MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 27th JANUARY 2015
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor Cllr G. McDonald
Councillors Mrs. M. Jackson, Mrs. A. Marriott, Dr. C. Perko, Mrs. T. Skelton, K. Stevenson, P. Taylor & D. Wood.
Also in attendance: Borough Councillor R. Iliffe, County Councillor P. Jones and one member of the public Mr. D. Hollingsworth.
Prior to the commencement of the meeting, Councillors Mrs. T. Skelton and P. Taylor signed their Declaration of Acceptance of Office following co-option and took their seats on the Council.
The Chairman, on behalf of the Parish Council, welcomed the new Members to the Council.

141/2015 APOLOGIES

The meeting received apologies from Derbyshire Constabulary.

RESOLVED:-

The apologies received and accepted.

142/2015 DECLARATIONS OF INTERESTS

143/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Resident Mr. D. Hollingsworth welcomed newly co-opted Members Cllrs Mrs. T. Skelton & P. Taylor.

144/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.

(b) Borough Councillor Richard Iliffe (a) Update on unkempt signage at The Field which had now been removed following enquiries made by Cllr Iliffe. (b) Report of opening of Tea Room at Derby Lodge through Princes Trust and allotment gardens on land opposite.

145/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones Councillor Jones reported on the following matters:-

a) Enquiry regarding replacement bus shelter on Hassock Lane, Shipley. Application through County Council.
b) Florence Shipley Home at Heanor to be handed over to the County Council in May 2015 on completion of construction works.
c) Heanor Library to be demolished in February 2015 with a new building due for opening later in the year.
d) Heanor Grammar School. The future of the former school building was discussed as the premises had been placed on the open market for sale. Potential development on the site discussed. A public meeting organised on 5th February 2015 at Heanor Church at 7 p.m. Officers from Amber Valley Borough Council had been requested to produce a development brief for the site.
e) Former American Adventure site off Pit Lane update. The proposed developers of the site to discuss options available with the authorities; the application may be subject to an appeal.
f) Derbyshire Constabulary close of some Police Stations including Heanor and Langley Mill. Merging details would be available in due course.
g) An article to be submitted for the Parish magazine in the near future.
h) The public were under consultation with regard to the future of school crossing patrols.
i) B-Line access variations to be made which could make the initiative available to a wider age range. Noted.
j) Information received on the consultation underway for a combined authority. Further information to follow.
k) Heanor Hospital update. The existing building to be demolished with a new structure planned. Outpatients and specialist clinics under consideration, physiotherapy to remain at the site. Some convalensence beds will be made available at the Florence Shipley Home. Timescale for completion in 2017. Recommendation to invite representative from the Health Authority Mr. A. Lazelle to update the Council on proposals for the hospital. RESOLVED this course of action approved.
l) Information received on the election process.

The Chairman, on behalf of the Parish Council, thanked representatives for their informative addresses.

146/2015 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team.

Councillor Marriott reported on an incident at the Shipley Garden Centre. Police had reprimanded the suspects. The Council extended thanks to Mr. P. Marriott for his contribution to raise awareness of the situation.

147/2015 MINUTES

RESOLVED:-

The Minutes of the Council meeting held Tuesday 25th November 2014 were approved and signed by the Chairman as an accurate record of the meeting.

148/2015 CHAIRMAN’S ANNOUNCEMENTS

The Chairman advised the meeting of an award approved by the Big Lottery towards the Pit Lane recreation development. The amount of £9,950 awarded subject to conditions.

149/2015 DERBYSHIRE ENVIRONMENTAL TRUST – PIT LANE RECREATION SITE

The Chairman updated on the scheme, which had now secured funding awards from Derbyshire Environmental Trust and the Big Lottery, subject to conditions. Works required in the first instance to reduce the hedge height prior to work commencing on the site.

It was reported the entrance gate to the site was left open.

RESOLVED:-

a) Noted Mr. A. Steeples approved to reduce the hedge height.
b) Inspection to be carried out to consider drainage concerns on the site prior to construction work commencing. The appointed contractor Streetscape to be invited to site visit.
c) The Chairman & Vice Chairman agreed to visit the site and measure for appropriate furniture to secure the gate.

150/2015 THE FIELD VILLAGE GREEN DEVELOPMENT AND CEREMONY

The Chairman reported on an event held on the 30th November 2014 to dedicate the Village Green and exterior bench and tree installed on the site to the memory of those who lost their lives during the World Wars.

The ceremony was very successful, led by the Royal British Legion on behalf of the Parish Council. The Women’s Institute had provided refreshments in the Parish Rooms after the event.

The Chairman, on behalf of the Parish Council, extended appreciation to Councillor K. Stevenson for his work towards the project, to all of the people who had attended the ceremony and to the Women’s Institute.

RESOLVED:-

That a letter of appreciation forwarded to the Royal British Legion expressing thanks from the Parish Council for the organisation’s contribution towards the ceremony.

152/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

None to date.

153/2015 TRAFFIC CALMING MEASURES THE FIELD, SHIPLEY

Cllr Stevenson reported on the installation of the traffic calming measures within The Field, Shipley and on the approach road from Marlpool and Shipley Park. A vehicle had mounted the verge during snow but the wooden bollards had protected the village green area.

RESOLVED:-

That the information noted.

154/2015 FINANCIAL REPORT

(a) Finance Report at January 2015 with total expenditure to date at £6951.32 gross as per attached schedule.
(b) Amber Valley Borough Council precept requirements 2015 – 2016. Following consideration of the budget requirements for the period, the Council discussed precept requirements, taking into account the reduction of grant available through the Borough Council.

RESOLVED:-

i. That the report received
ii. That financial statement approved as per (a) above attached schedule appendice one.
iii. Projects considered; contingency fund for the proposed Pit Lane recreation ground project required.
iv. That a precept for the period 2015 – 2016 approved in the sum of £13,500.





155/2015 PARISH PROJECTS

The Council considered projects for completion in the forthcoming financial year including electrical lighting installation at the Parish Rooms exterior area, replacement bus shelter on Hassock Lane following removal of the original shelter due to disrepair (site near Pit Lane). Completion of the recreation ground project on Pit Lane.

RESOLVED:-

That the information noted.

The land off Hassock Lane currently providing the recreation ground for the parish to be placed on next agenda for discussion.

156/2015 ALLOTMENTS REPORT

Councillor K. Stevenson reported on the allotments to date as follows:-
a) Update on installation of water tank on allotment garden with invoice received in the sum of £1053.39 gross.
b) £12 allotment registration fee for subscription to Nottingham & District Allotment Holders Association. Tenants advised this fee would be a levy to the annual rental required.
c) Rents per plot agreed at £21.50 per annum from 1st April 2015.
d) Asbestos garage now dismantled and due for removal to landfill site under controlled conditions. It was reported asbestos material flytipping next to the Shipley cricket ground site.
e) Condition of garden plots discussed.
f) Pedestrian gate for the site entrance from The Field update received. Gate to be ordered.

RESOLVED:-

ii. That expenditure as detailed above approved for the improvement of the site.

157/2015 PARISH COUNCIL NEWSLETTER MARCH 2015

It was reported information had been compiled in a first draft Word document initially submitted to the Chairman and Vice Chairman. Further articles were considered for inclusion. A quotation for printing of the newsletter required for consideration at the next meeting. It was reported the last newsletter was print was too dark.

RESOLVED:-

a) That the information noted.
b) A quotation for printing of the newsletter to be sough for consideration at the next meeting.
c) Councillor C. Perko agreed to provide historical information regarding local farms for the edition.

158/2015 UPDATE ON PARISH NOTICEBOARDS

Repair of the noticeboards was due to take place on improvement to the weather conditions.

RESOLVED:-

Information noted.

159/2015 PHOTOGRAPHY AWARD 2014

The Chairman, on behalf of the Parish Council, presented Councillor Mrs. A. Marriott with a trophy award as prize winner of the photographic competition 2014.

RESOLVED:- Noted.

160/2015 EXCLUSION OF PUBLIC ORDER

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.”

161/2015 SHIPLEY PARISH ROOM TRUST

The Chairman reported on a meeting between the Shipley Parish Council and the Shipley Parish Room Trust on 15th January 2015.

The meeting noted insurance cover for the premises remained with the Trust as per lease agreement.

RESOLVED:-

a) That the Trust invited to apply for an annual grant from the Parish Council towards maintaining the rooms.
b) That the Trust invited to address the Council and public at each Annual Parish Council Meeting in April to report on the work of the committee.
c) That the Trust continue to maintain a section of the Parish Council website dedicated to the Parish Rooms Trust.
d) That the Parish Council would be regularly invoiced for hire of the premises for the purpose of Council meetings.

163/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting of the Parish Council to take place on Tuesday 24th February commencing at 7.00 p.m. in the Shipley Parish Rooms.
