73/2015 APOLOGIES

The meeting received apologies from Councillors Vice Chairman C. Perko, Mrs. M. Jackson, A. Stevenson and Mrs. V. Trevan. Also from Derbyshire Constabulary P.C. Sarah Allcock.

RESOLVED:-

The apologies received and accepted.

74/2015 DECLARATIONS OF INTERESTS

None received.

75/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Allotments Mr. N. Smith provided information to the Council on the proposal for harvesting a rainwater supply to the site through collection of water into an enclosed tank which could be installed as a reservoir. This would reduce the cost of the project for installation of water and provide a free source.
b) Progress of The Field speed restriction measures. An update received.
c) Pit Lane Mr. Hollingsworth requested information regarding frequent visits to the site by the Fire Authority. Noted the site was used infrequently for training purposes.
d) Traffic speeding issues Noted speeding traffic continued to cause problems on Hassock Lane. A dummy camera had previously been discussed outside the Shipley Garden Centre following the speed camera re-site.

76/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson Apologies received.

(b) Borough Councillor Richard Iliffe (i) Complaint regarding Keepers Cottage on Pit Lane; area requires tidying (ii) dog fouling causing issues around the parish.

77/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones (i) Request for removal of lines from Pit Lane; Cllr Jones agreed to make further enquiries (ii) area around 82 Hassock Lane required tidying to allow free access along the pavement area; cllr Jones agreed to forward to County Council for action (iii) hedge required attention from Pit Lane to recreation ground. Landowner to be contacted. (iv) Up-date received on planning application for Shipley Lakeside. Due for consideration by the Borough Council Planning Board 13th October 2014. (v) Report to Cllr Jones the Waterloo Cutting required attention. (vi) Report of gate locking problem at Pit Lane. Reported to Mr. Holmes at Shipley Country Park.

It was reported £16,000 unallocated funds remained within the Derbyshire Environmental Trust budget although applications had already been forwarded for consideration. The scheme would cease in 2015.

78/2015 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team.

79/2015 MINUTES

RESOLVED:-

The Minutes of the Council meeting held Tuesday 22nd July 2014 approved and signed by the Chairman as a true record of the proceedings.


80/2015 PARISH COUNCIL VACANCIES

The Chairman reported on letters of resignation received from Councillors Mrs. Val Trevan (leaving the area) and Cllr Alex Stevenson.

RESOLVED:-

The Returning Officer at Amber Valley Borough Council to be advised. The Chairman, on behalf of the Parish Council, extended sincere appreciation to Cllrs A. Stevenson and Mrs. V. Trevan for their contribution of work and dedication given to the Council whilst in Office.

81/2015 SHIPLEY LAKESIDE DEVELOPMENT

RESOLVED:-

The Chairman advised comments objecting to the application had been submitted to the Planning Authority at Amber Valley Borough Council. Noted in Cllr Jones’ report date for consideration of application.

82/2015 DERBYSHIRE ENVIRONMENTAL TRUST – PIT LANE RECREATION SITE

It was reported quotations had been received for installation of timber play equipment on the site. The information was to be received by the Trust at the next meeting, scheduled to take place on 20th October 2014 at 5.30 p.m. The Chairman extended his apologies for attendance; Cllr Jones advised he would be attending the meeting.

The meeting noted the positives and concerns with regard to the site including anti-social behaviour, although noted the equipment would be aimed to attract families with children under 10 years old.

£30,000 had been applied for from the Trust, with £20,000 proposed from earmarked reserve funds in the Parish Council account.

It was reported if the project came to fruition, an application could be made to Derbyshire County Council for extension of the Pit Lane access (gates re-sited) in order to allow members of the public to access the recreation site. Security of the adjacent land would also be a consideration.

A quotation for installation of security offset accessway adjacent to the site gate was received from S. Gosling in the sum of £450.00. The Chairman agreed to seek additional quotation from P. Marriott.

RESOLVED:-

i. The information noted.
ii. Planning clarification for the site awaited from Amber Valley Borough Council
iii. Hedge cutting required to reduce the height of the boundary hedging overlooking the Lakeside site.
iv. Access gateway costs awaited.
v. Publicity signage is consideration further ahead.
vi. Delegation to the Chairman, Vice Chairman and Cllr Stevenson to consider the most appropriate quotation for report to Council.

83/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

Circular 19/2014 circulated – new website; recording of Parish and Town Council meetings; community transport; code of conduct training; vacancies.

RESOLVED:-

That the information noted.

84/2015 PLANNING MATTERS

1) AVA/2014/0636 Land off Slack Lane, Mapperley erection of waterless compost toilet to main barn at Woodside Nature Reserve – Derbyshire Wildlife Trust
2) AVA/2014/0617 4 The Field, Shipley - 2 storey extension to rear of property. There will also be an entrance porch built onto this extension.

RESOLVED:-

No objections raised to the proposals.

85/2015 FINANCIAL REPORT

The following reports received:-

i. Payment of cheques from 23rd July 2014 to 23rd September 2014 received as per attached schedule.
ii. Notice of formal completion of the end of the year accounts for the period 2013 – 2014 following completion of external audit by Grant Thornton. Appropriate notices would be placed on the noticeboards and website.
iii. Parish noticeboards quotation received for repair and improvement in the sum of £250.00 from Mr. Gosling.

RESOLVED:-

a) That cheques in (i) above approved in the total gross sum of £1735.36 for August & September 2014 as attached.
b) Completion of audit 2013 – 2014 noted.
c) That additional quotations sought for noticeboard repairs.

86/2015 UPDATING OF WEBSITE

It was reported updates for the site were outstanding. Cllr Mrs. V. Trevan reported an email had been sent to the administrator for refresh of the site. The booking form system for the Parish Room had proved successful.

RESOLVED:-

The information noted.

87/2015 PARISH COUNCIL NEWSLETTER SEPTEMBER 2014

i. The meeting noted the newsletter was printed and collected but awaiting delivery to parishioners.
ii. The cost of £240.00 for the edition endorsed.

RESOLVED:-

a) That the information noted.
b) Cost of magazine approved.
c) That Members of the Council to deliver the magazine.

88/2015 SHIPLEY PARISH ROOM TRUST

Cllr Mrs. A. Marriott reported on the lack of volunteers.

A Booking Officer for the room hire urgently required.

RESOLVED:-

That an additional note be appended to the newsletter when delivery takes place publicising the Trust’s work and inviting volunteers. Updated notices on the Parish noticeboards to be installed.

89/2015 COMMEMORATIONS TO MARK THE OCCASION OF THE FIRST WORLD WAR – PROJECT AT THE VILLAGE GREEN, THE FIELD AND
AT THE SHIPLEY PARISH ROOMS

Cllr K. Stevenson reported on the project to date:-
a) Quotations for metal and timber seats received
b) Derbyshire County Council had approved the installation of seat and protective bollards around the site (a site meeting had taken place with Mr. J. Holmes from Shipley Country Park)
c) Road repairs at the site were under consideration and dependent upon the land ownership. It was probable the area was owned by Derbyshire County Council. If this was the case, the authority would carry out the repairs.
d) Shipley Parish Council would be required to meet the cost of seat, plaque, tree and guard for the site.

RESOLVED:-

i. A total of £3,500 approved to provide the Memorial Village Green at The Field.
ii. A date of 9th November 2014 an ideal completion for the project.
iii. The Reverend from the Parish Church to be invited to the commemoration event when arranged to dedicate the seat and tree.
iv. Funding from grants which may be available to be pursued.
v. Shipley Garden Centre to be contacted to seek donation of flowering cherry tree for the project.
vi. A metal cage to be ordered for the project.

90/2015 ALLOTMENTS REPORT

Update from Councillor K. Stevenson received

a) New allotment tenant taken over occupation of vacant plot. All plots now full.
b) Garage now empty and preparations underway to remove from site.
c) Application not submitted to Severn Trent pending alternative water source through rainwater harvesting project.
d) It was proposed a site meeting to be called with tenants to discuss the matter before further plans pursued. An estimate of £1500 to complete the project received including hire of digger, skip and assistance from Mr. A. Steeples, farmer. The project would make a saving of over £700 – 800 on the original mains water system.
e) Application for grants under consideration.

RESOLVED:-

i. That the report received and approved.
ii. Further information awaited on the water initiative.

91/2015 CLERK REPORT

Traffic Regulation Orders Consultation. The County Council is seeking to change the way it contacts its consultees during the traffic regulation process. Particulars of the Parish Council email address have been forwarded to the Officer.

RESOLVED:-

Noted.

92/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting of the Parish Council to take place on Tuesday 28th October 2014 commencing at 7.00 p.m. in the Shipley Parish Rooms.
