MINUTES OF THE ANNUAL PARISH COUNCIL MEETING
HELD
TUESDAY 9th MAY 2017
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

01/2018 ELECTION OF CHAIRMAN FOR THE YEAR 2017 – 2018

RESOLVED:-

That Councillor K. Stevenson elected as Chairman for the ensuing year 2017 – 2018.

02/2018 DECLARATION OF ACCEPTANCE OF OFFICE BY THE CHAIRMAN

Recorded the Chairman, Cllr K. Stevenson, signed the Acceptance of Office which was endorsed by the Clerk.

The Chairman, on behalf of the Council, extended sincere appreciation to the outgoing Chairman, Cllr G. MacDonald for his dedication and work carried out on behalf of the Council.

03/2018 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillor Mrs. S. Bamford (family commitment), Borough Councillor Richard Iliffe and Derbyshire Constabulary.

04/2018 ELECTION OF VICE-CHAIRMAN FOR THE YEAR 2017 - 2018

RESOLVED:-

That Councillor Mrs. T. Skelton elected as Vice-Chairman for the ensuing year 2017 – 2018.




5/2018 DECLARATION OF ACCEPTANCE OF OFFICE BY THE VICE-CHAIRMAN

Recorded the Vice Chairman, Cllr Mrs. T. Skelton, signed the Acceptance of Office which was endorsed by the Clerk.

06/2018 DECLARATIONS OF INTERESTS & REVIEW OF REGISTER OF INTERESTS

Councillors Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Members were reminded to update register of interests lodged with the Borough Council.

10/2018 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary.

A report was received on a recent car rally held at MFN and the effects of parking on the Hassock Lane and surrounding area caused concerns to residents.

18/2018 WORKING PARTY MEETING REPORT 26TH APRIL 2017

Councillor C. Perko reported on the following matters which were discussed at the last working party meeting:-
• Update on collapsed water tank on the allotment site. Response outstanding from Etills (supplier). It was agreed to pursue a response from the company prior to inspection of tank.
• Vacant allotment under the management of Borough Council. No response to date. The Council agreed to maintain the site in the interim.
• Telephone kiosk at The Field. Members requested contact through BT towards adoption of the facility.
• Letter to be sent to local businesses in Shipley Village to consult on proposals for closure of the road from Marlpool into the village.
• Reminder to be sent to Shipley Park Rangers regarding resurface of The Field. Date and extent of the work to be carried out to be requested.
• Finger posts for the village discussed and the most appropriate location for installation with proposals for siting on the village green.
• Reported metal benches on order and due for delivery to Cllrs Stevenson & Watson, who have agreed to install.
• Report of damaged swing on Pit Lane site. A replacement to be ordered from Streetscape.
• Clarification of the concern regarding electrical box on Hassock Lane required following inspection.

RESOLVED:-

That the report received.

19/2018 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Cllr K. Stevenson reported on the water tank installed on the gardens, which had failed. Negotiations were underway with the supplier. Quotation received to remove the tank and install gulley in preparation to lay waterpipe for mains. A discussion was held regarding installation of mains water on the site. The meeting received information from Cllr Stevenson regarding the vacant plot under the management of Amber Valley Borough Council.
RESOLVED:- (i) that a contractor to be paid a maximum of £250 budget to remove tank and install gulley. It was further agreed the claim with supplier of tank to be pursued following removal of tank. (ii) That a quotation to install water supply to the site to be sought from Severn Trent Water Authority. The Chairman agreed to seek information. (iii) The Council noted a fee would be required for STWA to investigate feasibility of installation of water. The Council agreed a fee could be paid to the authority or the survey to be carried out. (iv) Cllr Watson agreed to contact the Borough Council regarding the vacant plot on site for update on the legal situation with regard to transfer to Parish Council.
b) Shipley Parish Room Trust Cllrs Mrs. T. Skelton reported the Trust continued its work in management of the premises. A publicity campaign to encourage more trustees reported. Posters to encourage more hirers to use the premises reported. Poster received for Shipley W.I. Article for the next Parish magazine would be provided from the Trust.
c) Derbyshire County Council Liaison Committee no meeting held.

20/2018 PIT LANE RECREATION GROUND AND FOOTBALL FIELD

a) Football pitch to be monitored as the goal mouths require attention.
b) New benches for outside of the play area due for delivery Friday 12th May 2017 to be installed by Cllrs K. Stevenson & D. Watson.
c) New swing seat and red bolt covers required from Streetscape.
d) Signs for the play area to be installed.
e) The Clerk reported the containers are covered by the Parish Council public liability policy.
f) Cllr Watson had prepared a template for inspection reports of the play area and would circulate copies to Members responsible for inspections.



RESOLVED:-

That the reports approved.
That an order to be placed with Streetscape for (c) above.

21/2018 SHIPLEY VILLAGE TELEPHONE KIOSK

It was reported enquiries had been lodged with BT with regard to adoption of the installation by the Parish Council now that the unit had been de-commissioned. Installation of a defibrillator proposed.

RESOLVED:-

The Clerk to proceed with the adoption process through British Telecom.

22/2018 BUS SHELTERS IN THE PARISH

It was reported that following completion of the recent asset register, confirmation of responsibility for some of the shelters within the parish required clarification in order updating could be carried out.

RESOLVED:-

That Derbyshire County Council requested to confirm its responsibilities for maintenance of the shelters.

23/2018 SHIPLEY VILLAGE ROAD SAFETY MEASURES

It was reported a letter proposed to be sent to local businesses/school on The Field required confirmation of the recipients to advise of proposals for installation of vehicle barrier at The Field.

A report was received on the inspection and proposals for the road by Shipley Country Park.

A discussion was held regarding directional signage for the village with examples of metal fingerposts for installation on the village green, including the parish crest within the finial. Black metalwork with white lettering.
Fingerposts for clamping to the existing post at the commencement of The Field from Hassock Lane approved within the overall budget.

RESOLVED:-

a) The Chairman and Clerk to formulate a letter and recipients regarding proposals for the road barrier at The Field.
b) That representative from Shipley Country Park invited to attend Council meeting following consultation.
c) That a budget of £750.00 approved for the installation of directional signage at the village green in The Field and two fingerposts for installation on existing post at junction of The Field with Hassock Lane subject to acceptable design and quotations from Signs of the Times.



24/2018 HASSOCK LANE RECREATIONAL SITE

It was reported by Cllr Watson of the initial interest in carrying out a feasibility study for the installation of solar panels on the site, subject to planning consent.

RESOLVED:-

A site visit has been arranged with an interested party on 4th June 2017 to complete a feasibility study.


25/2018 FINANCIAL REPORT

The following reports received:-

a) Payment of invoices from 1st April 2016 to 31st March 2017 received as per schedule cheque numbers 100885 to 100940 in the gross total sum of £19,890.24 as attached.
b) To note the annual external audit to be presented to Grant Thornton 7th June 2017.
c) To receive Statement of Accounts for Year Ending as circulated unaudited.
d) Internal audit to be carried out by Mr. B. Wood subject to approval.
e) Insurance Quotation for the period 1st June 2017 to 31st May 2018 through Came & Co at a cost of £790.61 per annum or on a three (year two) year fixed contract at a cost of £768.23 per annum.

RESOLVED:-

That all matters above (a) to (e) financial report approved and payments endorsed.

26/2018 PARISH COUNCIL NEWSLETTER

It was reported the next edition of the magazine was due for print early August 2017. Articles were invited for submission.

27/2018 DATE AND TIME OF NEXT MEETING

RESOLVED:-

An informal Working Party meeting would be held at the Parish Rooms on Tuesday 27th June 2017 at 7.00 p.m.
A meeting of the Parish Council would be held on Tuesday 25th July 2017 at 7.00 p.m. in the Parish Rooms.


There being no further business, the Chairman closed the meeting at 8.30 p.m.
