MINUTES OF PARISH COUNCIL MEETING
HELD
TUESDAY 25th JULY 2017
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor K. Stevenson (Chairman)
Councillors Mrs. S. Bamford, G. MacDonald, Dr. C. Perko, Mrs. T. Skelton & D. Watson.
Also present at the meeting were Amber Valley Borough Council representative R Iliffe and one member of the public.
Prior to the commencement of the meeting, the Chairman presented gifts as an expression of appreciation to the outgoing Chairman for 2016 – 2017, Councillor G. MacDonald & Vice Chairman 2016 – 2017 Cllr Dr. C. Perko, which was received by the Members with thanks.

48/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor Mrs. M. Jackson, Derbyshire County Councillor A. Stevenson (at Smalley Parish Council meeting) & Derbyshire Constabulary.

49/2018 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. S. Bamford & Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Members were reminded to update register of interests lodged with the Borough Council.

NON-EXEMPT BUSINESS

50/2018 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Concern regarding jagged post on Hassock Lane. Members agreed to inspect the area following confirmation of the site location of concern.
b) Update on weakened bridges in the parish requested. Cllr MacDonald reported the concerns had been recognised by the County Council and logged the repairs required.

51/2018 BOROUGH COUNCIL REPORT

Amber Valley Borough Councillor Richard Iliffe reported on the following matters:-
a) Pot holes on The Field under repair
b) Members were advised to inform Cllr Iliffe of any repairs required including lamp standards.
c) Update on the vacant plot on the allotment site at The Field, Shipley; the plot was currently managed by the Borough Council; the Legal Section had been approached for transfer of the garden to the Parish Council.
d) Heanor Hospital complex expected for completion in October 2017.
e) Update on planning application for Waystones on the former American Adventure site. The meeting noted the current approval was due for expiry on the 1st October 2017. It was anticipated a revised application would be submitted.
f) Report on the bridges within the village requiring repair.
g) Query regarding proposals to use the former American Adventure car park. No information available.
h) Request for consideration of re-siting of the Pit Lane barrier to allow vehicular access to the football and recreation ground. Subject to further discussions, Cllr Iliffe agreed to refer the matter to the Borough Council. Recommendation a formal application submitted through Amber Vallley Borough Council.

52/2018 COUNTY COUNCIL REPORT

No report.

53/2018 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary.

The Chairman, on behalf of the Parish Council, extended appreciation for receipt of the reports.

54/2018 MINUTES

The following Minutes were received for consideration of approval:-

Parish Council Meeting held 13th June 2017

RESOLVED:-

That the Minutes of Meeting for Tuesday 13th June 2017 approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

55/2018 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Cllr D. Watson reported on the following matters:- (i) Update on application for installation of mains water stand pipe. Not currently supported by all tenants due to the anticipated increase in costs for the allotment to cover water charges. A grant application could be considered at some stage. (ii) Removal of the existing underground tank and installation of soakaway approved.
b) Vacant Allotment Garden The Chairman reported on a meeting held with representatives National Allotment Gardens (UK). Noted the garden was protected by the Allotments Act (1925). RESOLVED a letter to be submitted to Amber Valley Borough Council advising of the Parish Council’s intention to take claim of the plot for the purpose of providing an allotment garden for tenant(s).
c) Shipley Parish Room Trust Cllrs Mrs. S. Bamford & Mrs. T. Skelton reported on organisation of the open day at the Parish Rooms, which was attended by over 40 guests. Event was held to celebrate 120 years of the opening of the building as the Miller Mundy payroll office. Following the event, a number of volunteers had come forward. Noted some works required in the rooms including refurbishment of the existing floor. Financial update received.
d) Derbyshire County Council Liaison Committee Next meeting scheduled to take place at Derbyshire County Hall on 21st September 2017 at County Hall Matlock commencing at 6 p.m. The Chairman confirmed his availability to attend.

56/2018 FINANCIAL REPORT

That all matters above (a) to (c) endorsed by Council for approval.

57/2018 PIT LANE RECREATION GROUND AND FOOTBALL FIELD

a) Expression of interest in lease of the ground from Heanor Town Football Club Academy. The meeting noted a proposal which had been forwarded to the Council by the Club for consideration. A meeting had taken place between the Parish Council Chairman & Vice Chairman and representatives from HTFC where a draft lease had been tabled, a copy of which was circulated to Council for consideration of endorsement. The lease confirmed the Parish Council remained responsible for hedges and trees (subject to land ownership); HTFC would take on the responsibility of football field maintenance, strimming of the play area; realignment of pitch to include re-position of goalposts (noted on vacation of the site the goalposts would remain the property of the Parish Council).
RESOLVED that the draft lease approved for submission to the club for signature. Site maintenance to be cancelled with Mr. A. Steeples on receipt of signed contract from HTFC.

b) Recreation Ground
• Report of Concern It was reported an email of concern had been received from a carer of child who had sustained minor injury on the recreation ground. The Chairman was advised. A recall of inspections and an additional inspection confirmed the equipment was fit for purpose. However, a recommendation for advisory signage proposed, notifying parents and carers of the requirements for supervision whilst equipment in use. Quotation from Signs Direct in the sum of £57.60 received.
• RESOLVED that the signage approved; Cllr D. Watson agreed to install.
• Weekly Inspections continue to take place through volunteer Councillors.
• RESOLVED that the template for completion of inspections to be circulated by Cllr D. Watson.
• That a copy of each report to be forwarded to the Clerk for central log.
• That emergency matters on the site to be dealt with by Cllr D. Watson on behalf of the Parish Council.
• That an order to be placed with Streetscape for red cover caps for the equipment.
• That Amber Valley Borough Council continue to provide the annual RoSPA inspection.
• That the containers on site to be reviewed on receipt of a response from Brinsley PC following planning decision.
• An application to be submitted through the County Council representatives for relocation of the barriers at Pit Lane to enable vehicular access to the play area.

58/2018 SHIPLEY VILLAGE TELEPHONE KIOSK

It was reported a trace had been found on the village telephone kiosk with ownership having been transferred to Community Heartbeat. A meeting had been organised between the Chairman, Vice Chairman and representative from the charity. The Chairman provided information on the availability of a defibrillator package with costs as follows:-
c) £126 p.a. maintenance
d) £1750 defibrillator cost
e) £150 installation costs.
f) Insurance could be provided through the Parish Council policy subject to application.
g) Paint for the kiosk to be supplied by the charity.

The meeting noted incentives including etched glass within the telephone kiosk for sponsorship support. The kiosk would become the property of the Parish Council in due course through the scheme.

RESOLVED:-

That the initiative approved for the benefit of the community at a total sum of £1900 plus an annual maintenance fee to Community Heartbeat of £126.00 p.a.

59/2018 PLANNING MATTERS

AVA/2017/0789 Field House, The Field, Shipley. Demolition of existing dwelling and outbuildings and construction of replacement dwelling and garage.

RESOLVED:-

That the following comments forwarded to the Borough Council:-

a) The application is not considered to be in keeping with the valued conservation protection enjoyed by this heritage village.
b) The proposals eclipse the original footprint of the existing dwelling.
c) The loss of trees to the area is considered unacceptable and damaging to the landscape.
d) An approval of this application within a conservation village could set a precedent for similar applications for developments within this and other borough conservation parishes.
e) The proposals would create additional traffic issues including movements of heavy plant machinery over an already weakened bridge structure on The Field (the subject of County Council listings for structural repairs).
f) The Parish Council to submit a request to the Borough Council representatives for this application to be referred to the Planning Board for consideration of site visit and determination by the Board.

60/2018 SHIPLEY VILLAGE ROAD SAFETY MEASURES

The Chairman reported on meeting with representative of Shipley Country Park. Some repair work underway.
Closure of the road leading from Marlpool into the village no longer supported by the County Council.

No responses received from local businesses consulted over the proposals.

RESOLVED:-

The Chairman to contact County Council representatives to discuss the proposals.

61/2018 DIRECTIONAL SIGNAGE

A report received from Cllr D. Watson regarding signage quotations to provide cast iron signage at a cost of £600.00 plus finial costs.

RESOLVED:-

a) That the quotation approved with a finial representative of the Miller Mundy crest, which would be at an additional cost as above.
b) Approved that a design would be presented to the next meeting.

62/2018 HASSOCK LANE RECREATIONAL SITE

The Chairman reported on a proposal for a wildlife area including wild grasses with pathways providing a meadow area for the community. Noted the solar project unsuitable for site.

RESOLVED:-

The Chairman agreed to contact Derbyshire Wildlife Trust for advice on the project.
Councillors T. Skelton, S. Bamford, D. Watson and the Chairman to form working party for the project with an invitation extended to Cllr Mrs. M. Jackson.

63/2018 PARISH COUNCIL NEWSLETTER

Articles discussed including kiosk project, update from SPRT and lease of football field.

RESOLVED:-

Articles to be forwarded to the Clerk for draft magazine.

64/2018 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circular distributed to Council prior to the meeting:-
Circular 8/2018 DALC relocation; Lobby day at Westminster; NALC larger Councils conference 13.12.2017; Plunkett Foundation; Royal Garden Party; Training Programme.

RESOLVED:-

Received.

65/2018 DERBYSHIRE COUNTY COUNCIL HIGHWAYS

A report received regarding Road Traffic Regulation Order for A6007 Heanor to Ilkeston Road with a proposal to consolidate all speed limit traffic regulation orders pertaining to the A6007.

RESOLVED:-

That further information requested from the authority.

66/2018 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in view of the confidential nature of the business about to be transacted, it was agreed in the public interest that the press and public be temporarily excluded.

67/2018 STAFF MATTERS

RESOLVED:-

a) That staff annual increment in accordance with the recommendations of the National Association of Local Councils approved from April 2016 at SCP 27 and
b) From April 2017 at SCP 27.
c) That office and telephone costs payable effective from 25th July 2017 at £12.00 p.w. until further notice.
d) That a budget of £70.00 approved for the purchase of an office desk.

68/2018 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council would be held on Tuesday 26th September 2017 at 7.00 p.m. in the Parish Rooms.

There being no further business, the Chairman closed the meeting at 8.45 p.m.
