MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 28th OCTOBER 2014
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Also in attendance: Borough Councillor R. Iliffe and Mr. D. Hollingsworth.

93/2015 APOLOGIES

The meeting received apologies from Councillors Vice Chairman C. Perko and County Councillor Paul Jones.
Also from Derbyshire Constabulary Safer Neighourhood Team.

RESOLVED:-

The apologies received and accepted.

94/2015 DECLARATIONS OF INTERESTS

Cllr Mrs. A. Marriott declared a personal interest in item 26 Clerk Report (quotations for bus shelter and noticeboards). The Member remained in the room but did not participate in the discussion or voting on the items.

95/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

Resident Mr. D. Hollingsworth raised the following queries:-
(i) Parish Council vacancies. The Chairman reported two vacancies existed on the Parish Council; no election had been called by the electorate. The co-option process was underway.
(ii) Removal of asbestos shed from the allotment gardens at The Field. It was reported no action to date.

96/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.

(b) Borough Councillor Richard Iliffe (i) Update on refusal of planning application by Amber Valley Borough Council on the Shipley Lakeside proposals. The meeting noted the developer would probably present an application at some future date. Reference AVA/2014/0718. (ii) Request for damaged signage to be repaired at The Field. Cllr Iliffe agreed to report to Borough Council.

97/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones Apologies received.

98/2015 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team. Noted a new Officer had been appointed for the area.

99/2015 MINUTES

RESOLVED:-

The Minutes of the Council meeting held Tuesday 23rd September 2014 approved and signed by the Chairman as a true record of the proceedings.

100/2015 PARISH COUNCIL VACANCIES

The Chairman reported Amber Valley Borough Council had received no requests for an election following publication of the two vacancies. The Council was now able to proceed with the co-option process.

RESOLVED:-

That notices inviting applications to the Council in writing before 25th November 2014 approved.
It was further agreed a Selection Committee would consider applications and arrange interviews in December 2014 in order newly appointed Members could attend the January 2015 meeting.




101/2015 DERBYSHIRE ENVIRONMENTAL TRUST – PIT LANE RECREATION SITE

The Chairman reported on the award of £30,000 from Derbyshire Environmental Trust following the Liaison meeting held 20th October 2014. Cllr K. Stevenson was thanked for attending the Trust meeting on behalf of the Parish Council. The Chairman extended appreciation on behalf of the Parish Council to Cllr Mrs. A. Marriott for applying for the funding on behalf of the Parish Council.

RESOLVED:-

a) That the quotation received from Streetscape in the total sum of £45,950 nett.
b) Noted the company could also apply for funding through the Lottery process for up to £10,000 towards the initiative.
c) Noted the project required completion by July 2015.
d) Amber Valley Borough Council had been consulted with regard to planning requirements, if any, for the site. A response awaited.
e) Funds for the project would be released from DET on notification of the planning requirements for the site.
f) Quotation approved for management of the hedge at the site from Mr. A. Steeples in the sum of £11,275.00.
g) A query was raised over the responsibility for the hedge bordering the bridleway at the site.

102/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

(a) Circular 22/2014 Automatic enrolment (pension scheme – non-compulsory for the Parish Council)

RESOLVED:-

That the information noted.

103/2015 TRAFFIC CALMING MEASURES THE FIELD, SHIPLEY

Cllr Stevenson reported on a site meeting with the Manager of Shipley Country Park, Mr. J. Holmes.

RESOLVED:-

Noted the sites for traffic calming measures agreed; the signage would be installed by the Rangers and did not require planning approval.

104/2015 FINANCIAL REPORT

The following reports received:-

Payment of cheques from 24th September 2014 to 28th October 2014 received as per attached schedule in the total sum of £1091.96 gross cheque numbers 100784 to 100790.
RESOLVED:-

That cheques above approved in the total gross sum of £1091.96 gross for October 2014 as attached.

105/2015 ELECTIONS 2015 INFORMATION

It was reported elections would take place across the Borough in May 2015. An estimate of £1,550.00 received from Amber Valley Borough Council for the election process; if the election was uncontested, the administrative fee would be approximately £115.30.

RESOLVED:-

Noted.

106/2015 PARISH NOTICEBOARDS

Quotations received for repair of the noticeboards as follows:-

Mr. S. Gosling £250.000
Mr. P. Marriott £245.00

RESOLVED:-

That the quotation from Mr. P. Marriott approved.

107/2015 UPDATING OF WEBSITE

No report.

108/2015 PARISH COUNCIL NEWSLETTER SEPTEMBER 2014

The Chairman reported the newsletter had been delivered to residents by Cllr K. Stevenson and the Clerk.

RESOLVED:-

That information for the next newsletter to be forwarded to the Council by February 2015 for a March 2015 edition.

109/2015 SHIPLEY PARISH ROOM TRUST

Cllr Mrs. A. Marriott reported on the lack of volunteers. Notices would be placed in the parish noticeboards publicising the need for volunteers from the community. Historical information had been received from Mrs. V. Trevan.

A resident had reported damage to the roof of his asbestos his garage following severe storm in the area which dislodged a finial from the Parish Rooms. Reported to the Trust on the 28th October 2014. The Parish Room building was last inspected September 2013.

RESOLVED:-

a) That the report noted.
b) Insurance information to be sought for the above incident.

110/2015 COMMEMORATIONS TO MARK THE OCCASION OF THE FIRST WORLD WAR – PROJECT AT THE VILLAGE GREEN, THE FIELD AND
AT THE SHIPLEY PARISH ROOMS

An update received on the project including costs for seating:-

a) Commemorative bench ordered. Cllr Stevenson advised local people had offered their services to work on the project to install the bollards and bench. Quotation received for installing the bench on concrete base in the sum of £1,195 from Mr. P. Marriott including installation of the bollards
b) Proposed to fit the bench on the grass rather than a concrete base.
c) Engraving inscription approved.
d) Tree guard ordered.
e) Cherry tree donation request through Shipley Garden Centre.
f) Date agreed for Memorial Event on Sunday 30th November 2014 at 2 p.m. on the site.
g) Reverend to be invited to attend.
h) Refreshments to be provided by Women’s Institute, subject to availability of the Parish Rooms.

RESOLVED:-

That the above information received.
That the bench to be sited on grass through community project as above.

111/2015 ALLOTMENTS REPORT

Update from Councillor K. Stevenson received. Matters outstanding on the improvement of the site included removal of asbestos garage. Information on the proposed water supply to the allotment circulated to Members. Tanks could be provided at a cost of £300 each with two required. The concept was introduced by Mr. A. Steeples.

RESOLVED:-

i. That the report received and approved.
ii. Approved to purchase two tanks for the site.





112/2015 CLERK REPORT

a) Parish Bus Shelter on Hassock Lane Quotations received for repair of the shelter:- (i) Shelter Maintenance £185 to stain and remove ivy (ii) P. Marriott £550 plus £210 for re-felt. Quotation included repair, stain and removal of ivy to the shelter.
b) Noticeboard on The Field Cllr Stevenson reported a noticeboard had blown down at the site and would be reporting the matter to Shipley Country Park.
c) Photographic Competition (i) Request to be submitted to the previous winner of the trophy for its return. (ii) Smaller trophy to be purchased for retention by winner of the 2014 competition Mrs. A. Marriott.

RESOLVED:-

i. No further action. Derbyshire County Council requested to consider replacement bus shelter for the site.
ii. Three trophies to be purchased for photographic competition.
iii. Award of £25 confirmed for Mrs. A. Marriott winner of 2014 competition.

113/2015 PLANNING APPLICATIONS

No applications to date.

114/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting of the Parish Council to take place on Tuesday 25th November 2014 commencing at 7.00 p.m. in the Shipley Parish Rooms.
