MINUTES OF SHIPLEY PARISH COUNCIL MEETING
HELD
TUESDAY 22nd SEPTEMBER 2015
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. MacDonald (Chairman)
Councillors Mrs. M. Jackson, Mrs. T. Skelton, K. Stevenson & D. Wood.

Also in attendance: Amber Valley Borough Council Member Councillor Richard Iliffe and one member of the public, Mr. D. Hollingsworth.

68/2016 APOLOGIES

The meeting received apologies from Councillors Dr. C. Perko & P. Taylor, Derbyshire Constabulary and Derbyshire County Councillor Paul Jones.

RESOLVED:- The apologies received and accepted.

69/2016 DECLARATIONS OF INTERESTS

The following Members declared an interest in agenda matters:-

Councillors Mrs. T. Skelton & D. Wood declared a personal interest in agenda item 13(a) Shipley Parish Room Trust, as members of the organisation. The members only updated on the Trust’s activities.

Councillor G. MacDonald declared a pecuniary interest in the application for Lane End Farm (16b planning). The Member left the room and did not return until after the matter had been considered and voted upon.

RESOLVED:- Noted.

NON-EXEMPT BUSINESS

70/2016 MINUTES

RESOLVED:-

That the Minutes of the Parish Council Meeting held on Tuesday 28th July 2015 approved. The Chairman, on behalf of the Parish Council, signed the document as a true record of the proceedings.




PUBLIC PARTICIPATION

71/2016 MATTERS RAISED BY MEMBERS OF THE PUBLIC

Mr. Hollingsworth raised the following parish matters:-
a) Information on the Waystone’s proposals for the former Shipley Lakeside sought including measures which will be put in place by the Planning Authority to protect the area and highways during construction works.
b) Noted works underway to replace water piping on the highway.
c) Signage on The Field damaged on site. Cllr Stevenson updated on the concerns and advised the supporting fencing timbers for the signage had deteriorated.

RESOLVED a letter would be sent to Mr. J. Holmes Shipley Park Ranger regarding the concern.

72/2016 BOROUGH COUNCIL REPORT

Amber Valley Borough Councillor Richard Iliffe reported on the following matters:-

a) Report on transit vans parking on Pit Lane and unloading quad bikes for use on the Shipley Lakeside area. Police aware.
b) MFN events update. Monitored by Derbyshire Constabulary.
c) Cllr Iliffe confirmed his availability to officially open the Pit Lane recreation area on 14th November 2015.

73/2016 COUNTY COUNCIL REPORT

Derbyshire County Councillor Paul Jones had extended his apologies for absence.

74/2016 POLICE MATTERS

Apologies for absence received from Derbyshire Constabulary.

RESOLVED:-

That information requested from the Officers regarding report of a firearms incident (injury to animal within Shipley Park).

75/2016 CHAIRMAN ANNOUNCEMENTS

The Chairman advised the official opening of the Pit Lane Recreation Ground would be discussed further at the September 2015 meeting. Confirmation received the Shipley Women’s Institute had agreed to provide refreshments at the Parish Rooms for the event.


76/2016 REPRESENTATIVES FROM OUTSIDE BODIES/COMMITTEES

a) Shipley Parish Room Trust Councillors Mrs. T. Skelton & D. Wood reported on the activities of the Trust. Noted the room required a repaint. Decorating of the hall was planned. Outside light had been improved.
b) Allotment Gardens, The Field Cllr K. Stevenson reported on insurance charges for public liability cover insurance for tenants through the National Allotment Association. A cost of £118 per annum for the site was required. This provided tenants with the public liability cover which was not available through the Parish Council policy. RESOLVED tenants to be contacted by letter with response slip to request confirmation of their own insurance cover for garden plots. In addition, the annual subscription of £12 per annum to the NAA approved.
c) Derbyshire County Council Liaison Meeting No meeting held.

77/2016 PIT LANE RECREATION GROUND

a) A report was received from the Chairman who had received some complaints from residents having their driveways blocked on Pit Lane from persons parking their vehicles inappropriately.
b) Cllr Stevenson reported on the inspections carried out by Councillors Mrs. T. Skelton, P. Taylor and K. Stevenson on a rota basis.
c) The official opening of the recreation ground approved for Saturday 14th November 2015 at 2 p.m. in the afternoon; Borough Councillor R. Iliffe had agreed to open the park. It was reported local organisations involved in the project had been invited to the event; residents to be advised through newsletter/flyer.
d) Lottery and Derbyshire Environmental Trust signage had been installed on the site. Safety and preventative signage had been ordered for the site through Streetscape.
e) A quotation had been received from Derbyshire County Council Shipley Rangers to maintain and service the play area at a cost of £60.00 per month.
f) An update received from Cllrs Mrs. T. Skelton & D. Wood received on meeting with Derbyshire County Council over the request for resiting of the barriers.
g) A report received on the litter bins and lack of dog bin for the area. Noted the existing litter bins were considered inappropriate for the site, lacking covers.
h) The meeting noted the new drainage system installed on the site was working well.

RESOLVED:-

i. That the report received.
ii. Request to be sent to Derbyshire County Council for consideration of parking zone measures.
iii. That quotation received from Derbyshire County Council (e) approved.
iv. Noted the re-siting of the barrier not approved at the present time due to security of area issues.
v. With reference to (g) that quotations for replacement bins to be sought through the Country Park.
vi. Areas of the recreation park to be repaired by Streetscape including metal posts on entrance gate.

78/2016 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

Derbyshire Association of Local Councils circulars sent to Members by email as follows:-

Circular 18/2015 Training
Circular 19/2015 Power of Competence; Executive Members 2015 – 2019; LAIS Local Association Information Service
Circular 20/2015 Transparency code for smaller authorities; audit information; legal updates; community agenda; World War One memorials revealed; Health assessing potential employees; Derbyshire County Council Community Transport Consultation.

RESOLVED:- That the information noted.

79/2016 FINANCIAL REPORT

(a) A schedule of payments distributed to Council for consideration.
(b) That the external audit of the Shipley Parish Council accounts for the period 1st April 2014 to 31st March 2015 had been satisfactorily completed by Grant Thornton.
(c) It was reported new cheque signatories required for the Parish Council.

RESOLVED:-

i. That the information noted.
ii. Payments approved in (a) above as per attached schedule from 1st April 2015 to 22nd September 2015 in the total gross amount of £63,060.66; income from 1st April 2015 to 22nd September 2015 reported at £80,658.28 as per attached schedule.
iii. That Councillors Mrs. T. Skelton & K. Stevenson approved as new cheque signatories.

80/2016 PLANNING APPLICATIONS

(a) 3 The Field Shipley Lime tree crown lift to 4 metres approved.
(b) AVA/2015/0677 Lane End Farm, Hardy Barn, Shipley as per email August 2015.
(c) Email received from resident regarding the use of the Shipley Lakeside for a theme park. The resident has been advised the Parish Council has now power to determine the use or potential uses of the park which is now the subject of a planning approval for development.

RESOLVED:-

That the information noted. No objections raised by Members of the public.

81/2016 PARISH COUNCIL NEWSLETTER

The magazine was underway but awaiting some articles for completion before submission for print.

RESOLVED:-

That a flyer be sent out to advise of the forthcoming opening event of the recreation ground, supported with an information leaflet from Derbyshire Fire Authority regarding preventative measures.



82/2015 PARISH FOUNTAIN AND AIR RAID SHELTER

RESOLVED: no further action.

83/2016 PARISH COUNCIL VACANCY

It was reported the vacancy remained publicised on the Parish noticeboards and would be reported in the newsletter with a closing date of 24th November 2015.

RESOLVED:-

Noted.

84/2016 RECREATIONAL SITE LAND AT HASSOCK LANE SOUTH, SHIPLEY

The meeting noted the land was recorded a greenbelt.

RESOLVED:-

That the site remained on the Council agendas for consideration.

85/2016 PIT LANE FOOTBALL PITCH

It was reported the existing lease agreed with Heanor Lions required renewal.

RESOLVED:-

That representatives from the club to be invited to attend the next committee meeting of the Parish Council.

86/2015 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council Committee would take place on Tuesday 27th October 2015 commencing at 7 p.m. at the Shipley Parish Rooms, The Field, Shipley.

There being no further business, the Chairman closed the meeting at 8.35 p.m.
