MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 24th JUNE 2014

THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

28/2015 APOLOGIES

The meeting received apologies from Councillors Chairman G. MacDonald (annual leave), A. Stevenson & Mrs. V. Trevan (annual leave). Apologies also received from Amber Valley Borough Council Member R. Iliffe & Derbyshire Constabulary P.C. Sarah Allcock.

RESOLVED:-

The apologies received and accepted.

29/2015 DECLARATIONS OF INTERESTS

Councillor Mrs. A. Marriott declared a personal interest in agenda item 17 – photographic competition. The Member left the meeting room during discussion and voting on the matter.

30/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Mr. D. Hollingsworth addressed the meeting regarding update on repairs to bridge on The Field, pruning of trees at The Field around lamp standard. Mr. Hollingsworth extended a welcome to Councillor Keith Stevenson following his recent co-option and appreciation to Cllr A. Stevenson for his dedication to the parish as a Borough representative.
b) Speeding vehicles noted around The Field. The matter to be reported to Derbyshire Constabulary. Cllr K. Stevenson supported the complaint and advised no speed restriction signs evident on the lane from Marlpool into The Field. Quad bikes also use the lane.
c) Mr. Harris raised concerns with regard to the planning application on the former American Adventure site. The resident reported he attempted to purchase the site in January 2007 to provide a fishing lake syndicate. Noted the bid was unsuccessful.

RESOLVED:-

i. The information noted.
ii. An update on the bridge would be available at the next attendance of County Councillor Paul Jones.

31/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report.
Flytipping reported on The Field. The Clerk to report to the Borough Council.
(b) Borough Councillor Richard Iliffe No report.

32/2015 COUNTY COUNCIL REPORT

County Councillor Paul Jones

A report on the following matters was received:-
a) Former American Adventure site. Query raised as to when the original covenant on the site was removed. Noted if a planning application fails to be submitted by Waystone Developments Limited, then the site would revert back to Derbyshire County Council.
b) Noted temporary library at Heanor opened on Ray Street, Heanor. Approximate date for new library to open April 2015.
c) Heanor Hospital update. Public meeting held 29th May 2015. A full consultation would take place with the public commencing July 2014. The original building would be deconstructed. An extension to the car parking facilities at Ilkeston Hospital update. Minor injuries facility would be preferable, as would be retention of patients clinics.
d) Old Fire Station building to accommodate phlebotomy facility.
e) Florence Shipley Home due to open May 2015. Original residents would have the first option to return. Currently beds available in local Heanor and Ilkeston facilities.
f) Derbyshire County Council consultations underway on proposed reductions in adult care and mobile library.
g) Amber Valley Borough Council – update on Amber Valley Core Strategy. Inadequate allocation of housing submitted to Inspector; additional sites to be identified subject to consultation. Sites will be considered by the Borough Council after September 2014.

33/2015 POLICE MATTERS

A written report was received. A road speedwatch would take place over the next two months.
Sergeant Ian Stephenson was now in charge of the Heanor Section of Derbyshire Constabulary.

34/2015 MINUTES

The following Minutes were received for consideration of adoption:-

a) Annual Parish Council Meeting 27th May 2014.

RESOLVED:-

That the above Minutes of the Parish Council Meetings approved. The Chairman, on behalf of the Parish Council, signed copies as a record of the proceedings of the meetings.

35/2015 SHIPLEY LAKESIDE DEVELOPMENT

RESOLVED:-

An additional meeting would be organised to consider a revised application on the site.

36/2015 DERBYSHIRE ENVIRONMENTAL TRUST – HASSOCK LANE RECREATION SITE

The Chairman reported the next meeting was scheduled to take place on the 21st July 2014. Information regarding proposals to improve the Hassock Lane recreation ground noted. Cllr Marriott agreed to seek out the original application submitted to the organisation for reference.

Vice Chairman reported on meeting held 7th June 2014 attended by Chairman, Vice Chairman, Councillor K. Stevenson and Clerk to discuss application to Derbyshire Environmental Trust for development of the site.

Repair to timber gatepost at Playing field off Pit Lane. One quotation received in the sum of £450.00.

RESOLVED:-

a) That the information noted.
b) A design for the park to be considered at the next Council meeting.
c) Additional quotations to be sought for the gate repair to Pit Lane site following inspection of gates around the Shipley Park area.

37/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

Circular 10/2014 keeping of documents
Circular 11/2014 DALC website; financial regulations training; protocol on the recording and filming of Council and Committee meetings; vacancies.

RESOLVED:-

That the information noted.

38/2015 ROAD SAFETY MEASURES AT THE FIELD, SHIPLEY

It was reported a meeting had been organised to take place on 18th July 2014 with representative from Shipley Country Park to be attended by representatives from the Borough and County Council to discuss the safety requirements for the lane from The Field to Marlpool through the park.

RESOLVED:-

That Members of the Parish Council to attend, subject to availability; Borough and County Council representatives to be made aware of the particulars.

39/2015 PLANNING MATTERS

Borough Council Members’ update on application for Shipley Hall Nursing Home, The Field, Shipley AVA/2014/0071 – conversion of existing outbuildings into day care centre for people with severe sensory and physical disabilities and erection of new residential centre for people with severe sensory and physical disabilities, plus alterations to existing access point. Considered by the Amber Valley Borough Council Planning Board 16th June 2014.

RESOLVED:-

That the information noted. No objections had been raised by the Parish Council.

40/2015 FINANCIAL REPORT

The following reports received:-

i. Payment of cheques from 1st April 2014 to 24th June 2014 information received.
ii. Notice of submission of accounts for the year ending 31st March 2014 to Grant Thornton confirmed.
iii. Quotation of £450 received for refurbishment of the parish noticeboards.


RESOLVED:-

a) That cheques in (i) above approved in the total gross sum of £450.40 for June 2014 as attached.
b) That total expenditure from April 2014 to 24th June 2014 inclusive total £2333.32 cheque numbers 100755 to 100769 as per attached schedule.
c) Submission of end of year accounts for the period 2013 – 2014 noted.
d) With reference to (iii) additional quotations awaited.

41/2015 UPDATING OF WEBSITE

RESOLVED:-

That the matter referred to the next meeting for update. Confirmation Cllr Mrs. V. Trevan and the Clerk had met with DTX to discuss update of the site.

42/2015 PHOTOGRAPHIC COMPETITION

The meeting inspected entries from two residents, Mrs. A. Marriott and Mr. N. Smith.

RESOLVED:-

The winning entry of a view from Shipley over towards the Eastwood/Newthorpe area declared the winning entry by Mrs. A. Marriott.

43/2015 PARISH COUNCIL NEWSLETTER JUNE 2014

It was reported material for the newsletter had been submitted to the printers George & Co on Monday 9th June 2014. Members inspected copies of the items submitted.

That the information noted.

44/2015 SHIPLEY PARISH ROOM TRUST

Councillor Mrs. Marriott reported on the following matters:-

a) Faulty door lock reported. Alarm issues due to fault with contact. Discussion of camera facility for security.
b) Update received on recent meeting held.

45/2015 STREET LIGHTING CONSULTATION – NIGHT LIGHTING

It was reported a letter had been received from Derbyshire County Council advising that due to budget pressures, one service under consideration of amendment was street lighting. Consultation on the changes to the street lighting maintenance policy was underway. Shipley may be affected; a consultation was online on the County Council website from 16th June 2014 until 8th August 2014.

RESOLVED:-

That the information is publicised and placed on the next Council agenda.

46/2015 MINISTRY OF DEFENCE – ARMED FORCES DAY SATURDAY 28TH JUNE 2014

Local organisations and authorities encouraged to fly the flag hoisting on the 23rd June 2014 and flying for the week.

RESOLVED:-

That the information noted.

47/2015 COMMEMORATIONS TO MARK THE OCCASION OF THE FIRST WORLD WAR – PROJECT AT THE VILLAGE GREEN, THE FIELD AND
AT THE SHIPLEY PARISH ROOMS.

The Shipley Parish Room Trust had considered an application for installation of commemorative plaques on the exterior of the building. The Trust raised questions including if the plaques were of brass construction, would this encourage vandalism/theft, responsibility for cleaning, size and number, could they be installed within the building, would planning permission be required.

A meeting had been organised for the 18th July 2014 for discussion with Mr. John Holmes of Shipley Country Park Centre for the installation of a commemorative bench and tree on the village green.

RESOLVED:-

a) That parishioners consulted within the newsletter to seek views.
b) The Council re-affirmed its decision against a stone plinth commemoration within the parish.

48/2015 EXCLUSION OF PUBLIC ORDER

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.


49/2015 ALLOTMENTS REPORT

a) Update from Councillor K. Stevenson – confirmation seven plots providing gardens for tenants. It was noted one garden remained untended.
b) Agreement for rental of plots from 1st April 2014 – a model copy of the National Association of Allotment Holders Gardens received for circulation to tenants.
c) To consider water supply installation to the site. Cllr Stevenson updated on the procedure to seek installation of water onto the site through the Water Authority.
d) To endorse cost of removal of the asbestos garage at a cost of £200.00.
e) Photographs of the site were received.

RESOLVED:-

i. That the report received and approved.
ii. That notice to terminate tenancy agreement served on tenant who had not tended the plot (reference a).
iii. With reference to © that enquiries to be pursued.
iv. With reference to (d) costs approved in the maximum sum of £200.00.

50/2015 ITEMS FOR FORTHCOMING AGENDA

The next meeting of the Parish Council to take place on Tuesday 22nd July 2014 commencing at 7.00 p.m. in the Shipley Parish Rooms.
