28/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors G. MacDonald, Dr. C. Perko & Mrs. M. Jackson. Borough Councillor Richard Iliffe and Derbyshire Constabulary.

29/2018 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. S. Bamford & Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Members were reminded to update register of interests lodged with the Borough Council.

34/2018 MINUTES

The following Minutes were received for consideration of approval:-

Annual Parish Council Meeting Tuesday 9th May 2017

RESOLVED:-

That the Minutes of Meeting for Tuesday 9th May 2017 approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

35/2018 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Cllr D. Watson reported on the following matters
(i) No update received from the Borough Council on the vacant plot on site under the current management of Borough Council.
RESOLVED that a request for a meeting to be submitted to the Borough Council. The Chairman to liaise with the Allotment Association (UK) to seek legal support if no response received from the Borough Council by 30th June 2017.
(ii) Discussion of funding to the allotment committee to cover the cost of a petrol mower. Cllr Watson would seek quotations.
RESOLVED costs to be considered at July meeting.
(iii) Water supply to allotment site. Underground tank to be removed following damage. Severn Trent Water Authority fee of £114.00 to inspect site for installation of water. An overall estimate for the installation of up to £2,500 received.
RESOLVED inspection fee of £114 approved, plus removal of tank and soakaway installation through contractor approved (budget under £1,000).
(iv) Request for consideration of tree trimming from residents of Station House. No action agreed.
b) Shipley Parish Room Trust Cllrs Mrs. S. Bamford & Mrs. T. Skelton reported the next meeting scheduled to take place 20th June 2017. Organisation of open day in July 2017.
c) Derbyshire County Council Liaison Committee no meeting held.

36/2018 TO RECEIVE ANNUAL GOVERNANCE STATEMENT 2016 – 2017

To receive and consider approval of the Annual Governance Statement 2016 – 2017 as circulated.

RESOLVED:-

That the document received and approved.




37/2018 FINANCIAL REPORT

The following reports received:-

a) Completion of internal audit for the period 2016 – 2017 as attached.
b) To note the annual external audit to be presented to Grant Thornton for 23rd June 2017.
c) To receive Accounting Statement 2017 – 2017 showing an opening balance of £11743.00; closing balance of £15396.00; income of £14,543.00, staff costs of £3484 and other expenditure of £16406.00.

RESOLVED:-

That all matters above (a) to (c) endorsed by Council for approval.

38/2018 PIT LANE RECREATION GROUND AND FOOTBALL FIELD

a) Football Pitch

The Chairman reported on a meeting held with representatives of Heanor Town Football Club following an expression of interest in leasing the football field and use of the Parish Hall through SPRT. A discussion had been held regarding re-alignment of the pitch and posts. All parties were made aware the current lease was held by Ilkeston FC until 31st July 2017 with an option to extend.

RESOLVED:-

That a letter to be sent to Ilkeston FC inviting the club to renew the lease for 2017 season, with a deadline for response of 23rd June 2017. The Chairman agreed to hand deliver the letter on 14th June 2017.

b) Recreation Ground

The Chairman reported one bench removed following damage caused by vandalism. An insurance claim would cost an excess of £250.00.

A quotation had been received from Broxap in the sum of £618.00 to provide two metal benches in the play area to replace the damaged and remaining timber bench. The existing undamaged timber bench could be resited at the allotment gardens.

It was reported the gate post to the entrance of the recreation site was damaged and removed.

Cllr Watson agreed to install signage at the play area in the forthcoming week.

A report on the containers on the site noted. One container had been sold by the Heanor Lions FC. The remaining container was the responsibility of the Parish Council.

Inspections continued to be carried out on a weekly rota basis by representatives of the Parish Council.



RESOLVED:-

In the interests of safety to minimise further damage to timber bench, that the quotation received from Broxap approved in the sum of £618.00 to install two metal benches.

That the existing timber bench to be removed and re-located at the allotment garden site.

39/2018 SHIPLEY VILLAGE TELEPHONE KIOSK

It was reported a response was awaited from British Telecom, which was delayed as the organisation requested the former telephone landline number for the kiosk; the meeting noted all traces of information had been removed from the kiosk. It was noted the kiosk had been de-commissioned around 2015.

RESOLVED:- Noted.

40/2018 PARISH COUNCIL COMPLAINTS PROCEDURE

RESOLVED:-

That the draft copy circulated to Council was approved for adoption for 2017 – 2018.

41/2018 PARISH COUNCIL EQUALITY POLICY

RESOLVED:-

That the draft copy circulated to Council was approved for adoption for 2017 – 2018.

42/2018 SHIPLEY VILLAGE ROAD SAFETY MEASURES

The Chairman updated the meeting with information regarding pot hole resurfacing to be completed on The Field by Shipley Country Park contractors. A date for the commencement of works awaited.

With regard to barriers proposed for installation on the road leaving the village onto Marlpool, it was agreed consultation letters to be sent to local businesses and organisations requesting a response by 23rd June 2017. After responses received, then the Council will consider a consultation exercise with residents. The Chairman agreed to consider the questionnaire content to be circulated. The meeting noted information on crimes related to the area to be requested from Derbyshire Constabulary.

The meeting noted it was proposed that both access points to the route would require barriers, with contingency plans for emergency services.

RESOLVED:-

That the proposals approved. Members of the Council agreed to carry out door-to-door feedback following consultation exercise.

A meeting to be organised with Shipley Country Park Rangers after 23rd June 2017.

43/2018 HASSOCK LANE RECREATIONAL SITE

It was reported by Cllr Watson an inspection had been undertaken by a solar panel energy interested party. The meeting noted the cost was likely to be in excess of £30,000; it was also unlikely planning approval would be secured for the greenbelt site. A full report was to be forwarded to the Council in due course.

RESOLVED:-

Noted. The Chairman extended appreciation to Cllr Watson for his efforts in organisation of the inspection.

44/2018 NEIGHBOURHOOD WATCH INITIATIVE

It was reported residents were interested in the formation of a Neighbourhood Watch scheme in the parish. It was considered the Neighbourhood Watch signage on display in the village may reduce the incidence of crime.

RESOLVED:-

That information to be sought from Derbyshire Constabulary to establish a scheme. Cllr Watson would also seek information for report at the next meeting.

45/2018 PARISH COUNCIL NEWSLETTER

It was reported the next edition of the magazine was due for print early August 2017. Articles were invited for submission. Articles to be invited from Michael House School, Shipley Parish Room Trust, Shipley Garden Centre. A litter pick discussed for September 2017 for planting bulbs.

RESOLVED:-

Noted. That an agenda item for bulb planting for the next agenda, with request for donation of bulbs from Shipley Garden Centre.

47/2018 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council would be held on Tuesday 25th July 2017 at 7.00 p.m. in the Parish Rooms.
There being no further business, the Chairman closed the meeting at 8.30 p.m.
