MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 22nd JULY 2014

THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Also in attendance: County Councillor Paul Jones, Borough Councillor R. Iliffe and two members of the public.

51/2015 APOLOGIES

The meeting received apologies from Councillors Chairman G. MacDonald (annual leave), A. Stevenson & Mrs. A. Marriott (annual leave). Apologies also received from Amber Valley Borough Council Member R. Iliffe & Derbyshire Constabulary P.C. Sarah Allcock.

RESOLVED:-

The apologies received and accepted.

52/2015 DECLARATIONS OF INTERESTS

None received.

NON-EXEMPT BUSINESS





53/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Mr. D. Hollingsworth addressed the meeting and required clarification of the Government Policy to allow

b) Update on the planning application for the former American Adventure site. Cllr Jones reported the original application had been refused but another application was expected. Noted the land leased to Waystones have an option on the land. If an application is not forthcoming the land would revert back to the County Council. Comments received on the health and safety issues on the site and lapse of security fencing. Information on the removal of the covenant on the land noted. Residents advised they can apply to the County Council for information through the Freedom of Information Act. A discussion was held on the potential options for entrance to the site but this could not be verified as an application had not been submitted. The meeting noted the entrance and egress from the site at Pit Lane was considered adequate.

54/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.

(b) Borough Councillor Richard Iliffe Noted sandbags and flooding helpline information available.

55/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones (i) Heanor Hospital public consultation 11th July 2014 to 8th October 2014. Residents urged to respond. Dates for the consultation will be released in the near future. (ii) Financial support may be reduced to local organisations due to cutbacks. Increased charges expected for services to the elderly; school patrol staff under review. Public consultation documents on the issues available through the County Council website. (iii) Street lighting review. The Parish Council requested to advise the County Council of its views, with copy to Cllr Jones.

Apologies received from the Safer Neighourhood Team.

RESOLVED:-

Deferred to the next meeting.

58/2015 SHIPLEY LAKESIDE DEVELOPMENT

RESOLVED:-

An additional meeting would be organised to consider a revised application on the site.

59/2015 DERBYSHIRE ENVIRONMENTAL TRUST HASSOCK LANE RECREATION SITE

Cllr K. Stevenson reported on an informal meeting held 8th July 2014 and site visit held on the Hassock Lane recreation ground, attended by himself and the Clerk. The contractor invited failed to attend. A site inspection was carried out and the following concerns were raised:-

a) Access onto the site from a busy 40 mph road Hassock Lane
b) Narrow and steep entrance onto the site for vehicular parking area to be formed
c) Hedge obscuring the site from the road which could encourage anti-social activities if a car park area was installed.
d) All weather pitch for football could endanger young people if the ball was kicked over the hedge onto a busy main road.
e) The sloping contour of the site required levelling.
f) Concerns with travellers encroaching onto the site if the gate was not monitored. This would incur costs if the gate required securing each evening.
g) Lighting of the site could create problems as the only available light was borrowed from street lamps.
h) A fairly isolated site with no properties overlooking although adjacent to the site.
i) The cost to develop the site could prove high.

An alternative option was to consider the Pit Lane recreation area for development of a play area for young people.
The site was well used by a football club and footfall past the site was frequent. There were no apparent parking issues although access to the site by vehicle was limited due to restrictions on Pit Lane.

RESOLVED:-

i. The information noted.
ii. That the Pit Lane site to be inspected by Officer from Amber Valley Borough Council to receive recommendations.
iii. That if the site was suitable for development, an option for timber installations to be considered.
iv. That quotation for suitable entrance gate/accessway to be sought for Pit Lane recreation ground.
v. That Derbyshire Environmental Trust be requested to consider an option to relocate the proposals to Pit Lane.
vi. That the football club to be advised of the situation.

60/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

a) Circular 12/2014 Information on the AGM of DALC to take place on Willersley Castle Hotel, Cromford on Tuesday 9th September 2014 2 until 4 p.m.
b) Circular 13/2014 Information of the election of President for DALC at the above AGM.
c) Circular 14/2014 Training; Community Development Foundation; CPRE Local Authority survey about lighting; Sustainable Communities Act 2007.
d) Circular 15/2014 Governance and Accountability for Local Councils; Rural Housing Policy Review; Local Economy; Pensions; Electoral Registration; Localism; Vitalise.
e) Circular 16/2014 Re-location of DALC; Sustainable Communities Act; Village Shops outperform supermarkets; vacancies.

That the information noted.


61/2015 LODGE LIAISON MEETING

Apologies received from Cllr G. MacDonald for attendance to the meeting scheduled for 21st July 2014.

62/2015 SHIPLEY LAKESIDE DEVELOPMENT PROPOSALS

No reports to date.

63/2015 PLANNING MATTERS

No applications received.

64/2015 FINANCIAL REPORT

The following reports received:-

i. Payment of cheques from 24th June to 22nd July 2014 received as per attached schedule.
ii. Notice of submission of accounts for the year ending 31st March 2014 to Grant Thornton confirmed.
iii. Quotation of 450 received for refurbishment of the parish noticeboards.

RESOLVED:-

a) That cheques in (i) above approved in the total gross sum of 347.03 for July 2014 as attached.
b) Submission of end of year accounts for the period 2013 2014 noted.
c) With reference to (iii) additional quotations awaited.

65/2015 UPDATING OF WEBSITE

It was reported updates for the site were outstanding.

RESOLVED:-

That the matter referred to the next meeting for update. Confirmation Cllr Mrs. V. Trevan and the Clerk had met with DTX to discuss update of the site.




66/2015 PARISH COUNCIL NEWSLETTER JUNE 2014

Draft proofs of the newsletter were inspected and approved for printing.

RESOLVED:-

a) That the information noted.
b) Agreed to edit the magazine with removal of some planning information and replace with articles and poems provided by Michael House School.

67/2015 SHIPLEY PARISH ROOM TRUST

No report.

68/2015 COMMEMORATIONS TO MARK THE OCCASION OF THE FIRST WORLD WAR PROJECT AT THE VILLAGE GREEN, THE FIELD AND
AT THE SHIPLEY PARISH ROOMS.

It was reported a meeting had been held on the 18th July 2014 with John Holmes representing Shipley Country Park, representatives from the Parish Council and Borough Councillor R. Iliffe.

A discussion was held regarding the proposals for development of the village green with seat and tree planting, subject to approval through the Local Authorities and Shipley Country Park. Additional information was required before Shipley Parish Room Trust could consider installation of commemorative plaques on the building, which was protected under Grade II listing; concern over theft of brass plaques was voiced and it was considered acrylic plaques may prove more suitable, subject to agreement of the Trust.

Safety measures to control traffic speeds reported for The Field and lane leading to Marlpool.

Material for the type of seat which could be installed was discussed including metal and timber.

Historical information could be provided through the Parish Council website.

RESOLVED:-

a) That Cllr A. Stevenson requested to provide additional information regarding materials to be used for the plaques and the planning requirements, if any, to facilitate the initiative, if approved by the Parish Council and Trust.
b) Quotations for suitable seats to be sought.
c) Further update at the next Council meeting.






69/2015 ALLOTMENTS REPORT

Update from Councillor K. Stevenson received. A meeting had been held with allotment holders on the 15th July 2014:-
a) All tenancy agreements had been signed and rents paid.
b) Security of the site discussed with regard to the entrance gates to the site.
c) Provision of water for the site which it was agreed by tenants would be an asset for the gardens. Advice had been sought from Nottingham branch of the National Allotment Holders Association. The meeting noted the cost of installation would require confirmation following site inspection as a drainage service was not required.
d) Removal of the asbestos garage due to take place.
e) Update on notice served to tenant with overgrown garden. Notices publicising the vacancy on website and noticeboards.

RESOLVED:-

i. That the report received and approved.
ii. With reference to (c) that endorsement of earmarked reserve of 1200 for the installation of water onto the site, with 113.00 approved for the initial site inspection to be carried out by the Water Authority.

70/2015 DERBYSHIRE COUNTY COUNCIL STREET LIGHTING INFORMATION

Street Lighting Policy Derbyshire County Council

The meeting considered proposals to reduce street lighting during the period of 12 midnight until 5.30 a.m. at The Field, Shipley and The Maples off Hardy Barn, Shipley. RESOLVED:-

No objections raised to the proposals, which had been publicised on the Parish noticeboards and website.


71/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting of the Parish Council to take place on Tuesday 23rd September 2014 commencing at 7.00 p.m. in the Shipley Parish Rooms.
