HELD

Also in attendance: Amber Valley Borough Council Member Councillor Richard Iliffe, P.C. Sarah Allcock representing Derbyshire Constabulary, two representatives from Heanor Lions Football Club and one member of the public Mr. D. Hollingsworth.

203/2015 APOLOGIES

The meeting received apologies from Derbyshire County Councillor Paul Jones.

RESOLVED:-

The apologies received and accepted.

204/2015 DECLARATIONS OF INTERESTS

The following Members declared a personal interest in agenda item 20 Shipley Parish Rooms Trust:-

a) Councillor Mrs. T. Skelton
b) Councillor D. Wood

The Members agreed to update on the workings on the Trust. No financial discussion was held.




NON-EXEMPT BUSINESS

205/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Mr. D. Hollingsworth addressed the Council regarding the following matters:-
• The Members were thanked for their continued liaison with the public over the proposals tabled for development of the former American Adventure site.
• Update on potholes reported at the March 2015 meeting requested
• An expression of support towards the continued improvement on the allotment site.

Address from representatives of Heanor Lions Football Club

Mrs. Louise Birks and Mrs. Catherine Smith addressed the meeting regarding the lease of the ground to the football club. The Chairman provided information on the work and plans for the site’s development; the club had been kept informed through email about proposals. The cost of mowing the site was discussed. The representatives were pleased to hear of the drainage works which would improve the surface of the ground. The meeting noted matches had to be cancelled during poor weather because of waterlogging and this was detrimental to the club and players.

In principle, the Parish Council appreciated that as a joint user of the site when the installation of the playground was underway, it would become responsible for some of the maintenance works required.

There were also issues around litter and broken glass left on the site; people regularly camped out on and around the site and then debris left on the site.

The mowing costs for the site reported at £1,000 per annum, covered by the football club. There was no water supply to the site. Ideally, at a future date, a building and showers would be a way forward to develop the site and club facilities.

It was reported that the proposed play facility would not impose any difficulties for the club during football matches; the facility would be enclosed by adequate fencing and was away from the pitch.

The representatives explained the use of the containers on the site to provide storage and changing facilities for the teams.

Cllr Iliffe advised the club to contact County Councillor Paul Jones for financial support towards the club.

RESOLVED:-

That discussions would open between Heanor Lions and the Parish Council to consider a satisfactory way forward regarding maintenance and ongoing costs for the site.
The development of the ground, could, at a future date, include discussions for a pavilion
That drainage works had been completed and these would be monitored to ensure effectiveness. Noted that some additional drainage works may be required at a future date.
That litter and broken glass left on the site by visitors was regularly cleared away by the football club; provision for a regular inspection of the site would be required on installation of the play equipment.
Noted the last match due to take place on the 2nd May 2015.
That an update of the lease required.

The representatives were pleased with the outcome of the meeting and agreed to liaise with the Parish Council to organise a meeting between the Parish Council and the football club before September 2015.


206/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.

(b) Borough Councillor Richard Iliffe

i. Cllr Iliffe updated the meeting on the reports submitted to the authorities regarding events held at the MFN, New Eastwood, which had caused problems for residents in the parish.
ii. Hoarding removed at The Field by the Borough Council
iii. No borough matters to report.
iv. Heanor Library should be completed by the end of May 2015
v. Heanor Hospital works planned for 2017. Cllr Perko reported on the proposals for the site.
vi. No update on the Waystones application for the former American Adventure site.
vii. The Chairman thanked Cllr Iliffe for his report. He left the meeting at 7.50 p.m.

207/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones Apologies received.

208/2015 POLICE MATTERS

P. C. Sarah Allcock addressed the meeting with crime statistics for the area over the past month. Team updates received. A review of the service had been carried out and there were now three Officers working from the Heanor area covering the parish, along with other areas. The beat teams had been amalgamated to provide better coverage for the parishes. Heanor Police Station due to close 2017/2018; Langley Mill Station due to close 2016/2017.
Noted problems with motorbikes in the area with 8 incidents reported in the last month. The Shipley Park Rangers had been contacted and the Police were carrying out high visibility patrols.

An operation carried out around the MFN week commencing 21st April 2015 was successful with a number of penalties and fines issued.

Cllr Marriott reported access had been made by vandals into the American Adventure site.

The Chairman expressed concern over the proposed closure of the Heanor Police Station. P.C. Allock reported a central focus for Police would be established.

Police update notices for the parish noticeboards received.

209/2015 MINUTES

RESOLVED:-

Minutes of the Parish Council meeting held 24th March 2015 for consideration at the next meeting.

210/2015 CHAIRMAN’S ANNOUNCEMENTS

No report.

211/2015 ELECTIONS 2015

It was reported the election process for Shipley Parish Council 2015 was uncontested with the following Members duly elected:-

Councillors Mrs. M. M. Jackson, G. J. E. MacDonald, Dr. C. D. Perko, Mrs. T. Skelton, K. G. Stevenson, P. L. Taylor and D. Wood.

One seat remained vacant which could be filled through the co-option process after the Annual Parish Council Meeting in May 2015.

The Chairman extended appreciation to the Council for support during the Chairman’s year of office 2014 – 2015. Appreciation was extended to Councillor Mrs. Alyson Marriott who had made the decision not to reapply for election. Members were reminded to submit claims to the Borough Council for election expenses.

212/2015 PIT LANE RECREATION SITE

It was reported the drainage works approved for the play area were now completed. However, the meeting noted the football pitch may require additional drainage works at a future date.

It was reported the existing lease drawn up with the Heanor Lions had now expired and a reviewed lease was required. This could be discussed with the club at a meeting scheduled to take place around September 2015 time.

The meeting agreed in principle, a commitment to assist with improvement and maintenance of the ground in general, subject to terms agreed with Heanor Lions Club.

213/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

Circular 7/2015 elections 2015; transparency code for smaller authorities, subscription rates, automatic enrolment training, guidance for Town & Parish Councils.

That the information noted.

214/2015 PLANNING APPLICATIONS

a) AVA/2015/0242 Shipley Hall Cricket Club two storey detached building to provide scoreboard and store
b) AVA/2015/0241 49 Shipley Wood Ilkeston ground floor side and rear extension
c) AVA/2015/0148 Lodge Farm Cottage Slack road Mapperley retention of as built single storey café building

RESOLVED:-

No objections raised to the applications above.

215/2015 FINANCIAL REPORT

a) End of year accounts 1st April 2014 to 31st March 2015 received for consideration of approval. Total income for the year £13,690.67. Total expenditure £10,759.58.
b) Internal Audit to year end 31st March 2015 completed by Mr. B. Wood 18th April 2015.
c) External Audit through Grant Thornton for the year end accounts to 31st March 2015 The documents to be submitted before 29th June 2015.
d) Cheques for payment from 1st April 2015 to 28th April 2015 received in the sum of £
e) Grant Application received from Shipley Parish Room Trust a written request towards support of the Parish Room considered by the Council. The meeting noted improved electrical lighting and works to the building required.
f) Annual Governance Statement for Audit 2014/2015 received.

RESOLVED:-

i. That the report received
ii. That financial payments approved.
iii. That the Annual Governance Statement approved and signed by the Chairman and Clerk
iv. That the end of year accounts for 2014 – 2015 received and approved.

216/2015 ALLOTMENTS REPORT

Councillor K. Stevenson reported on the allotments to date as follows:-
a) The gardens plots tended well by tenants
b) Asbestos garage now removed from the site and safely disposed of through Wards.
c) Water tank successful project.
d) Rent demands had been issued to tenants.

217/2015 PARISH COUNCIL NEWSLETTER APRIL 2015

It was noted that local companies were invited to advertise in future editions of the newsletter.

218/2015 UPDATE ON PARISH NOTICEBOARDS

RESOLVED:- That the work now completed.

219/2015 SHIPLEY PARISH ROOM TRUST

An update was received on the workings of the Trust from Councillor Mrs. T. Skelton.

RESOLVED:- That the information noted.

220/2015 CLERK REPORT

a) Invitation received from Derbyshire County Council to participate in the Rights of Way Minor Maintenance Agreement 2015/2016. £495 allocated towards clearance of rights of way.
b) Derbyshire Law Centre invites the Parish Council to become members of the association at no cost. The benefits to the community is that the organisation provides a free service to the community offering free specialist advice to families and individuals on low incomes across Derbyshire.
c) Council laptop repairs required.

RESOLVED:-

i. Work required to steps on footpath to the bridge/tunnel opposite Bentley Plantation.
ii. A definitive map of the rights of way in the parish to be requested through County Council.
iii. (b) above no action.
iv. With reference to (c) above that the laptop inspected and repaired.

221/2015 POTENTIAL USES FOR HASSOCK LANE RECREATION GROUND

RESOLVED:- That information awaited regarding the status of the land with covenants.

222/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting will be the Annual Parish Council Meeting followed by an Ordinary Parish Council meeting to take place on Tuesday 26th May 2015 commencing at 7.00 p.m. in the Shipley Parish Rooms.

There being no further business, the meeting closed at 8.30 p.m.
