MINUTES OF THE PARISH COUNCIL MEETING
HELD
TUESDAY 27th JANUARY 2017
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Also in attendance: Derbyshire County Councillor Paul Jones, Amber Valley Borough Councillor Richard Iliffe and one member of public.

1/2018 APOLOGIES

The meeting received apologies from Clerk S Trower, Councillor Mrs. M. Jackson (email) and Cllr D. Wood

RESOLVED:- The apologies received and accepted.

2/2018 DECLARATIONS OF INTERESTS

Councillors Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Member did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Councillor D. Watson declared an interest in Agenda Item 22, Hassock Lane Recreation Ground relative to (b) Application received for grazing on the site. The item was held awaiting the result from the Parish Magazine public consultation.

3/2018 MINUTES

RESOLVED:-

No minutes received to be accepted, but discussed and resolved in principle that the Minutes of the Parish Council Meeting held 22nd November 2016 approved and signed by the Chairman as an accurate record of the proceedings.





4/2018 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Mr. D. Hollingsworth queried Shale licencing in the local area, Councillor Paul Jones answered that no licences had been granted locally and the nearest was Somercotes, North Derbyshire. A question was raised about Bus dereglarisation but nothing has been decided yet.

7/2018 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary. Council raised the issue of more burglaries locally. Cllr Jones stated 2 arrests had been made. The Police Tender Meeting is due to take place, Cllr Jones to raise the issue of attendance & ask them to contact the Clerk.

8/2018 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Shipley Parish Room Trust Cllr Mrs. T. Skelton reported the Trust continued its work in management of the premises. Cllr Mrs. T. Skelton requested another representative from the Parish Council be elected for their AGM on 21st February. RESOLVED Cllr Mrs. S. Bamford offered to attend.
b) Allotment Site Cllr Stevenson reported on The Field allotment site
c) AVBC Vacant Plot One plot under the management of Amber Valley Borough Council had a lease expiry date of November 2016 following the tenant serving notice to quit. Cllr K Stevenson contacted AVBC Steven Knox regarding progress on the transfer, he said the decision had to go to Committee at the beginning of February for disposal of the plot. A decision is needed, Cllr G McDonald stated that under the statutory system AVBC are not allowed to run any allotments and that land that has been used as an allotment for 50years therefore cannot be disposed off. SPC felt that pressure was needed to resolve the issue. Cllr R Iliffe to contact Chris Potter AVBC Legal Department regarding the progress and report back to Cllr K Stevenson.

d) Derbyshire County Council Liaison Committee meeting 31st October 2016 at County Hall Matlock (Chairman).


9/2018 PIT LANE RECREATION GROUND AND FOOTBALL FIELD

Cllr Stevenson reported on the regular inspections of the playground facility and football field:-
a) Quotations to be obtained by Cllr D Watson for the next meeting for metal seating
b) Quarterly inspection held on 7th January 2017, Cllr K Stevenson reported that the site was looking well maintained, with no vandalism. A query was raised regarding the football pitch goal mouths, which need some work, QUERY - is Ilkeston Town FC responsible There is an issue around some of the equipment supports with potholes/subsidence, Cllrs D Watson & K Stevenson to resolve. QUERY – Clerks discretion on purchasing supplies i.e soil, grass seeds, safety matting etc. Cllr G McDonald said that J Clows were an approved supplier. Clerk to clarify at next meeting.
c) Container units require removal from the site. No progress on removal, Brinsley PC have expressed an interest in the containers, but not replied yet. SPC may be left with the badly maintained container. On removal, clearance needs to be checked on the gates, a post may need to be removed. Heanor Lions FC to be charged to make good the site after removal.
d) Confirmed using A Steeples for Hedge maintenance, and DCC for Bins servicing,

c) Approved Grant for SPRT of £1500.00. Cllr C Perko proposed, S Bamford seconded
d) Need budget figures to agree Precept figures, Cllr G McDonald proposed an Extra-ordinary meeting be arranged. Cllr C Perko to liaise with Clerk to organise for 31st January.

13/2018 PARISH COUNCIL NEWSLETTER

Final Draft emailed out to Councillors, for distribution during February.


53/2017 ROAD SAFETY MEASURES THE FIELD VILLAGE
Cllr K Stevenson confirmed a camera had been fitted near the telephone box to monitor usage and speed, DCC agrees an advisory 20mile per hour speed limit, A Laxton informed, but no feedback received yet.
Cllr D Watson commented on visitors parking cars on the ground to the left of the footpath to the headstocks, this is over the main sewer and could cause damage. A Laxton informed that land needs to be barricaded. Chair gave permission to contact again.

15/2018 DIRECTIONAL SIGNAGE FOR THE FIELD, SHIPLEY

No news, matter to be dealt with as soon as possible at the next meeting.
The road signs have been cleaned, but the large 30 mph sign is faded.

16/2018 Telephone Kiosk Usage

Cllrs K Stevenson and D Watson have checked the redundant phone box, it is powered and British Telecom can remove it if they want to. To keep the phone box in the village, the Council can adopt it for a peppercorn rent. A potential use could be for housing a defibrillator, using a trickle charge from the electricity supply to maintain the battery life. The box would need locking with access available to emergency services (via Pin Lock). A grant may be available ( from Cllr P Jones) to fit the necessary equipment. Councillors agreed to write to the County Council regarding a Rangers Station unit as well.

18/2018 DATE AND TIME OF NEXT MEETING

RESOLVED:-

An Extra-ordinary meeting of the Parish Council would be held on Tuesday 31st January 2016 at 7.00 p.m. in the Parish Rooms.
A Working Party Meeting would be held on Tuesday 28th February 2016 at 7.00pm in the Parish Rooms

There being no further business, the Chairman closed the meeting at 8.40 p.m.
