MINUTES OF THE PARISH COUNCIL MEETING
HELD
TUESDAY 27th SEPTEMBER 2016
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Councillors Mrs. S. Bamford, C. Perko, Mrs. T. Skelton, K. Stevenson, D. Watson

Also in attendance: Derbyshire County Councillor Paul Jones and one member of public.

43/2017 APOLOGIES

The meeting received apologies from Amber Valley Borough Councillor Richard Iliffe (email), Councillor Mrs. M. Jackson (email) and Cllr D. Wood. The Chairman reported he would visit Cllr Wood following recent illness.

RESOLVED:- The apologies received and accepted.

44/2017 DECLARATIONS OF INTERESTS

Councillors Mrs. T. Skelton declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Member did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

Councillor K. Stevenson declared an interest in Planning Matters relative to 6 The Field. The Member did not participate in discussion or voting on the item.

45/2017 MINUTES

RESOLVED:-

That the Minutes of the Parish Council Meeting held 26th July 2016 approved and signed by the Chairman as an accurate record of the proceedings.





46/2017 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Mr. D. Hollingsworth reported on footpaths requiring attention off Hassock Lane leading onto the bridleway adjacent to the former American Adventure site. Noted the banking and steps presented a steep descent from the highway. Saplings restricting access along the route. Also noted hedges and verges require attention. Noted for report to the Country Park Rangers.

RESOLVED:-

That the report noted and received.

47/2017 BOROUGH COUNCIL REPORT

Apologies for absence received from Cllr R. Iliffe. No report.

48/2017 COUNTY COUNCIL REPORT

A full report was provided as per attached schedule on the topics as follows:-
• Voluntary and community group funding set to continue
• Applications invited for Derbyshire Police & Crime Panel role
• Funding for recovery communities approved
• Drivers warned over rogue car traders
• Designer label fakes
• New opportunity for people in Derbyshire to beat diabetes
• Derbyshire mounts legal challenge against Sheffield
• Sports grant scheme launched to help get young people active
• Call on farmers to volunteer to clear snow this winter
• Bridge replacement work set to start
• £10m work to improve county roads continues
• Learning & Development Centre recognised for continued high standards
• Road users to benefit from new Derbyshire highways hub
• Refuse information

Queries raised by Members were dealt with as follows:-

• Un-adopted road off Hardy Barn – Cllr Jones reported County Officers had visited the site
• Road safety – Cllr Stevenson to follow the matter up with Cllr Jones
• Heanor Rates Office noted was due for closure at the end of September 2016
• Request for signage for attachment to existing byway sign to signpost to The Village, The Field, Parish Rooms and Shipley C.C. RESOLVED a meeting to be organised with Mr. A. Laxton representative of Shipley Country Park Rangers. Cllr Jones agreed to pursue the matter further..
• Complaint received from member of the public regarding condition of road at The Field. Noted the road was un-adopted with a right of access. Cllr Jones would pursue the matter through Officers at County Council and organise a site visit.

The Chairman expressed appreciation to Cllr Jones & Mr. Hollingsworth for their valued contributions to the meeting.

49/2017 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary.

50/2017 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Cllr Stevenson reported on The Field allotment site (i) Apple tree on site. The tree had been inspected by Borough Council Tree Officer. Recommended removal of the tree for safety reasons and also noted branches within overhead cables. RESOLVED that a tree surgeon remove the tree within a budget of £200.00, subject to the approval of the Borough Council (conservation area). (ii) Water tank on site required remedial attention. (iii) Two allotment gardens had not been adequately maintained. (iv) One plot under the management of Amber Valley Borough Council had a lease expiry date of November 2016 following the tenant serving notice to quit. RESOLVED that an application to be submitted to the Borough Council for transfer of the plot to the Parish Council. Subject to this agreement, the plot could be portioned to provide additional plots on the site; the meeting noted there were currently three applicants awaiting a plot. RESOLVED that the conditions of tenancy to be the subject of review at the next Working Party Meeting 25th October 2016. (v) Gate access onto the site required confirmation. (vi) Annual rental outstanding from one tenant. (vii) Agreement for an annual inspection of the site by Parish Council to be agreed. (viii) A discussion was held regarding children managing a plot through school/organisation.

b) Shipley Parish Room Trust Cllrs Mrs. T. Skelton reported the Trust continued its work in management of the premises. Another representative from the Parish Council may be required. RESOLVED agenda for the next meeting.
c) Derbyshire County Council Liaison Committee meeting 31st October 2016 at County Hall Matlock (Chairman).

RESOLVED:-

That the information received and approved.

51/2017 PIT LANE RECREATION GROUND AND FOOTBALL FIELD

Cllr Stevenson reported on the regular inspections of the playground facility and football field:-
a) Advisory signage received for installation
b) New rota or inspection of playground established
c) The Chairman expressed appreciation to Members of the Council who continued to inspect the facility on behalf of the parish
d) Quotations for two new exterior four seater benches to be sought for installation outside the play area.
e) The meeting noted the condition of the bench on the village green and that the area required maintenance. Cllr Watson agreed to treat the seating and strim the area.
f) Noted drainage good to the site
g) Container units require removal from the site.

RESOLVED:-

That the reports approved.

RESOLVED:-

i. The Council approved the report.
ii. Agreement to replace benches and quotations to be sought for sleeper benches.
iii. Mr. A. Steeples to be requested to deal with hedge cutting at Pit Lane, Hassock Lane and Allotment Garden sites; mowing on Pit Lane to cease with tidy up of Hassock Lane site.
iv. Contact to be made with Heanor Lions and advise that the container units require removal by 31st October 2016. The Parish Council can organise removal if required.

52/2017 DIRECTIONAL SIGNAGE FOR THE FIELD, SHIPLEY

RESOLVED:-

With reference to discussion with County Councillor Jones, that the matter considered further at the next meeting.

53/2017 ROAD SAFETY MEASURES THE FIELD VILLAGE

RESOLVED:-

That a meeting to be organised with Mr. A. Laxton representing Shipley Country Park Rangers.


54/2017 FINANCIAL REPORT

The following reports received:-

a) Payment of invoices from 27th July 2016 to received as per schedule cheque numbers 100903 to 100915 in the gross total sum of £12,112.81 gross inclusive from 1st April 2016.
b) Grant Thornton confirmation of completion of external audit for year end accounts for the period 2015 – 2016.
c) The meeting noted the Council laptop computer required renewal.
d) The Chairman reported on additional work required by the auditor to satisfy the requirements with regard to additional funds received by the Parish Council in the year 2015 – 2016 as grant awards towards the recreational grounds in the sum of £39,950.00. The Clerk had provided the information at short notice to the auditor. Recommendation for five additional hours payment for staff to cover work delivery.

RESOLVED:-

i. Payments approved as above in the total sum of £12,112.81 in the financial year 2016 – 2017.
ii. Completion of external audit 2015 – 2016 noted.
iii. That quotation for replacement computer to be sought. Cllr Mrs. S. Bamford agreed to source quotation.
iv. That Council staff approval of five hours overtime for the September 2016 period.


55/2017 PARISH COUNCIL NEWSLETTER

RESOLVED:-

The next newsletter for Winter 2016 required articles for insertion in the magazine.
Discussion of open gardens or garden competitions for 2017.

RESOLVED:-

That information regarding the potential uses of the Hassock Lane site with responses from residents encouraged.
A database, subject to the written approval of residents, could be compiled for future reference.


56/2017 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

• Neighbourhood Planning
• Chairman skills training 6th October 2016 booked for Cllrs C. Perko, K. Stevenson & Mrs. T. Skelton.
• Transparency fund information noted.

RESOLVED:-

Reference circular (d) Chair skills training 6th October 2016 endorsed with travelling costs to be reimbursed by Council.

57/2017 PLANNING APPLICATIONS

The Council considered planning applications forwarded by Amber Valley Borough Council:-

TRE/2016/0134 6 The Field, Shipley – removal of conifer tree. No comments.

RESOLVED:-

With reference to (b) and (c) above that a recommendation for a site visit by the Borough Council Planning Board through Borough Councillor representative Cllr R. Iliffe, taking into account the greenbelt status of the vicinity.

58/2017 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council would be held on Tuesday 22nd November 2016 at 7.00 p.m. in the Parish Rooms.


There being no further business, the Chairman closed the meeting at 8.40 p.m.
