MINUTES OF THE ANNUAL PARISH COUNCIL MEETING
HELD
TUESDAY 26th MAY 2015
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. MacDonald (Chairman)
Councillors Mrs. M. Jackson, Mrs. T. Skelton & P. Taylor.

Also in attendance: Amber Valley Borough Council Member Councillor Richard Iliffe; one member of public present Mr. D. Hollingsworth.

Prior to the commencement of the meeting, Members submitted signed Declaration of Acceptance of Office following the uncontested election for the parish for the period 2015 – 2019.

01/2016 ELECTION OF CHAIRMAN FOR THE YEAR 2015 – 2016

RESOLVED:-

That Councillor G. MacDonald elected as Chairman for the ensuing year 2015 – 2016.

02/2016 DECLARATION OF ACCEPTANCE OF OFFICE BY THE CHAIRMAN

Recorded the Chairman, Cllr G. MacDonald, signed the Acceptance of Office.

The Chairman expressed his appreciation to the Members for their support.

03/2016 ELECTION OF VICE-CHAIRMAN FOR THE YEAR 2015 – 2016

RESOLVED:-

That Councillor Dr. C. Perko elected as Vice-Chairman for the ensuing year 2015 – 2016.

4/2016 DECLARATION OF ACCEPTANCE OF OFFICE BY THE VICE-CHAIRMAN

RESOLVED:- That the declaration to be completed at the next meeting.

5/2016 APOLOGIES

The meeting received apologies from Councillors Dr. C. Perko, K. Stevenson & D. Wood. Apologies were also received from Derbyshire Constabulary & Derbyshire County Councillor Paul Jones.

RESOLVED:- The apologies received and accepted.

06/2015 DECLARATIONS OF INTERESTS

Councillor G. MacDonald declared a personal interest in agenda reference planning (18) AVA/2015/0239 72 Long Lane, Shipley. The Member remained within the meeting room but did not participate in the discussion or voting on this item.

RESOLVED:- Noted.

NON-EXEMPT BUSINESS

07/2016 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Mr D. Hollingsworth raised a query regarding road repairs for the Hardy Barn area as to when the works would commence. It was reported that works were currently underway in the Heanor area. Further information would be requested for the next meeting.

Further information regarding the lease of the football field to Heanor Lions requested. Confirmation a lease agreement was held by the Parish Council.

RESOLVED:- Noted.

08/2016 BOROUGH COUNCIL REPORT

Amber Valley Borough Councillor Richard Iliffe reported on the following matters:-
a) Change of leadership at Amber Valley Borough Council following the election of 7th May 2015
b) Shelter at Slack Lane damaged; planning application submitted for replacement.
c) Update of planning application submitted for the former American Adventure site.

9/2016 COUNTY COUNCIL REPORT

Apologies for absence received from County Councillor Paul Jones.


10/2016 POLICE MATTERS Apologies for absence received from Derbyshire Constabulary.



11/2016 MINUTES

The following Minutes were received for consideration of adoption:-

a. Parish Council Meeting Tuesday 24th March 2015
b. Parish Council Meeting Tuesday 28th April 2015.

RESOLVED:-

That the above Minutes of the Parish Council Meetings approved. The Chairman, on behalf of the Parish Council, signed copies as a record of the proceedings of the meetings.

12/2016 TO CONSIDER CALENDAR OF MEETINGS

RESOLVED:-

That consideration to vary the number of meetings throughout the Civic Year 2015 – 2016 to be deferred to the next meeting in June 2015.

13/2016 TO CONSIDER APPOINTMENT OF REPRESENTATIVES TO OUTSIDE BODIES AND COMMITTEES FOR THE PERIOD 2015 – 2016

RESOLVED:- Defer to next meeting.

14/2016 PLANNING MATTERS

a) AVA/2015/0267 155 Hassock Lane South Shipley Addition of conservatory 3.65 metres in depth
b) AVA/2015/0239 72 Long Lane, Shipley Installation of 10’ x 14’ hard standing in the garden to stand a 10’ x 14’ purpose built wood and glass construction with felt pitched roof for home office, electrical and wifi connections.
c) AVA/2015/0403 American Adventure site. Outside planning application with all matters reserved for a sustainable mixed use development including up to 307 residential units, retirement provision, neighbourhood retail, business, leisure/assembly/training and garden centre uses, pub and hotel/conference facility, health and care uses and landscape, ecological and amenity enhancements at the former American Adventure site. The application is accompanied by an Environmental Statement.
d) AVA/2015/0402 Park shelter at Shipley Country Park, Slack Lane, Heanor. Rebuild of Shipley Hall shelter.

RESOLVED:-

i. That the information received
ii. No objections raised to items (a), (b) or (d).
iii. With reference to (c) above, that the Parish Council submit a holding objection against the development pending a meeting request with Borough Council Planning Officers to discuss the application further.


15/2016 ENVIRONMENTAL MATTERS

a) Pit Lane Football Site It was reported that following the contractor’s completion of drainage work on the site, Mr. P. Starbuck had returned to the site to check the effectiveness of the works carried out and had made additional amendments to improve the drainage, at no additional costs to the Council.
b) Football ground gate works requested for installation of timber walk through by Steeples.
c) Pit Lane area Additional advisory signage required for litter and dog fouling concerns.

RESOLVED:- That the reports noted.

16/2016 DERBYSHIRE ENVIRONMENTAL TRUST

No meeting held by the Lodge Site Liaison group.

17/2016 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

Circular including nomination for election of the Executive Committee onto Derbyshire Association of Local Councils Executive Committee received.

RESOLVED:- That the information noted.

18/2016 ALLOTMENTS SITE

a) Rents received to date detailed on the financial report.
b) Water tank working effectively on the site.

RESOLVED:- Noted.

19/2016 FINANCIAL REPORT

The following reports received:-

a) Payment of invoices from 22nd April to 26th May 2015
b) To consider Annual Governance Statement 2014 - 2015
c) Completion of satisfactory internal audit of the year end accounts 31st March 2015
d) Notice of submission of accounts for the year ending 31st March 2014 to Grant Thornton for external audit no later than 29th June 2015.
e) Insurance Quotation for the period 1st June 2015 to 31st May 2016 through Came & Co at a cost of £584.32 per annum
f) Insurance quotation for the period 1st June 2015 to 31st May 2016 through AON. Option One £317.21. Option Two £719.87 (to cover street furniture, bus shelters, recreation grounds, allotment site)
g) To endorse the Parish Council Standing Orders and Financial Regulations 2015 – 2016 as circulated.


RESOLVED:-

i. Payments approved in (a) above as per attached schedule in the sum of £5411.51 gross from 1st April to 26th May 2015 inclusive.
ii. Governance Statement 2014 – 2015 approved
iii. Completion of internal audit for the accounts year ending 31st March 2015 acknowledged
iv. Noted submission of accounts for the year ending 31st March 2015 for external audit by 29th June 2015 noted.
v. Annual insurance cover approved through Messrs. Came & Co in the sum of £584.32
vi. Endorsement of the Parish Council Standing Orders and Financial Regulations for the period 2015 – 2016 noted as per (g) above.
vii. The Clerk was thanked for completion of the accounts and submission of the information for lottery bid reference Pit Lane site.

20/2016 ALLOTMENTS SITE

RESOLVED:- Noted.

21/2016 SHIPLEY PARISH ROOM TRUST

Councillor Mrs. Tracy Skelton provided an update of the work of the Trust and lettings of the Parish Rooms.
Information would be provided for inclusion in the next Parish Newsletter.

RESOLVED:- That the information noted.

22/2016 PARISH COUNCIL NEWSLETTER

It was reported the magazine had been delivered and feedback was positive. Articles for the next newsletter encouraged; the print date would be late October 2015, subject to Council instruction.

Local organisations and companies could be invited to advertise in the magazine for sponsorship of £10 per entry.

RESOLVED:- Approved.

23/2016 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.


24/2016 RECREATIONAL SITE LAND AT HASSOCK LANE SOUTH, SHIPLEY

The meeting considered various uses for the site when it would be officially withdrawn as the parish recreational site. The contents of a letter received from a resident noted referring to the site.

The Clerk reported no historical information had been transferred following her appointment and the whereabouts of deeds, minutes etc. required further investigation.

RESOLVED:-

That information to be sought through Land Registry to clarify the status of the land.
That Geldards, Derby to be requested to search records for information which could still be held on behalf of the Parish Council from original transfer of the land (through Messrs. Robinsons).

25/2016 ANNUAL PHOTOGRAPHIC COMPETITION

RESOLVED:-

That the competition to be held for photographs to be taken during the winter 2015/spring 2016; publicised in the Parish Magazine with entries to be received at the March 2016 meeting for review.

The competition would be open to the general public, subject to the topic remaining ‘Shipley during Winter/Spring’.

The information to be publicised in the newsletter, website and The Villager magazine.

26/2016 DATE AND TIME OF NEXT MEETING

RESOLVED:-

A meeting of the Parish Council would be held on Tuesday 23rd June 2015 at 7.00 p.m. in the Parish Rooms.


There being no further business, the Chairman closed the meeting at 8.30 p.m.
