TUESDAY 28TH NOVEMBER 2017
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY COMMENCING AT 7.00 P.M.

99/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received from Parish Councillors G. MacDonald, Mrs. K. Skelton & D. Watson.

Apologies also received from Amber Valley Borough Councillor R. Iliffe.

100/2018 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. S. Bamford declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Member did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

101/2018 PUBLIC PARTICIPATION

Matters raised by Members of the Public

A resident requested information on the following matters:- • Installation of grit bins on Hardy Barn noted.
• Information on the data protection requirements by Government. Advised the resident a new procedure would be in place before the amended regulations take effect in May 2018.
• Following enquiry, it was confirmed the Clerk had completed a Health & Safety Level II course on behalf of the Parish Council.
• A letter received from a resident of the parish requested attention to the following matters:-
• Replacement of litter bins at Hardy Barn; repair to litter bin outside Shipley Motors; re-instatement of pavement width along Hassock Lane North; attention to inner grass verges and hedges along the length of Hassock Lane. Information would be forwarded to the Borough & County Members for attention.

102/2018 POLICE MATTERS

No report. Discussion of itinerants seen recently congregating around the Pit Lane area.

Information received from the Derbyshire Police & Crime Panel newsletter courtesy of Councillor Carol Hart, Chairman of the panel.

103/2018 AMBER VALLEY BOROUGH COUNCIL

Apologies received from Amber Valley Borough Councillor Richard Iliffe.

104/2018 DERBYSHIRE COUNTY COUNCIL

No report from Derbyshire County Councillor Alex Stevenson. Confirmation received from Cllr Stevenson financial support would be made available to the Parish Council towards support of the installation of the defibrillator.

Grit bins had been installed by County Councillor Stevenson and supplies of grit to the facilities on Hardy Barn and at The Field noted. The Chairman, on behalf of the Parish Council, extended sincere appreciation for the initiative. It was further reported the bins would be serviced by Cllr A. Stevenson during his time in Office.

The Chairman, on behalf of the Parish Council, acknowledged receipt of the reports.

105/2018 MINUTES

Shipley Parish Council Minutes Friday 20th October 2017 received.

RESOLVED:-

That the Minutes of Meeting for Friday 20th October 2017 approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

106/2018 CHAIRMAN’S ANNOUNCEMENTS

The Chairman reported on training organised to take place at the Parish Rooms on Tuesday 12th December 2017 by Community Heartbeat. Fliers had been delivered by Members to residents to receive free training on the use of the defibrillator installed in the parish telephone kiosk. Training would commence at 7.00 p.m.

The Chairman reported County Councillor A. Stevenson had agreed to contribute the cost of the installation of the cell phone, in addition to four years’ maintenance costs for the installation.



RESOLVED:-

Noted. Appreciation was extended to the County Council representative for his generous contribution to the parish.

107/2018 PARISH COUNCIL VACANCY

It was reported that following a casual vacancy occurring on the Council, no call for an election had been received by Amber Valley Borough Council. The Council was therefore in order to fill the seat by co-option.

RESOLVED:-

That the vacancy publicised in the parish newsletter, website and noticeboards inviting applications with a closing date of 28th February 2018 to allow consideration of applications at the March 2018 meeting.

108/2018 TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

a) Shipley Parish Room Trust Cllr Mrs. S. Bamford advised of meeting held week ending 24th November 2017. Noted the cleaner and caretaker for the Trust had resigned; new volunteers had agreed to take over the roles. AGM organised to take place 20th March 2018. Information on the availability of grant support from Tesco; ideas for first aid training for parishioners taking place at the rooms.
b) Allotment Gardens Cllr D. Watson. No report.
c) Update on vacant plot formerly managed by Borough Council RESOLVED a meeting to be organised for the New Year to deal with legal transfer. Agenda for January 2018.
d) Derbyshire County Council Town & Parish Council Liaison Meetings. Following attendance to the meeting held 21st September 2017 by the Chairman, additional information received from the authority had been circulated and noted.

109/2018 PIT LANE RECREATIONAL AREA

a) Recreation ground inspections Members continued to carry out inspections and record findings. Benches had been installed on the site. Noted Shipley Country Park Tree Officer would inspect the tree on site and report to Council.
b) Football Pitch A discussion was held following the elapsed lease for the football pitch. Proposals to reduce the size of the pitch with removal/re-site of existing posts. This would deal with the goal mouth issue raised at the annual inspection last year. RESOLVED discuss at the next meeting.
c) Containers It was reported one container now removed from the site following sale. Removal of the remaining container discussed. Companies had been contacted to provide quote to remove and also expressions of interest for purchase received. RESOLVED Chairman, Cllrs Perko & Watson to liaise over the sale/disposal of the remaining container and deal with site clearance.
d) Gate and stile to recreation ground RESOLVED noted a repair had been completed.
e) Development of the recreation ground ideas to provide a multi-use recreational area discussed, subject to funding, which would be considered at a future meeting.
f) Noticeboard at Pit Lane RESOLVED information to be sought through County Councillor Stevenson with regard to re-location of noticeboard currently sited at Hassock Lane to head of Pit Lane (in position of the former American Adventure advertising sign).
g) Hedging Noted the hedging had been cut.


110/2018 CIRCULARS DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

a) Circular 11/2017 DALC AGM; DALC survey; training.
b) Circular 12/2017 NALC response to Local government Finance Plans; Updated legal topic note, larger Councils’ conference London; retirement options for staff; NFP workshops; training.
c) Circular 13/2017 DALC executive meeting and DALC AGM; CiLCA qualifications; feedback from National Association of Local Councils conference and award; East Midlands Councils Policy update; Councillor essential training January 2018.

RESOLVED:-

Noted. Circular 12/2017 to be re-sent via email.

111/2018 CLERK REPORT

a) DEFRA applications of up to £6,800 per hectare to plant, weed and protect more trees through the Woodland Creation Grant scheme with applications invited from January 2018. Reminder for January 2018 meeting for consideration of scheme for Hassock Lane site.
b) Derbyshire County Council Snow Warden Scheme 2017 – 2018. The Parish Council has been accepted onto the scheme. County Councillor Stevenson has installed additional grit bins within the village and will maintain the facilities with grit supplies during his term in office.
c) Borough Council invitation to attend Annual Crime & Disorder meeting of the Improvement & Scrutiny Committee held 4th October 2017 circulated to Council.

RESOLVED:-

Noted.

112/2018 PLANNING MATTERS

a) With reference to planning application AVA/2017/1117 Coppice House, The Field. Noted a response was awaited from Amber Valley Borough Council.
b) Amber Valley Borough Local Plan pre-submission Local Plan circulated to Council with responses requested before 14th December 2017. Specific reference to Shipley had been highlighted to Council.
c) AVA/2017/1199 157 Hassock Lane Shipley two storey side extension.

RESOLVED:-

i. Reference (a) an update to be requested through Borough Council representative. The Clerk was thanked for preparing the response sent into the Borough Council on behalf of the Parish Council.
ii. Reference (b) noted. Discussion regarding Shipley Lakeside referral to lapsed planning approval noted.
iii. Reference (c) no objections.

b) To consider budget Virements for 2017 – 2018 Recommendation £500 from salary budget to expenses budget Recommendation increase to maintenance costs by £4,500 from reserves

RESOLVED:-

i. Reference (a) that payments and income information approved as above showing payments from 1st April 2017 to 28th November 2017. Income approved in the sum of £30,886.70.
ii. That budget recommendations approved for movement of £500 from salary to expenses and £4,500 from reserves to increase the budget for 2017 – 2018 to provide an additional £4,500 to maintenance.
iii. Grant application form to be forwarded to Shipley Parish Room Trust for 2017 – 2018 for consideration before 31st March 2017 subject to receipt of all relevant information.

114/2018 PARISH COUNCIL NEWSLETTER

RESOLVED:-

That articles to be forwarded to the Clerk at the earliest opportunity. An article to be included to publicise the Parish Council vacancy with a closing date of 28th February 2018. Information on the role of a Parish Councillor to be included. Information on the football field project also to be included.


115/2018 IMPROVEMENTS FOR ROAD SAFETY IN THE PARISH

The Chairman reported on a site visit with County Councillor A. Stevenson, who had expressed his support of improvements for village road safety. It was reported Borough Councillor R. Iliffe had attended a working party meeting of the Council to discuss the same topic.

The Chairman produced a diagram of improvements for the meeting to consider.

A discussion was held on additional improvements for the parish including gateway signs and bollards for the village around the school area (painted as children) to deter speeding.

RESOLVED:-

An application for funding support towards the following:-
a) Barriers at the end of the multi-user route at The Field indicative of the route junction with road ahead. b) Advisory speed signage
c) Involvement with Michael House School, parents and carers with the project
d) Introduction of additional speed humps
e) Request through Derbyshire County Council for reinstatement of speed camera on Hassock Lane together with reason for removal. Include the blackspot area within the newsletter for consultation.
f) Further discussion on the current speed limit through the parish Hardy Barn extending to Hassock Lane
g) Liaison with Shipley Country Park for road safety improvements in the village.
h) That a formal request for funding to be submitted to County Councillor Stevenson towards the initiative.

116/2018 TELEPHONE KIOSK DEFIBRILLATOR FACILITY

The Chairman reported the facility was now installed and effective with a live registered link to the ambulance service.

Community Heartbeat had agreed to provide training on use of the defibrillator at the Parish Rooms on Tuesday 12th December 2017 from 7 p.m. Fliers would be delivered by Councillors to residents in the parish to attend for free training. The Chairman agreed to liaise with Shipley Country Park to advise.

It was reported the telephone kiosk required re-glazing with a full set of panes costing £200.00. Sponsorship of panes with etching to be publicised. Paint was to be made available from Community Heartbeat to renovate the kiosk.

Webnos maintenance contract for the system required login and appointed representatives to monitor the equipment. Regular inspections to be carried out by Cllrs Stevenson & Watson.

A discussion was held on the installation of an additional facility for the parish at venues including Shipley Garden Centre, Pit Lane and other areas. Information on first aid training would be sent out to the Chairman by Cllr Mrs. S. Bamford.


RESOLVED:-

a) That purchase of new glass in the sum of £200.00 approved for the kiosk.
b) That the kiosk and defibrillator facility included within the Parish Council insurance and asset register.
c) That a discussion for additional facility to take place at future meeting.

117/2018 DIRECTIONAL SIGNAGE FOR THE PARISH

No report.

RESOLVED:-

Directional signage for Pit Lane recreational site approved.

118/2018 HASSOCK LANE RECREATIONAL SITE

A discussion was held on the former recreational site potential uses. Conversion to a wildlife garden area with funding application to Woodland Trust. Discussion to allow grasses to grow to determine the plants on site

RESOLVED:-

That the site could become a wildlife meadow including tree planting subject to liaison with Derbyshire Wildlife Trust through working party group. Chairman agreed to liaise with DWT.

119/2018 DATA PROTECTION REGULATIONS MAY 2018

It was reported new regulations would be in force from May 2018 for which the Clerk had received training.

RESOLVED:-

a) Registered office for the Parish Council quotation to be sought from Bailey Brook House.
b) Installation of updated system to provide commercial email address system for Council and Members.
c) Further information to be provided on the regulations on receipt.

120/2018 DATE OF NEXT MEETING

The next Parish Council meeting scheduled to take place on Tuesday 23rd January 2018 commencing at 7.00 p.m. in the Shipley Parish Rooms, The Field, Shipley.

There being no further business, the Chairman closed the meeting at 8.55 p.m.
