiosk. All glass would be replaced during the painting renovation works.
c) A discussion for approach to local companies for sponsorship of the initiative.

RESOLVED:-

i. Sponsorship of the cost of glass replacement in the sum of £290.00 by Amber Valley Electrics noted and received with appreciation.
ii. Acceptance of offer to paint the kiosk by County Councillor A. Stevenson received with appreciation.
iii. Noted the kiosk facility was fully functioning as a defibrillator unit with emergency cell phone available.


142/2018 DIRECTIONAL SIGNAGE FOR THE PARISH

RESOLVED:-

Update received from Cllr D. Watson.

RESOLVED:-

Directional signage for Pit Lane recreational site approved.

143/2018 HASSOCK LANE RECREATIONAL SITE

A discussion was held on the former recreational site potential uses. Noted the site retained greenbelt status.

RESOLVED:-

a) Application information from Defra Cllr Skelton agreed to examine particulars for the project.
b) Consideration of project to include wildlife meadow, meditation area, tree planting etc.
c) Information and guidance through Derbyshire Wildlife Trust – Cllr Bamford agreed to liaise with organisation.
d) Article for newsletter on project when agreed, to include invitation to volunteers to assist with the initiative.

144/2018 DATA PROTECTION REGULATIONS MAY 2018

RESOLVED:-

Installation of updated system to provide commercial email address system for Council and Members.

145/2018 DATE OF NEXT MEETING

The next Parish Council meeting scheduled to take place on Tuesday 27th March 2018 commencing at
7.00 p.m. in the Shipley Parish Rooms, The Field, Shipley.

There being no further business, the Chairman closed the meeting at 8.50 p.m.
