MINUTES OF THE ANNUAL PARISH COUNCIL MEETING
HELD
TUESDAY 24th MAY 2016
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. MacDonald (Chairman)
Councillors Mrs. M. Jackson, K. Stevenson, Mrs. T. Skelton, D. Watson & D. Wood.

Also in attendance: Amber Valley Borough Council Member Councillor Richard Iliffe; two members of public present Mr. D. Hollingsworth & Mrs. S. Bamford.

Prior to the commencement of the meeting, the Chairman formally welcomed newly co-opted Member Councillor Dean Watson, the elected Mayor of Amber Valley Borough Council, Councillor Richard Iliffe and residents Mrs. Sharon Bamford and David Hollingsworth.

01/2017 ELECTION OF CHAIRMAN FOR THE YEAR 2016 2017

RESOLVED:-

That Councillor G. MacDonald elected as Chairman for the ensuing year 2016 2017.

02/2017 DECLARATION OF ACCEPTANCE OF OFFICE BY THE CHAIRMAN

Recorded the Chairman, Cllr G. MacDonald, signed the Acceptance of Office.

The Chairman expressed his appreciation to the Members for their support.

03/2017 ELECTION OF VICE-CHAIRMAN FOR THE YEAR 2016 2017

RESOLVED:-

That Councillor Dr. C. Perko elected as Vice-Chairman for the ensuing year 2016 2017.

4/2017 DECLARATION OF ACCEPTANCE OF OFFICE BY THE VICE-CHAIRMAN

RESOLVED:- That the declaration to be completed at the next meeting.



5/2017 APOLOGIES

The meeting received apologies from Councillor Dr. C. Perko. Apologies were also received from Derbyshire Constabulary & Derbyshire County Councillor Paul Jones.

RESOLVED:- The apologies received and accepted.

06/2017 DECLARATIONS OF INTERESTS

Councillors Mrs. T. Skelton & D. Wood declared a non-pecuniary interest in Shipley Parish Rooms Trust. The Members did not discuss or vote on any item relating to the financial aspects of the interest but took part in a general update regarding the Trust.

NON-EXEMPT BUSINESS

07/2017 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Mr. D. Hollingsworth reported footpaths required attention on Pit Lane, Shipley.
Concerns expressed regarding nationwide fracking applications.
Update requested on the alleged contamination of the Shipley Lake.

RESOLVED:-

That the report noted and received. Further information would be sought from Derbyshire County Council regarding Shipley Lake.

08/2017 BOROUGH COUNCIL REPORT

Councillor Richard Iliffe reported on his election as the Mayor of Amber Valley for the ensuing year 2016 2017 and was willing to attend parish events, subject to availability.
Hedging and vegetation had been reported for attention on Hassock Lane.
Work in progress on footpath following injury of resident.
Update on the Shipley Lake and potential damage previously caused by dumping. Tests continuing to be carried out by developers. It was estimated a period of 4 to 7 years site works would be taking place before housing development.
Home Farm complaint received of no broadband signal. Noted the obligation remained with the supplier with residents required to meet installation costs.




9/2017 COUNTY COUNCIL REPORT

Apologies for absence received from County Councillor Paul Jones.

10/2017 POLICE MATTERS Apologies for absence received from Derbyshire Constabulary.

A written report received advising the Neighbourhood Team would be available for the public to attend to raise any queries on 27th July 2016 at 3 p.m. at the Horsley Village Hall. Beat Team Officers would be present.

11/2017 MINUTES

RESOLVED:-

That the above Minutes of the Parish Council Meeting for Tuesday 26th April 2016 approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

13/2017 TO CONSIDER APPOINTMENT OF REPRESENTATIVES TO OUTSIDE BODIES AND COMMITTEES FOR THE PERIOD 2016 2017

14/2017 REPORTS FROM PARISH COUNCIL REPRESENTATIVES

a) Allotment Site Cllr K. Stevenson reported no issues on the site. Rent demands in the process of posting. A report was provided on the plot currently managed by Amber Valley Borough Council on the site; noted the tenancy was soon to expire. An application had been submitted to the Borough Council for transfer of the plot to the Parish Council. The action was endorsed by the Council. Cllr Mrs. T. Skelton reported trees required pruning. It was reported the site required inspection prior to works to comply with the regulations of Amber Valley Borough Council as some trees may be protected with a TPO. Cllr Watson agreed to liaise with Tree Officer at Amber Valley Borough Council. Cllr Stevenson confirmed an apple tree on the site required an inspection.
b) Shipley Parish Room Trust Cllrs Mrs. T. Skelton & D. Wood reported the Trust continued its work in management of the premises.
c) Derbyshire County Council Liaison Committee meeting for June 2016 cancelled.
d) Footpaths Cllr Mrs. M. Jackson reported trees required attention and pruning on the cutting off Hassock Lane opposite Bentley Plantation. RESOLVED Clerk to advise Shipley Park Visitors Centre.

15/2017 PIT LANE RECREATION GROUND AND FOOTBALL FIELD

a) A discussion was held on the approved installation of the metal RoSPA fencing around the play area.
b) Matting outstanding by Streetscape at the swings area although installation was completed at the gated areas.
c) Meeting organised for inspections reports.
d) Request Mr. A. Steeples to store removed timber playground fencing on behalf of the Parish Council.
e) Future use of the football pitch agenda for next meeting.
f) Duke of Cambridge Fields in Trust invitation to apply. Refer to next Council meeting.



RESOLVED:-

That the reports approved.

16/2017 PARISH COUNCIL VACANCY

Amber Valley Borough Council had been advised of the vacancy on the Parish Council following the resignation of Councillor Paul Taylor. No call for an election had been received. Notices publicising the vacancy for co-option would be installed with applications invited for receipt by the next Council meeting 26th July 2016.

RESOLVED:-

Noted.

17/2017 PIT LANE ROAD SAFETY MEASURES

No update available.

18/2017 DIRECTIONAL SIGNAGE FOR THE FIELD, SHIPLEY

A discussion was held to consider installation of a directional fingerpost at the junction of The Field with Hassock Lane to direct to the village including Shipley Cricket Ground, Michael House School and the Shipley Parish Rooms. The Chairman reported of a discussion held with a parent of child attending Michael House School; noted the parent was going to make representation to Derbyshire County Council for signage.

A resident had also complained regarding the unkempt condition of signage within the village, including County Council bridleway post at the head of The Field.

RESOLVED:-

The Chairman agreed to act on behalf of the Parish Council and apply to County Councillor Paul Jones for installation of a directional fingerpost and representation from Derbyshire County Council Highways Officer to attend a future Parish Council meeting regarding highway signage matters.

19/2017 FINANCIAL REPORT

The following reports received:-

a) Payment of invoices from 24th April 2016 to 24th May 2016 received as per schedule cheque numbers 100885 to 100896 in the gross total sum of 2852.35.
b) To consider Annual Governance Statement 2015 2016
c) To receive Statement of Accounts for Year Ending 2015 2016 circulated.
d) Completion of satisfactory internal audit of the year end accounts 31st March 2016 as per report circulated by Mr. B. Wood.
e) Notice of submission of accounts for the year ending 31st March 2015 to Grant Thornton for external audit no later than 29th June 2016.
f) Insurance Quotation for the period 1st June 2016 to 31st May 2017 through Came & Co at a cost of 790.61 per annum or on a three year fixed contract at a cost of 751.08 per annum.
g) To endorse Standing Orders and Financial Regulations 2016 as circulated.

RESOLVED:-

i. Payments approved in (a) above as per attached schedule in the sum of 2852.35 gross from 1st April to 26th May 2015 inclusive.
ii. Governance Statement 2015 2016 approved.
iii. Completion of internal audit for the accounts year ending 31st March 2016 acknowledged.
iv. Noted submission of accounts for the year ending 31st March 2016 for external audit by 29th June 2016 noted.
v. Annual insurance cover approved through Messrs. Came & Co in the sum of 751.08 for a three year fixed term.
vi. Endorsement of the Parish Council Standing Orders and Financial Regulations for the period 2016 2017 noted as per (g) above.

20/2017 PARISH COUNCIL NEWSLETTER

It was reported the next edition of the magazine was due for print early July 2016. Articles were invited for submission. Cllr Stevenson reported on local interest from Shipley Cricket Club and Michael House School.

21/2017 DATE AND TIME OF NEXT MEETING

RESOLVED:-

An informal Working Party meeting would be held at the Parish Rooms on Tuesday 28th June 2016 at 7.00 p.m.
A meeting of the Parish Council would be held on Tuesday 26th July 2016 at 7.00 p.m. in the Parish Rooms.


There being no further business, the Chairman closed the meeting at 7.55 p.m.
