MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 24th MARCH 2015
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Councillors Mrs. M. Jackson, Dr. C. Perko, Mrs. T. Skelton, K. Stevenson, P. Taylor & D. Wood.
Also in attendance: Borough Councillor R. Iliffe, County Councillor Paul Jones one member of the public Mr. D. Hollingsworth.

183/2015 APOLOGIES

The meeting received apologies from Councillor Mrs. A. Marriott; Derbyshire County Council Safer Neighbourhood Team.

RESOLVED:-

The apologies received and accepted.

184/2015 DECLARATIONS OF INTERESTS

The following Members declared a personal interest in agenda item 22 Shipley Parish Rooms Trust:-

a) Councillor Mrs. T. Skelton
b) Councillor D. Wood

The Members remained within the meeting room but did not participate in discussion or voting on the subject.




NON-EXEMPT BUSINESS

185/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Mr. D. Hollingsworth addressed the Council regarding the following matters:-
• Potholes in highway along the Ilkeston Road, Hardy Barn, Lockton Avenue, Heanor and Hassock Lane. County Councillor Jones reported works programme currently underway through the County Council.
• Accident which occurred on Hardy Barn causing damage to lamp standard. Noted the repair would be carried out in due course.
• Enquiry to ensure Derbyshire Constabulary was aware of the accident hotspots in the parish.


186/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.

(b) Borough Councillor Richard Iliffe (a) No report. Local election process was underway through Amber Valley Borough Council.

187/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones The following matters were reported:-
a) Heanor Library construction work underway; a completion around mid May 2015 anticipated.
b) Heanor Grammar School building. An update was awaited from the owners to County Council.
c) Heanor Hospital progress report.
d) Report on local public transport services
e) Promotion of Derby Life initiative underway.
f) Derbyshire Children’s Services rated as one of the best nine in the country.
g) Update on Combined Authority. An application would be submitted to the Government to support the process. It was hoped the authority would be in force by January 2016.
h) Update on the planning application submitted by Waystones for the former American Adventure site. The authority was in discussion with the developer.
i) The Chairman reported on the narrow window available through the election process for candidates to submit nomination papers. Cllr Jones agreed to report the matter to the authority.
j) Cllr Mrs. Skelton reported on the problem of parking alongside and on grass verges and pavements around the Shipley area. This clearly restricted access, especially to persons with disabilities, parents with pushchairs etc. Residents were encouraged to contact the County Council.

188/2015 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team. A written report noted. The crime statistics for the area detailed. More specific details of the areas affected requested for future reports.




189/2015 MINUTES

RESOLVED:-

The Minutes of the Council meeting held Tuesday 27th January 2015 were approved and signed by the Chairman as an accurate record of the meeting.

190/2015 CHAIRMAN’S ANNOUNCEMENTS

It was reported the parish green area was now in regular use by parishioners and visitors, using the bench; crocus displays had enhanced the site.

It was reported the former British Telecom red telephone box was no longer serviced and could be made a useful facility with an alternative use, subject to approval. Information to be sought from British Telecom.

191/2015 ELECTIONS 2015

Information was received on the timetable for the election process with last date for receipt of nominations 9th April 2015.

Nomination papers were available at the Council meeting for interested parties, for submission to the Borough Council Returning Officer.


192/2015 DERBYSHIRE ENVIRONMENTAL TRUST – PIT LANE RECREATION SITE

Cllr Stevenson reported on the drainage work required at the site prior to the installation of the play equipment. A contractor had inspected the site. The meeting noted there were several areas holding water on the football pitch. A quotation in the sum of £1400 from Mr. P. Starbuck was received to install the required drainage system.

The meeting noted the outstanding works required to ensure security at the gate to the site and installation of pedestrian accessway.

RESOLVED:-

Due to the urgency of the works required, the quotation approved for the work to be carried out at the earliest opportunity. The meeting was aware of the short timescale for the completion of the entire project at 31st July 2015.

Approved that Mr. A. Steeples be instructed to install the required fittings to the access gate leading onto the Pit Lane recreational ground.

Approved that Mr. A. Steeples to install a kissing gate at the side of the metal gate to allow pedestrian and access for persons with disabilities to the site.

193/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

Circular 6/2015 emailed to Council. Spring seminar, legal topic, Grant Thornton free seminar, Council Tax, automatic enrolment training, vacancies.

RESOLVED:-

That the information noted.

194/2015 PLANNING APPLICATIONS

No current applications.


195/2015 FINANCIAL REPORT

a) Finance Report at March 2015 – total expenditure gross of £10,546.19 as per attached schedule.
b) Grant Application received from Shipley Parish Room Trust a written request towards support of the Parish Room considered by the Council. The meeting noted improved electrical lighting and works to the building required.


RESOLVED:-

i. That the report received
ii. That financial payments approved.
iii. That a grant under Section 137 of the Local Government Act 1972 approved to Shipley Parish Room Trust in the sum of £1500.00.

196/2015 ALLOTMENTS REPORT

Councillor K. Stevenson reported on the allotments to date as follows:-
a) The water tank had been installed on the site.
b) Pedestrian gate would be purchased and installed as the next project.
c) Asbestos garage dismantled, secured and ready for delivery to Wards for safe disposal.

197/2015 PARISH COUNCIL NEWSLETTER APRIL 2015

A draft of the newsletter had been distributed to Council. Delivery of the leaflets was discussed.

RESOLVED:-

That £65.00 payable for contractor to deliver the newsletter to each residential and business property within the parish.





198/2015 UPDATE ON PARISH NOTICEBOARDS

RESOLVED:-

A request to be submitted to Mr. Marriott for completion of the works by the end of April 2015.

199/2015 SHIPLEY PARISH ROOM TRUST

Councillor Mrs. T. Skelton reported on the following matters:-

a) Update received on increased hirers for the premises
b) Appreciation for grant support extended to the Parish Council
c) Additional storage required at the premises.

RESOLVED:-

That the information noted.

200/2015 PARISH COUNCIL ELECTIONS 2015

The Parish Council was reminded of the forthcoming election of the Parish Council due on Thursday 7th May 2015.

All candidates would be required to submit election forms to Amber Valley Borough Council.

201/2015 POTENTIAL USES FOR HASSOCK LANE RECREATION GROUND

It was reported the site, when removed of its status of the parish recreation ground, would require maintenance; potential use of the site were given consideration. The matter had been publicised in the latest edition of the parish magazine.

RESOLVED:-

That in the first instance, a copy of the deeds for the land sought from Land Registry to identify covenants and classification.


202/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting will be the Annual Parish Meeting followed by an Ordinary Parish Council meeting to take place on Tuesday 28th April 2015 commencing at 7.00 p.m. in the Shipley Parish Rooms.


There being no further business, the meeting closed at 8.45 p.m.
