Minutes of the Parish Council Meeting held
Tuesday 25th February 2014
Held at the Shipley Parish Rooms, The Field, Shipley
Commencing at 7.00 p.m.


In Attendance:-

Councillor G. MacDonald (Chairman)
Councillors Mrs. M. Jackson, Dr. C. Perko, A. Stevenson, Mrs. V. Trevan & D. Wood.

Also in attendance:

Members of public Mr. D. Hollingsworth, Mr. K. Stevenson, Mr. N. Smith, Mrs. T. Skelton, S. Kruczkowski and Mr. M. Medgyesy.

124/2014 APOLOGIES

The meeting received apologies from Councillor Mrs. A. Marriott, Derbyshire County Councillor Paul Jones and Derbyshire Constabulary Officer P.C.S.O. Vicky Hill.

RESOLVED:-

The apologies received and accepted.

125/2014 DECLARATIONS OF INTERESTS

None received.

126/2014 MINUTES

RESOLVED:-

That the Minutes of the meeting held Tuesday 28th January 2014 approved. The document was duly signed by the Chairman on behalf of the Parish Council as an accurate record of proceedings.

127/2014 PUBLIC PARTICIPATION

a) Mr. S. Kruczkowski addressed the meeting with regard to proposals for development of the Lakeside off Pit Lane. The resident offered his expertise in the field of design and environment to the Council. A discussion was held on the potential ideals for development of the site including request through developers/planners for inclusion of tree lined streets, feathering of a development, design and quantity. With reference to design, raise request for referral to Design Review Panel at Amber Valley. Noted the existing objection against any form of development on the site submitted to the Borough Council. The Chairman, on behalf of the Parish Council thanked Mr. Kruczkowski for his informative address and advised the Council would consider the offer made.
b) Mr. D. Hollingsworth reported on drainage on Hardy Barn and request for copy of Mineral rights for Derby & Derbyshire noted. Mr. Hollingsworth reported on his attendance to the meeting regarding Heanor Hospital.

128/2014 BOROUGH COUNCIL REPORT

No report.

129/2014 COUNTY COUNCIL REPORT

Apologies for absence received from County Councillor Paul Jones.

130/2014 POLICE MATTERS

P.C.S.O. Vicky Hill had submitted apologies for absence.

131/2014 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

DALC Circular 03/2014 previously circulated to Councillors. Training information for Chairman, Councillors and Clerk.

RESOLVED:-

That the information received.





132/2014 HASSOCK LANE RECREATIONAL AREA

(a) Meeting arranged for Members of the Council to meet on site with Amber Valley Borough Council Landscape representative Mr. R. Hodgkinson to discuss the play equipment insitu and recommendations for replacement (subject to funding) for Friday 28th February 2014. Noted.
(b) Funding update. No report.
(c) The Parish Council advised a planning application required for inclusion of hard standing space on the site/improvements to entrance. Noted.
(d) To consider relocation of Parish noticeboard from Hassock Lane to Pit Lane which would be subject to a planning application. Noted.

RESOLVED:-

That the above information noted.

133/2014 PARISH NOTICEBOARD AT HASSOCK LANE

The Chairman reported on the positioning of the noticeboard adjacent to the recreation ground on Hassock Lane. Noted the difficult area for parking to maintain the board and number of residents viewing the board.

RESOLVED:-

That the board would be more suitably placed at the entrance to Pit Lane where many residents walked into the park or parked their vehicles in the Pit Lane area. The Clerk reported the board would require planning approval and a cat scan if the installation was on the pavement area.

Agreed the sites would be inspected on 28th February 2014 after meeting and inspection of recreation ground.

134/2014 TO CONSIDER NEWSLETTER FOR DISTRIBUTION

It was reported the Newsletter distributed over the Christmas 2013 period had been well received with support to continue the initiative.

A quotation had been received to print 400 colour 12 page newsletter from George & Co of Amber Drive, Langley Mill for the sum of 240.00.

RESOLVED:-

That the initiative approved with newsletter twice early (June and Christmas periods).
That an 8 page newsletter approved with requests to local businesses to be circulated to include advertisements within the newsletter. Cllr A. Stevenson agreed to carry out the consultation with local businesses.

135/2014 LODGE SITE LIAISON MEETING UPDATE

The next meeting was scheduled to take place on Monday 28th April 2014. Applications for funding requested one month prior to this date.

RESOLVED:-

Noted.

136/2014 FINANCIAL REPORT

Payment of accounts from 28th January 2014 to 25th February 2014 reference cheque numbers 100746 to 100749 to 100745 in the gross total of 408.23 as per attached schedule.

RESOLVED:-

That payments approved as above in the sum of 408.23.

137/2014 ALLOTMENTS REPORT

The Chairman reported no site visit had taken place to date.

RESOLVED:-

That a meeting organised for Saturday 22nd March 2014 commening a 10 a.m. at the Shipley Parish Rooms to which all parties interested in the allotment site invited to attend.
That the Clerk contact Mr. A. Steeples with regard to carrying out quotation to cut hedging on the site.
That the tenant of the plot within the site of attachment to the Local Authority (undefined) to be invited to attend meeting.

138/2014 ENVIRONMENTAL MATTERS

a) Security of Pit Lane recommendation for quotations to install pedestrian access gate and furniture to football field gate.
b) Snow Warden Scheme No inclement weather conditions to date.

RESOLVED:-

i. That the information noted.
ii. That a pedestrian self-closing gate to be installed at the site. Quotations to be sought from DWT, Mr. P. Marriott and Mr. A. Steeples.
iii. That furniture required to secure the football field gate. Quotations to be sought.

139/2014 PARISH BUS SHELTERS

It was reported an inspection by Shelter Maintenance had been carried out on the parish bus shelters following report of damage to shelters on Hassock Lane.



RESOLVED:-

a) That the report prepared by Shelter Maintenance on the shelters noted.
b) That the shelter on Hassock Lane near to Pit Lane removed in the interests of safety due to its leaning position.
c) That a quotation sought for the repair, staining and vegetation clearance of the shelter on Hassock Lane adjacent to The Field.
d) That a consultation process to be carried out within the next newsletter with regard to the benefits of replacing shelter at Hassock Lane.

140/2014 PARISH COUNCIL WEBSITE

Councillor Mrs. V. Trevan reported she was undertaking revamp of the website home page. Cllr Mrs. Jackson reported the reason for the Shipley W.I. not to proceed with the additional page on the website was due to the fact all information provided by the W.I. was already under circulation.

RESOLVED:-

That the report noted.

141/2014 PLANNING APPLICATIONS


AVA/2014/0071 Shipley Hall Nursing Home

Conversion of existing outbuildings into day care centre for people with severe sensory and physical disabilities and erection of new residential centre for people with severe sensory and physical disabilities, plus alterations to existing access point.

RESOLVED:-

No objections.

142/2014 SHIPLEY PARISH ROOM TRUST


No report due to the absence of Cllr Mrs. A. Marriott.

143/2014 ANNUAL PHOTOGRAPHIC COMPETITION 2014

RESOLVED:-

Entries to be received on or before the closing date agreed at 31st March 2014.





144/2014 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.

145/2014 PARISH COUNCIL VACANCY FOR CO-OPTION

The Chairman invited Mrs. T. Skelton and Mr. K. Stevenson to address the Council in exclusion and separately.
Mr. R. Iliffe and Mr. P. Poulter had withdrawn their applications prior to the commencement of the meeting.

The Chairman thanked both attendees for their informative addresses.

RESOLVED:-

a) That Mr. K. Stevenson of 6 The Field, Shipley duly co-opted to represent the Parish Council as a Member.
b) That appreciation and thanks for attendance to be extended to Mrs. T. Skelton.
c) The Council hoped Mrs. Skelton would continue her involvement in community matters as a current member of the Shipley Parish Room Trust. Her particulars to remain on file to advise of future vacancies.

146/2014 STAFF ANNUAL INCREMENT NALC 2013 2014

It was noted the National Association of Local Councils had presented recommendations for the annual increase of Clerks on a Spinal Column Point Scale. The Clerk was currently on Scale 22.

RESOLVED-

That the increase implemented as above.

147/2014 DATE AND TIME OF NEXT MEETING

RESOLVED:-

The next meeting of the Parish Council to take place on Tuesday 25th March 2014 commencing at 7.00 pm. in the Parish Room, The Field, Shipley.

To consider memorial for parishioners who lost their lives protecting the country in the World Wars. Information to be provided in the next Parish Council newsletter.


There being no further business, the Chairman closed the meeting at 8.45 p.m.
