HELD

TUESDAY 27th MAY 2014

THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Also in attendance: Amber Valley Borough Councillor Richard Iliffe and three members of the public.

01/2015 ELECTION OF CHAIRMAN FOR THE YEAR 2014 2015

RESOLVED:-

That Councillor G. MacDonald elected as Chairman for the ensuing year 2014 2015.

02/2015 DECLARATION OF ACCEPTANCE OF OFFICE BY THE CHAIRMAN

Recorded the Chairman, Cllr G. MacDonald, signed the Acceptance of Office.


On behalf of the Council, the Chairman extended congratulations on a successful election to County Councillor Paul Jones representing Derbyshire County Council.

03/2015 ELECTION OF VICE-CHAIRMAN FOR THE YEAR 2014 2015

RESOLVED:-

That Councillor Dr. C. Perko elected as Vice-Chairman for the ensuing year 2014 2015.

4/2015 DECLARATION OF ACCEPTANCE OF OFFICE BY THE VICE-CHAIRMAN

Recorded the Vice-Chairman, Cllr Dr. C. Perko, signed the Acceptance of Office.




5/2015 APOLOGIES

The meeting received apologies from Councillor Mrs. A. Marriott and Derbyshire Constabulary.

RESOLVED:-

The apologies received and accepted.

06/2015 DECLARATIONS OF INTERESTS

None received.

NON-EXEMPT BUSINESS

07/2015 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Mr. D. Hollingsworth addressed the meeting regarding update on repairs to bridge on The Field, pruning of trees at The Field around lamp standard. Mr. Hollingsworth extended a welcome to Councillor Keith Stevenson following his recent co-option and appreciation to Cllr A. Stevenson for his dedication to the parish as a Borough representative.
b) Speeding vehicles noted around The Field. The matter to be reported to Derbyshire Constabulary. Cllr K. Stevenson supported the complaint and advised no speed restriction signs evident on the lane from Marlpool into The Field. Quad bikes also use the lane.

RESOLVED:-

i. The information noted.
ii. An update on the bridge would be available at the next attendance of County Councillor Paul Jones.

08/2015 BOROUGH COUNCIL REPORTS

(a) Borough Councillor Alex Stevenson No report
(b) Borough Councillor Richard Iliffe The Chairman, on behalf of the Parish Council, congratulated Councillor Iliffe on his recent election to represent the parish on the Amber Valley Borough Council.

9/2015 COUNTY COUNCIL REPORT

No report.


10/2015 POLICE MATTERS

Apologies received from P.C.S.O. 3873 Vicky Hill.

A written report noted from P.C. 2303 Sarah Allcock advising P.C.S.O. Vicky Hill had moved to a new role. There was no dedicated Officer to the Shipley area. Officers from the Heanor area would continue to patrol the parish. Officers would attend meetings when available. Queries or concerns to be forwarded to P.C. Allcock or P.C. Dan Quick on 101 or sarah.allcock.2303@derbyshire.pnn.police.uk

11/2015 MINUTES

The following Minutes were received for consideration of adoption:-

RESOLVED:-

That the above Minutes of the Parish Council Meetings approved. The Chairman, on behalf of the Parish Council, signed copies as a record of the proceedings of the meetings.

The meeting noted the date for the 26th May 2015 meeting may require amendment when confirmation of the Parish and Borough Council election dates received due to the Annual Parish Council meeting following election required to be held within 14 days of election date.

RESOLVED:-

a) That the information noted and approved.
b) That the date for the May 2015 to be considered at the next Council meeting.

13/2015 TO CONSIDER APPOINTMENT OF REPRESENTATIVES TO OUTSIDE BODIES FOR THE PERIOD 2014 2015

RESOLVED-

That the following representatives approved for the period 2014 2015:-

a) Lodge House Liaison Meeting Chairman Cllr G. MacDonald
b) Derbyshire County Council Liaison
Meeting for Town & Parish Councils No appointment
Allotments Representative Cllr Keith Stevenson

14/2015 SHIPLEY LAKESIDE DEVELOPMENT

The Chairman updated the meeting on the Amber Valley Borough Council Planning Committee meeting which considered the application for the above site, which was refused on the grounds of insufficient information.

The Chairman, on behalf of the Parish Council, extended a formal record of appreciation to Mr. Stefan Kruczkowski for his valued representation on behalf of the Parish Council at the planning meeting.

RESOLVED:-

That a planning meeting to be organised in due course to discuss a forward plan for the site, pending further planning applications.

Councillor Mrs. Val Trevan recorded her attendance to the above Borough Council planning board meeting and submitted a request to seek confirmation if the site would be considered for public access to the lakeside at some future date, subject to environmental works.

The Chairman confirmed plans of previous schemes for the site included a golf course and that a natural spring existed on the site.

15/2015 DERBYSHIRE ENVIRONMENTAL TRUST

The Chairman reported on his attendance to the last meeting of the Trust which was held on the 28th April 2014.
The application for funding amendment was deferred by the Trust pending further information, which would be required no later than 21st July 2014.

Plans of Hassock Lane recreation ground proposals had been received from Amber Valley Borough Council, showing proposal for play area, car parking and football surface area with multi-user matting.


RESOLVED:-

a) That the information noted.
b) It was agreed an informal meeting would take place to discuss the development of the Hassock Lane site with sub-committee comprising Chairman, Vice Chairman and Councillors A. Stevenson & K. Stevenson. A bid to be prepared for submission to the DET.

16/2015 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

That the information noted.

17/2015 PLANNING MATTERS

No reports.

18/2015 FINANCIAL REPORT

The following reports received:-

a) To consider adoption of accounts for the year ending 31st March 2014 as previously circulated.
b) To confirm accounts for the year end 31st March 2014 completed by Internal Auditor Mr. B. Wood 28th April 2014.
c) It was reported the cheques in the sum of 898 made payable to two charities, which were unpresented would be included within the cash balance of the Parish Council account, subject to application from the charities concerned.
d) To approve submission of the end of year accounts for the period to 31st March 2014 to Grant Thornton for the purpose of completion of the External Audit.
e) To approve risk assessment for the Parish Council for the period 1st April 2014 to 31st March 2015.
f) To receive cheques for payment for the period 22nd April 2014 to 27th May 2014 in the sum of 1625.08 gross represented by cheque numbers 100755 to 100765.
g) Parish Council insurance quotations considered as follows (1) Came & Co in the sum of 507.00 per annum or 481.65 for a three year fixed charge.

RESOLVED:-

i. That cheques in (f) above approved in the total gross sum of 1625.08 as attached.
ii. That the end of year accounts for the year ending 31st March 2014 formally adopted as previously circulated as attached.
iii. Approved Annual Audit Statement and completion of internal audit by Mr. B. Wood for the period end of year accounts to 31st March 2014 as attached.
iv. Approved submission of end of year accounts 2013 2014 to External Auditor Grant Thornton.
v. With reference to (c) above action approved by the Council.
vi. Insurance policy agreed through Came & Co at the annual fee of 507.00 effective from 1st June 2014.

19/2015 ENVIRONMENTAL REPORTS

a) Playing Field Quotation received in the sum of 450 from Mr. P. Marriott to install pedestrian gate and repair metal gate with locking system.
b) Hassock Lane Recreation Ground Maintenance Summer 2014 consideration given to mowing of the playing field and hedge maintenance of the same site.

RESOLVED:-

i. With reference to (a) above that additional quotations sought
ii. That Mr. A. Steeples appointed to maintain the site for 2014.

20/2015 ALLOTMENTS REPORT

Councillor K. Stevenson reported on the progress at the allotment site. A recent meeting of the allotment tenants had been organised. A request for installation of water supply to the site noted. Estimates in the region of 1200 for the facility. A fee for the standing charge and connection cost to be confirmed by Cllr K. Stevenson on receipt.
Clearance of the site continued with the two skips recently installed having been filled with debris from the site.

The asbestos garage which remained on the site required removal with an estimate of 200 through delivery of the material to Ward Recycling. Cllr Stevenson had the expertise to deal with this matter.

RESOLVED:-

a) That the Parish Council in principle supported installation of a water supply to the site. The Council appointed the Chairman, Vice Chairman and Cllr Stevenson to seek quotations from Severn Trent Water and endorse the installation subject to a budget maximum of 1,200.00.
b) The installation of (a) above was conditional upon tenants accepting the water charges generated from an installation would be met by tenants on the site on a shared basis. This cost would be in addition to the annual site rental, when agreed.
c) That the Parish Council meet the cost of 200 to ensure the safe removal of the asbestos garage from the allotment site, courtesy of Councillor K. Stevenson.
d) Cllr K. Stevenson had presented an article on the development of the site for the newsletter.







21/2015 SHIPLEY PARISH ROOM TRUST


No report available due to the absence of Councillor Mrs. A. Marriott. The Clerk reported from email information on behalf of Cllr Marriott. The application submitted to DCT was unsuccessful for redecoration and floor renovation.

RESOLVED:-

That the information noted.

22/2015 COMMEMORATION OF THE WORLD WARS

The Chairman reported on options presented to the Parish Council to commemorate the loss of lives suffered by the parish during the World Wars.

The following options were considered:-

a) Plinth as the Shipley Parish Room Trust
b) Plaques on the Shipley Parish Room Trust exterior wall at the front of the building
c) Commemorative seat on the village green area next to the allotment site plus tree planting. It was considered this may re-establish the site as the Village Green.
d) To name the allotment site as a Memorial Allotment Garden
e) That a dedication service to be organised to mark the occasion with an invitation extended to the Mayor of Amber Valley and the Reverend from Cotmanhay Church.
f) Request through the W.I to provide cream teas. Ideally, an event would be organised for Saturday 2nd August 2014.
g) Tracing of relations of the lost soldiers to be considered through publication.
h) Quotations for hardwood seat at the site to be sought.

Councillor A Stevenson reported on the War Graves Commission and Lottery funding of up to 10,000.

RESOLVED:-

That the option (b) and (c) approved for a memorial seat and plaques on the Shipley Parish Room Trust building, subject to approval of the Shipley Parish Room Trust. Noted the seat would require fixing points and some slabbing/kerbing.
That further information and request for consideration to be sought from Mr. J. Holmes at Shipley Country Park for the installation of seat and tree at the village green site.

23/2014 PARISH COUNCIL WEBSITE

Councillor Mrs. V. Trevan reported a meeting was to be organised to include the Clerk and DTX.

RESOLVED:-

That the report noted.

24/2015 PARISH COUNCIL PHOTOGRAPHIC COMPETITION

RESOLVED:-

Defer to the next meeting.

25/2015 PARISH COUNCIL NEWSLETTER 2014

A request for articles to be submitted before the 31st May 2014 noted.

26/2015 STANDING ORDERS AND FINANCIAL REGULATIONS 2014

RESOLVED:-

That the information to be received for consideration at the next meeting.

27/2015 DATE AND TIME OF NEXT MEETING

RESOLVED:-

The next meeting of the Parish Council to take place on Tuesday 24th June 2014 commencing at 7.00 pm. in the Parish Room, The Field, Shipley.

There being no further business, the Chairman closed the meeting at 9.08 p.m.
