MINUTES OF THE PARISH COUNCIL MEETING
HELD
TUESDAY 22nd NOVEMBER 2016

Also in attendance: Derbyshire County Councillor Paul Jones, Borough Councillor Richard Iliffe and one member of public.

59/2017 APOLOGIES

The meeting received apologies from Councillors Mrs. M. Jackson (illness) and K. Stevenson (illness). Also Derbyshire Constabulary extended apologies.

RESOLVED:- The apologies received and accepted.

60/2017 DECLARATIONS OF INTERESTS

Councillors Mrs. T. Skelton & D. Wood declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Member did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

61/2017 MINUTES

RESOLVED:-

That the Minutes of the Parish Council Meeting held 27th September 2016 approved and signed by the Chairman as an accurate record of the proceedings.





62/2017 PUBLIC PARTICIPATION

Matters raised by Members of the Public

• Request for confirmation hedges cut back on Hassock Lane, Shipley. Confirmation completed.
• Site visit at Hardy Barn unadopted lane. Cllr Jones confirmed the issue is ongoing through Derbyshire County Council.
• Phone hacking information discussed.

RESOLVED:-

That the report noted and received.

63/2017 BOROUGH COUNCIL REPORT

Borough Councillor Richard Iliffe addressed the meeting with the following information:-
a) Consultations underway with regard to Town Centre Bureaus
b) Report of plans for reduction of CCTV cameras in the four main Amber Valley towns.

64/2017 COUNTY COUNCIL REPORT

Derbyshire County Councillor Paul Jones reported on the following matters:-
a) Update on the condition of Hardy Barn
b) Report a traffic monitor had been installed on The Field, Shipley
c) Signage for the village under consideration by Shipley Park Rangers subject to funding
d) Recycling information available on the County Council website
e) Gritting routes for the county available on the County Council website
f) Highways hub information
g) Bridge replacement work at Ilkeston Station noted
h) Report to be forwarded for the Parish Council magazine winter edition 2016.

The Chairman extended appreciation for the contributions.

65/2017 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary.

A report of car thefts in the area received through the Police and noted at the meeting.

66/2017 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Apologies received from Cllr Stevenson. Cllr Skelton reported on a meeting to be organised to discuss a working party to rectify the water tank issue. Weeding programme discussed for one plot on the site.
b) Shipley Parish Room Trust Cllr Mrs. T. Skelton . No meeting held.
c) Derbyshire County Council Liaison Committee meeting 31st October 2016 at County Hall Matlock (Chairman). No attendance.

That the information received and approved.

67/2017 CHAIRMAN REPORT

The Chairman reported on the following matters:-

• Festive events in the parish for 2016.
• Report to be prepared for the parish newsletter.
• Date set for the next working party meeting Tuesday 28th February 2017

68/2017 SUMMARY OF WORKING PARTY MEETING HELD 25TH OCTOBER 2016

RESOLVED:-

A copy of the report to be forwarded to the Council on receipt.

69/2017 DIRECTIONAL SIGNAGE FOR THE FIELD, SHIPLEY & ROAD SAFETY


RESOLVED:-

That the report noted.

That a site visit to be organised at The Field with Shipley Park Rangers & Derbyshire County Councillor Paul Jones.

That a request for highway signs to be cleaned and repaired or replaced through County Council approved.

70/2017 ROAD SAFETY MEASURES THE FIELD VILLAGE

The meeting noted an accident reported on 20th November 2016.

A report had been received from Shipley Country Park Rangers following a site inspection in November 2016 with a representative from the Parish Council.

1. Leave as is.
That we agree the control of traffic is adequate for the use of the roadway.

2. Reduce the advisory speed limit.
If the speed monitors discover widespread flouting of the advisory limit we reduce it to ten mph for a trial period to see if this will reduce speeds. So remount the speed monitors to record if this has been effective.

3. Reinstall speed restrictions.
We redo the speed humps near the junction with the Nutbrook trail to be more like the speed cushions on the northern section of the Field. Which appear to be a more effective control of speeds.

4. Additional speed restrictions
We add further constrictions in the roadway to hinder the flow of traffic. Again the monitor could be remounted to confirm this option was effective.

Before deciding on our action I am going to gather some information regarding the traffic on the field. With this in mind the traffic section of DCC will be installing a radar speed monitor on a lighting column near the south end of the field. The monitor is due to be put up on Friday 18th November. This will record speeds in both directions. It will be in place for two weeks. We can then review the data and find out if we need to monitor in another area of the field.

I understand that the more we do to the road the more expensive the solution would be and that subject to a session of the Parish Council you may well be in a position to contribute towards speed control measures should the monitoring show that it is required. I will report back on what the monitor has recorded.

RESOLVED:-

That a meeting to be organised with Mr. A. Laxton representing Shipley Country Park Rangers with Members and County Councillor P. Jones to consider the matters including directional signage for the village.


71/2017 FINANCIAL REPORT

The following reports received:-

a) Parish Council Computer. It was reported by Cllr Mrs. S. Bamford a computer laptop was on order under the budget cost of £400.00.
b) Payment of invoices from 1st April to 22nd November 2016 cheque numbers 100885 to 100923 in the total gross sum of £13,368.63 as attached.
c) Grant application received for consideration from Shipley Parish Room Trust.

RESOLVED:-

That the information noted.
That payments approved as per attached schedule in the sum of £13,368.63 gross.

72/2017 PARISH COUNCIL NEWSLETTER

RESOLVED:-

The newsletter was endorsed and delivered to the community and include an invitation to the community to provide potential uses for the Hassock Lane former recreation ground.
That local companies & Michael House School invited to advertise or submit articles for the newsletter.


73/2017 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

A report was received on Chairman Training organised by DALC on 6th October 2016 attended by Councillors C. Perko, K. Stevenson & T. Skelton.
Circular 16/2016 (i) A fond farewell to Sarita Presland and a warm welcome for Wendy Amis (ii) Annual Executive Meeting & AGM – 6 October 2016 (iii) National Minimum Wage Increase (iv) Police & Crime Commissioner Funding for Communities (v) Bright Ideas Fund (vi) Neighbourhood Planning update from DCLG (vii) Grants for Green Spaces (viii) Training.
RESOLVED:-

That the information noted.

74/2017 PLANNING APPLICATIONS

The Council considered planning applications forwarded by Amber Valley Borough Council:-

a) TRE/2016/0180 12 The Field Remove apple and cedar trees; prune willow and walnut. No objections
b) AVA/2016/1111 59 Hassock Lane Shipley Vehicular access No objections
c) AVA/2016/1127 60a Hassock Lane Shipley non material amendment 0547 No objections
d) AVA/2016/0194 3 The Maples Shipley reduce two sycamore trees, fell two lime trees No objections
e) AVA/2016/0195 2 The Maples Shipley crown thin & lift one sycamore and two beech No objections

RESOLVED:-

No objections.

75/2017 PIT LANE RECREATION GROUND

An expression of interest in use of the football field had been received from Shipley Rangers Junior F.C.

The Chairman extended appreciation to Members who continued to provide their voluntary time to inspect and report on the play area to ensure its safety. The following items required attention:-

a) Hanging bars on climbing frame
b) Matting requires filler in places.
c) Seating required for outside the play area – metal considered most suitable.







RESOLVED:-

That the club advised to liaise with Ilkeston Football Club.
That the repairs to be carried out as soon as possible on the playground
That quotations to be sought for the seating from local fabricator.

76/2017 HASSOCK LANE RECREATION SITE

The Clerk reported no response had been received from Weleda following a request submitted for the organisation to consider use of the former recreation ground for horticultural purposes, subject to a rental.

RESOLVED:-

That non-profit making uses for the land considered including agricultural. It was hoped members of the public would submit comments following circulation of the newsletter.

The Chairman agreed to approach local farmers to consider use of the land.

The meeting noted the covenants in place on the land to protect as recreational space and that a planning application would be required for alternative horticultural uses as the site status remained greenbelt.

77/2017 DATE AND TIME OF NEXT MEETING

A meeting of the Parish Council would be held on Tuesday 24th January 2017 at 7.00 p.m. in the Parish Room


There being no further business, the Chairman closed the meeting at 8.05 p.m.
