Also present at the meeting was one member of public.

69/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received from Amber Valley Borough Council representative Councillor Richard Iliffe (annual leave); Derbyshire County Councillor A. Stevenson (annual leave) & Derbyshire Constabulary.

70/2018 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. S. Bamford & Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Councillor Dr. C. Perko declared a pecuniary interest in planning application & approval for Algrave Hall Farm, Hassock Lane, Shipley. The Member did not discuss or vote on the item at the meeting.

71/2018 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Itinerants reported around the A610 Langley Mill area
b) Query raised regarding potential lessees of the Pit Lane recreation ground referring to Council any injuries sustained at the ground during use by a football or sports club; or environmental issues which may cause problems at the site.
Standing Orders re-instated.

72/2018 BOROUGH COUNCIL REPORT

Apologies received from Borough Councillor Richard Iliffe.

73/2018 COUNTY COUNCIL REPORT

Apologies received from County Councillor Alex Stevenson. The meeting noted an invitation to apply for additional grit bins for the parish.

RESOLVED:-

a) That three grit bins requested for Shipley – locations Hardy Barn & Hassock Lane (2) and one black bin in the conservation area of the village at The Field.
b) That information to clarify the legal terms for snow clearance to be requested from Derbyshire County Council.

74/2018 POLICE MATTERS

No report.

75/2018 MINUTES

The following Minutes were received for consideration of approval:-

Parish Council Meeting held 25th July 2017

RESOLVED:-

That the Minutes of Meeting for Tuesday 25th July 2017 approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

76/2018 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Cllr D. Watson reported on concerns with the allotment gardens. Quotations received for hedge laying the area adjacent to The Field noted as follows:-
(i) Clip n Mow £1450.00 (ii) Mr. C. Dean £550.00.
RESOLVED quotation in the sum of £550 Mr. C. Dean approved, subject to liaison with the Amber Valley Borough Council Tree Officer prior to the work being undertaken. Noted there would now be no costs for removal of the underground water tank. Waste on the site to be burned on 5th November 2017.
b) Equipment for Allotment Site It was reported a site mower was required to maintain the common areas on the site. Quotation received for a 150cc Easy Mow model 4610 in the sum of £425.00. The machine cost included set up and a five year guarantee. RESOLVED purchase approved. Cllr Watson agreed to store the machine in a secure building. Cllr Watson agreed to maintain the vacant plot on site. Confirmation the mower when purchased would be included into the Parish Council insurance policy.
c) Water supply to Allotment Site It was reported the tenants did not support installation of mains water to the site or the contribution this would require towards water rates. RESOLVED no further action on installation of mains water to the site. Methods of water harvesting to be encouraged.
d) Vacant allotment garden – Amber Valley Borough Council It was confirmed no response had been received from the Borough Council in response to the Parish Council intention to occupy the garden plot. Noted.
e) Shipley Parish Room Trust Cllrs Mrs. S. Bamford & Mrs. T. Skelton reported on the Trust. One new trustee appointed. Report on loss of user from the rooms and potential enquirers. Good feedback from the open day; clarification of caretaking for the rooms noted.
f) Derbyshire County Council Liaison Committee The Chairman attended the meeting at Matlock on 21st September 2017. Copy of 5 year plan to be sent through to the Parish Council; discussion of devolvement of some responsibilities to Parish & Town Councils i.e. small maintenance issues etc. Noted updated methods of reporting highway and lighting issues through the County Council website.

RESOLVED:-

That all matters above (a) to (c) endorsed by Council for approval.
That amendment to Parish Council Financial Regulations to include petty cash to be held to the maximum amount of £100.00 by the RFO.




78/2018 DERBYSHIRE COUNTY COUNCIL MINOR RIGHTS OF WAY CLAIM

It was reported an application for Minor Rights of Way Claim in the sum of 495.00 was available to the parish to provide minor works to public rights of way. Claims expiry date 31st March 2018.

RESOLVED:-

Subject to confirmation from Derbyshire County Council regarding the application, footpath leading to Pit Lane recreation site from Hassock Lane to be inspected and quotation prepared through contractor Mr. A. Steeples.

79/2018 RECREATION GROUND PIT LANE, SHIPLEY

a) New benches for installation contractor confirmation of order noted; copy to Cllr Watson
b) Update of inspections and written reports confirmed through revised record sheet & quarterly report good.
c) Benches outside play area installed and of good standard
d) Football site Hedges to be cut and tree requiring inspection
e) Containers One container awaiting removal; remaining damaged
Container to be fitted with advisory warning signage
f) Pit Lane Directional Signage Recommendation for installation

RESOLVED:-

That the report noted.
That Borough Council Tree Officer requested to inspect tree on the Pit Lane football site to confirm condition.
That warning signage to be purchased for installation on the container to remain on site
That quotation to be sought to provide directional signage to the play area on Pit Lane (Cllr Watson agreed to seek quotation)

80/2018 SHIPLEY VILLAGE TELEPHONE KIOSK

RESOLVED:-

a) That an update requested from Community Heartbeat.
b) That training for use of the facility and first aid to be sought through the organisation.

81/2018 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

Circular 10/2017 circulated to Council as follows:-

• DALC survey
• HR responsibilities and appraisals
• Awards for All and Heritage Lottery information
• Data Protection Regulations
• PAT testing workshop
• Training Events

RESOLVED:-

Reference Law & Good Practice of Local Council Meetings training arranged for February 2018 (date to be set) confirmed for the Chairman and Clerk to attend at a cost of £40 per delegate.

82/2018 PLANNING MATTERS

a) AVA/2017/0789 Field House, The Field, Shipley application withdrawn
b) AVA/2017/0868 Algrave Hall Farm Hassock Lane. Change of use from domestic garage/store to consultation room with adjacent treatment room and w.c.

RESOLVED:-

Noted that (b) above approved by Amber Valley Borough Council.

83/2018 SHIPLEY VILLAGE ROAD SAFETY MEASURES

The Chairman reported on a site visit at The Field with Derbyshire County Councillor Alex Stevenson. The meeting noted some funding could be available towards the initiative through Derbyshire County Council with a deadline of October 2017 for applications.

Various options were considered to improve safety measures around the village, including barriers to restrict vehicle access, road safety humps, improvements to bridleway at road junctions, traffic narrowing scheme etc.

The meeting noted the whole village required improved measures to deal with speed issues on Hassock Lane, Hardy Barn and The Field.

RESOLVED:-

a) That request for funding towards bridleway safety measures at The Field
b) That Cllr Iliffe requested to seek attendance of Highways Officer to advise the Council on the options available for road safety improvement to cover the whole of the parish. Request for the working party meeting to be held on 24th October 2017.
c) That consideration of speed gun trials through the village through Derbyshire Constabulary to be requested.

84/2018 DIRECTIONAL SIGNAGE

An update report received from Cllr D. Watson providing costs for the following:-

Directional signage for installation on the village green at The Field in the sum of £722.11 plus VAT or £1261.31 plus VAT to include a finial depicting the Miller Mundy crest through Signs of the Times

RESOLVED:-

That the design cost of £722.11 nett approved.
Further approved that two directional fingerposts approved for installation on the existing post at the junction with The Field and Hassock Lane as per previous quotation in the sum of £173.65 each plus VAT and carriage.

a) That the quotation approved with a finial representative of the Miller Mundy crest, which would be at an additional cost as above.
b) Approved that a design would be presented to the next meeting.

85/2018 CLERK REPORT ON CORRESPONDENCE

a) DEFRA applications up to £6,800 per hectare to plant, weed and protect more trees through the Woodland Creation Grant scheme with applications invited for January 2018.
b) Derbyshire County Council Snow Warden Scheme 2917 – 2018 response required on support by the Parish Council; free tonne of grit to participating parishes; volunteers to clear away snow and ice.

RESOLVED:-

i. That the tree planting grant to be applied for in January 2018
ii. That the Snow Warden initiative supported by Parish Council through Derbyshire County Councillor Alex Stevenson.

86/2018 PARISH COUNCIL NEWSLETTER

It was reported articles were required for the production of the next parish newsletter including report of the Chairman, updates on defibrillator, Shipley Cricket Club, new seating at the recreational play area, new signage, improvements to the allotment gardens, Waystones update on the proposals for the former American Adventure site, road safety measures updates, historical information, financial report etc.

RESOLVED:-

That the matter to receive further discussion at the next Working Party meeting.

87/2018 HASSOCK LANE RECREATIONAL SITE

No report.

88/2018 PARISH COUNCIL CASUAL VACANCY

It was reported the Parish Council had a casual vacancy due to the non-attendance through ill health of former Councillor D. Wood.

RESOLVED:-

Noted that the Amber Valley Borough Council Returning Officer advised of the vacancy.



89/2018 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in view of the confidential nature of the business about to be transacted, it was agreed in the public interest that the press and public be temporarily excluded.

90/2018 PARISH COUNCIL MEMBERS

RESOLVED:-

That the Parish Council take measures to express its sincere appreciation to the outgoing Cllr D. Wood to acknowledge his long and dedicated service to the parish of Shipley.

91/2018 PIT LANE FOOTBALL GROUND AND LEASE


RESOLVED:-

That a report awaited from potential lessee of the ground.

92/2018 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A working party meeting for Councillors to take place on Tuesday 24th October 2017 at 7.00 p.m.
A meeting of the Parish Council would be held on Tuesday 28th November 2017 at 7.00 p.m. in the Parish Rooms.

There being no further business, the Chairman closed the meeting at 9.30 p.m.
