MINUTES OF PARISH COUNCIL MEETING

THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Also in attendance: Borough Councillor R. Iliffe and two members of the public Mr. D. Hollingsworth & Mr. P. Taylor.

115/2015 APOLOGIES

The meeting received apologies from Derbyshire Constabulary & County Councillor Paul Jones.

RESOLVED:-

The apologies received and accepted.

116/2015 DECLARATIONS OF INTERESTS

None declared.

NON-EXEMPT BUSINESS

117/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Resident Mr. D. Hollingsworth extended festive greetings to the Council.

Query regarding replenishment of the grit bins; confirmed Derbyshire County Council responsible for the service; Borough Councillor Iliffe agreed to pursue the matter and would also check if there were any surplus grit supplies from last year (through Cllr A. Stevenson).

118/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.

(b) Borough Councillor Richard Iliffe Update on repair of signage at The Field. The meeting noted Cllr Iliffe had contacted the company responsible for signage. An enforcement notice would be served on the company by the Borough Council.

119/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones Apologies received.

120/2015 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team.

121/2015 MINUTES

RESOLVED:-

The Minutes of the Council meeting held Tuesday 28th October 2014 were received. Following amendment to Minute reference 101/2015 (f) to read £1,275.00 the Minutes were approved as an accurate recording of the meeting.

122/2015 PARISH COUNCIL VACANCIES (TWO)

The Chairman reported Amber Valley Borough Council had received no requests for an election following publication of the two vacancies and notices had been placed in the Parish noticeboards and on the website publicising the vacancies for co-option with a closing date of 25th November 2014.

The meeting noted two applications had been received from the following residents:-

Mrs. T. Skelton
Mr. P. Taylor

RESOLVED:-

That the applicants invited to attend an interview prior to the commencement of the next meeting on Tuesday 27th January 2015 at 6.45 p.m.




123/2015 DERBYSHIRE ENVIRONMENTAL TRUST – PIT LANE RECREATION SITE

The Chairman updated the meeting on the project. Amber Valley Borough Council had confirmed planning approval was not required for the recreation ground development, subject to the height of the equipment measuring less than 4m. The contractor Streetscape had confirmed the proposals were under this restriction.

Drainage at the site was discussed

The meeting noted the completion date required for the project at 31st July 2015.

Consideration was given to quotation received for hedge cutting to commence the project at Pit Lane in the sum of £1,275.00 from A. Steeples.

RESOLVED:-

a) That A. Steeples approved to commence works on the project with hedge cutting at a cost of £1,275.00.
b) The updates noted.

124/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-
Circular 23/2014 circulated by email. Christmas event; internal auditors; locum Clerks; vacancies.

RESOLVED:-

That the information noted.

125/2015 TRAFFIC CALMING MEASURES THE FIELD, SHIPLEY

Cllr Stevenson reported Derbyshire County Council at Shipley Country Park to plan installation of traffic calming signage before Christmas 2014.

That the information noted.

126/2015 FINANCIAL REPORT

(a) Finance Report November 2014 A report received on income and expenditure to date 25th November 2014. Income to date totalled £12725.78 with expenditure to date cheque numbers 100755 to 100797 totalling £5694.81 as per attached schedule.
(b) Amber Valley Borough Council precept requirements 2015 – 2016. A letter had been received from the Authority advising the grant previously awarded to support precept requirements would no longer be available. This would levy a charge on the existing precept requirements of £623.00. The current requirements for the financial year 2014 – 2015 equate to £10,977 plus £623 grant support. The precept requirements will require agreement no later than 27th January 2015.

RESOLVED:-

ii. That financial statement approved as per (a) above attached schedule appendice one.

127/2015 PIT LANE TRAFFIC ISSUES

Cllr Mrs. A. Marriott reported speeding traffic using the Pit Lane.

128/2015 ALLOTMENTS REPORT

Councillor K. Stevenson reported on the allotments to date as follows:-
a) Installation of water supply to the site. Consideration to purchase two sealed tanks for installation on site to harvest rainwater. Enquiry ongoing.
b) Nottingham Allotments Association. Noted that tenants did not currently benefit from third party public liability insurance. This facility was available through association with the Nottingham & District Allotments Association which required an annual subscription to join at £12 per annum.
c) The Chairman reported on location of personal entrance gate to the site which required replacement. Discussion of inscription for the new gate.
d) To consider account at J. B. Clowes for purchase of environmental equipment.

RESOLVED:-

i. That the report received
ii. That an application to join Nottingham & District Allotment Association approved.
iii. That a gate to be purchased to replace the personal entrance gate from The Field.
iv. That an account to be opened at J.B. Clowes Derby.

129/2015 PARISH COUNCIL NEWSLETTER FEBRUARY 2015

It was reported the next newsletter due in February 2015. Comments received on the previous newsletter was that it was printed too darkly and print too small. Information relating to the village green, history and information on farms in the Shipley area supported by the Parish Council.

RESOLVED:-

That articles invited for the next newsletter for receipt by the end of January 2015.

130/2015 UPDATE ON PARISH NOTICEBOARDS

Repair of the noticeboards was due to take place on improvement to the weather conditions.

131/2015 PARISH COUNCIL BUS SHELTER AT HASSOCK LANE

It was noted submission of a request for new bus shelter for Hassock Lane, Shipley submitted to Derbyshire County Council.

132/2015 COMMEMORATION OF THE FIRST WORLD WAR VILLAGE GREEN PROJECT

Cllr K. Stevenson reported the bench settings and posts had been installed on the village green. The bench was ready for installation. The Chairman reported the Royal British Legion would attend the event on 30th November 2014 to dedicate the site to those persons from the parish who lost their lives in the World Wars.

The Women’s Institute had agreed to provide refreshments on the occasion at the Parish Rooms.

RESOLVED:-

a) That the information noted
b) That £50 awarded to Women’s Institute to cover the cost of refreshments for the occasion.

133/2015 PHOTOGRAPHY AWARD 2014

It was reported a forwarding address had been located for the previous winner of the competition.

RESOLVED:-

That the trophy to be requested for return and that an additional replacement trophy purchased for the 2014 winner Mrs. A. Marriott.

134/2015 EXCLUSION OF PUBLIC ORDER

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.”

135/2015 SHIPLEY PARISH ROOM TRUST

The Chairman reported on the lease held by the Parish Council on the Parish Rooms which had been transferred on the date of signing to the Shipley Parish Rooms Trust, confirming the responsibility for the rooms remained with the Trust.

Insurance matters were being handled through the SPRT.

Reference was made to funds within the reserves of the Parish Council which required minute reference to confirm.
The Clerk advised all reserves held by the Parish Council had been included in the audits.

Councillor Mrs. A. Marriott updated the meeting on Trust matters.

The Chairman advised the Trust was required to set up its own website.

RESOLVED:-

That a meeting requested with the SPRT.


136/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting of the Parish Council to take place on Tuesday 27th January 2015 commencing at 7.00 p.m. in the Shipley Parish Rooms, preceded by the interview of candidates for potential co-option onto the Parish Council at 6.45 p.m.
