MINUTES OF SHIPLEY PARISH COUNCIL MEETING
HELD
TUESDAY 28th MARCH 2017
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY COMMENCING AT 7.00 P.M.

Also in attendance: Amber Valley Borough Council Member Councillor Richard Iliffe and one member of the public, Mr. D. Hollingsworth.

85/2017 APOLOGIES

The meeting received apologies from Derbyshire Constabulary and Derbyshire County Councillor Paul Jones.

RESOLVED:- The apologies received and accepted.

86/2017 DECLARATIONS OF INTERESTS

The following Members declared an interest in agenda matters:-

Councillors Mrs. S. Bamford & Mrs. T. Skelton declared a personal interest in agenda item 13a Shipley Parish Room Trust, as members of the organisation. The members only updated on the Trust’s activities.

Councillor G. MacDonald declared a pecuniary interest in agenda item 16 planning application for Lane End Farm. The Member left the room and did not return until after the matter had been considered and voted upon.

RESOLVED:- Noted.

NON-EXEMPT BUSINESS

87/2017 MINUTES

RESOLVED:-

That the Minutes of the Parish Council Meetings approved as follows:-

a) Minutes Tuesday 22nd November 2016 approved.
b) Minutes Tuesday 24th January 2017 (minutes recorded by Cllr Mrs. T. Skelton in the absence of the Clerk) approved.
c) Minutes Tuesday 31st January 2017 approved.

The Chairman, on behalf of the Parish Council, signed the document as a true record of the proceedings.

PUBLIC PARTICIPATION

88/2017 MATTERS RAISED BY MEMBERS OF THE PUBLIC

Mr. Hollingsworth raised the following parish matters:-

a) Electrical box near to the speed camera requires attention due to damage. Members agreed to inspect.
b) Footpath deterioration near to bus stop on Hassock Lane. Members agreed to inspect.
c) Map of Shipley requested for installation in the parish hall. Clerk to enquire through local authority.

The Chairman thanked the resident for his contribution.

89/2017 BOROUGH COUNCIL REPORT

Amber Valley Borough Councillor Richard Iliffe reported on the following matters:-

a) Update on allotment site at The Field Shipley regarding vacated Borough Council plot. Cllr Iliffe agreed to follow up the enquiry.
b) Update on the Core Strategy Local Plan for Amber Valley with no plans included for the parish of Shipley.
c) Update on the former American Adventure residential planning approval for Waystones which will require renewal in the near future.
d) Request for additional dog foul bins in the parish. Cllr Iliffe agreed to seek information through the Borough Council.

90/2017 COUNTY COUNCIL REPORT

Derbyshire County Councillor Paul Jones had extended his apologies for absence.

91/2017 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary.

RESOLVED:-

That a request for attendance or Police reports to be submitted to the Council meetings.





92/2017 CHAIRMAN ANNOUNCEMENTS

The Chairman reported on the recent community litter pick held in the parish; appreciation was extended to all participants. The meeting noted the Borough Council collected all the debris collected.

The event was supported by Shipley W.I. with appreciation extended to the organisation.

RESOLVED:-

The next event to take place on Sunday 8th April 2018 with publicity in the parish magazine and noticeboards to be carried out. The Council agreed to organise the event annually.

93/2017 REPRESENTATIVES FROM OUTSIDE BODIES/COMMITTEES

a) Shipley Parish Room Trust Councillors Mrs. T. Skelton & Mrs. S. Bamford confirmed as representatives of the Parish Council on the Trust. Organisation of an open day underway. Confirmation of the committee noted.
b) Allotment Gardens, The Field Cllr K. Stevenson reported rent demand letters to be sent out for the forthcoming year. One vacant plot had been re-let. A note reminding tenants of the conditions of tenancy to be highlighted and that an inspection of the site would take place by representatives of the Parish Council subject to arrangement. Update on collapsed water tank on the site. Cllr Stevenson had been in touch with the company which had supplied the installation. Cllr Stevenson would attend the National Allotment Association AGM subject to availability. Noted the Parish Council would cover travel costs for the visit.
c) Derbyshire County Council Liaison Meeting No meeting held.

94/2017 ENVIRONMENTAL MATTERS

RESOLVED:-

a) Parish Council Contractor confirmed as Mr. A. Steeples from Purdy House Farm to cut back recreation ground and hedging to parish responsibilities at allotment site, Pit Lane and Hassock Lane sites.
b) Container noted one container had been sold by Heanor Lions and the remaining container was in the ownership of the Parish Council. Members would contact scrap companies to seek guidance on its removal from the site.
c) Quotations for seating several quotations received and considered in past meetings including Streetscape, Sovereign £4,478.36 and Broxap. Approved two Brioche seats for the site in the sum of £255.00 per seat exclusive.
d) Pit Lane Recreation Site site inspections now updated to be carried out every week. Cllr Stevenson would circulate a rota for inspections.
e) Pit Lane Servicing agreed that the service provided through Shipley Country Park to continue for litter picking and bin servicing for 2017 – 2018.





95/2017 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

RESOLVED:-

Derbyshire Association of Local Councils circulars sent to Members by email.

96/2017 REPORT ON PLANNING APPLICATIONS

AVA/2016/0316 Lane End Farm, Hardy Barn, Shipley. The Chairman left the meeting room and the Vice Chairman, Cllr Dr. C. Perko took the Chair.

Reserved matters application following approval of outline application AVA/2015/0677. Detailed design for dwelling to plot 1.

RESOLVED:-

No objections.

97/2017 FINANCIAL REPORT

(a) A schedule of payments distributed to Council for consideration from 1st April 2016 to 28th March 2017 received cheque numbers 100885 to 100940 showing total expenditure to date £19898.93 gross (£18065.02 nett). Total income to date £23504.15.

RESOLVED:-

i. That the information noted.

98/2017 RECREATIONAL SITE LAND AT HASSOCK LANE SOUTH, SHIPLEY

The meeting noted a letter received from a resident of the parish with regard to potential uses of the site and concern that the site could be used for future housing development. The meeting noted other uses suggested including solar panel farm, grazing, allotment site, rental for agriculture.

RESOLVED:-

That the site remained on the Council agendas for consideration; the greenbelt status of the site noted. Cllr Watson agreed to seek further information regarding solar panel use by companies.

99/2017 NEWSLETTER

The Chairman reported on the success of the last newsletter, delivered to every household in the parish. Suggestions for the future newsletter edition considered, including an invitation to Ilkeston Football Club to provide a contribution.





100/2017 THE FIELD SHIPLEY CONDITION OF ROADWAY

A report received from Cllr Stevenson following a site visit with Mr. Laxton from Shipley Country Park, held on the 21st March 2017. It was noted the road would be re-surfaced but that closure of the road would be required during that time. No date was released.

RESOLVED The Clerk was requested to seek further information from Mr. Laxton in order businesses and users of the area would be made aware. Also information regarding the detail of the work to be carried out.

Cllr Stevenson proposed that a consultation take place with local residents and businesses with regard to the possible closure to traffic of the road from The Field to Marlpool. Noted the volume of traffic currently using the route was causing damage to the bridge on The Field, confirmed by Shipley Rangers.

RESOLVED:-


a) That a letter of consultation to be sent to the main business users in the parish for comments.

b) The Chairman agreed to pursue signage enquiries for the parish for installation on The Field. The condition of roadway signage was also discussed and noted that some signs required replacement.

101/2017 VILLAGE TELEPHONE KIOSK

Cllr Stevenson provided a report and literature with regard to application to adopt the disabled telephone kiosk within the village for community use (installation of defibrillator and library). The meeting noted arrangements for connection of power supply to the installation would be required.

RESOLVED:-

That an application to be submitted to British Telecom for adoption of the installation.

102/2017 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council Committee would take place on Tuesday 9th May 2017 commencing at 7 p.m. at the Shipley Parish Rooms, The Field, Shipley.

There being no further business, the Chairman closed the meeting at 8.30 p.m.
