Parish Council Meeting
Minutes of the Parish Council Meeting held
Tuesday 26th November 2013
Held at the Shipley Parish Rooms, The Field, Shipley
Commencing at 7.00 p.m.


In Attendance:-

Councillor G. MacDonald (Chairman)
Councillors Mrs. M. Jackson, Dr. C. Perko, A. Stevenson (Borough & Parish) & Mrs. V. Trevan.

Also in attendance:

Derbyshire County Council representative Cllr. Paul Jones, members of public Mr. D. Hollingsworth, Mr. & Mrs. Stevenson.

82/2014 APOLOGIES

The meeting received apologies from Councillors Mrs. A. Marriott (work commitments) & D. Wood (family illness).

Apologies were also received from Derbyshire Constabulary Officer P.C.S.O. Vicky Hill 3873.

RESOLVED:-

The apologies received and accepted.

83/2014 DECLARATIONS OF INTERESTS

None received.





NON-EXEMPT BUSINESS



84/2014 MINUTES

RESOLVED:-

That the Minutes of the meeting held Tuesday 22nd October 2013 approved. The document was duly signed by the Chairman on behalf of the Parish Council as an accurate record of proceedings.

85/2014 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

i. Mr. Hollingsworth queried when repairs to bridge would be completed. The Chairman advised Derbyshire County Council was aware of the situation.
ii. The Chairman, on behalf of the Parish Council, welcomed new residents to the parish, Mr. & Mrs. Stevenson.

86/2014 BOROUGH COUNCIL REPORT

No report.

RESOLVED:-

Cllr Stevenson to seek information from Amber Valley Borough Council regarding status of allotment gardens at The Field, Shipley.

87/2014 COUNTY COUNCIL REPORT

Derbyshire County Councillor Paul Jones reported on the following matters:-

i. Consultation underway on Local Plan which would be referred to Amber Valley Borough Council in early 2014.
ii. Request for information on bridge on The Field which required attention. Clerk to forward further details.
iii. Report on recent press reports on mineral rights claims by the Duke of Rutland in the Ilkeston area. The Chairman reported the matter would require planning permission. Further information to be sought and letter to be sent to Planning Authority; copy to Cllr Jones.
iv. Cllr Jones reported Derbyshire County Council had no record of management of allotment garden at The Field, Shipley. Further queries to be made with County Council.
v. Update on Waystones application for American Adventure site. Noted that due to the large number of objections received by the Planning Authority, the consultation had been extended with referral to Planning Board expected January 2014. Re-submission of plans due 17th February 2014 at Amber Valley Borough Planning Board.

88/2014 POLICE MATTERS

P.C.S.O. Vicky Hill had submitted apologies for absence on behalf of Derbyshire Constabulary.

RESOLVED:-

The Chairman, on behalf of the Parish Council, thanked members of the public and County Councillor Paul Jones for their address and informative reports.

89/2014 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

(i) Circular 20/2013 Revised Model Standing Orders; revised Legal Topic Notes; NALC Policy Consultation; vacancies
(ii) Circular 21/2013 December drop-in surgery Wednesday 4th December 2013 at Wirksworth; Erewash physical activities survey; Localised Council Tax Support Arrangements; Sustainable Communities Act; Good Neighbour Schemes.

RESOLVED:-

That the information received.

90/2014 HASSOCK LANE RECREATIONAL AREA

It was reported costs awaited from Amber Valley Borough Council to update the recreational area in accordance with the report provided following inspection of the site in June 2013.

RESOLVED:-

a) Noted the proposed newsletter would consult with the community for proposals for site.
b) The Chairman reported on the tight deadline for submission of plans in accordance with grant award conditions (DET).

91/2014 TO CONSIDER NEWSLETTER FOR DISTRIBUTION

It was reported a newsletter draft had been prepared courtesy of Councillor A. Stevenson for consideration by the Council. Following additions and amendments, it was proposed the newsletter to be distributed to all residences within the parish. Information for inclusion: festive lights, vacancy, Hassock Lane recreation ground and general contact details.

RESOLVED:-

That the initiative approved.




92/2014 LODGE SITE LIAISON MEETING UPDATE

It was reported the next meeting was scheduled to take place on Monday 27th January 2014, commencing at 5.30 p.m. at the Horsley woodhouse Church Hall.

County Councillor Paul Jones agreed to seek information from the Trust regarding attendance of Parish Council representative, Chairman Cllr G. MacDonald. The meeting noted £16,000 remained within the funding for distribution.

RESOLVED:-

Noted.

93/2014 FINANCIAL REPORT

a) Payment of accounts from 23rd October 2013 to 26th November 2013 reference cheque numbers 100737 to 100740 in the gross total of £250.15 as per attached schedule.
b) To endorse payment of Midway Fencing for the work carried out to allotment gardens and Pit Lane playing field in the sum of £1622.40 (nett) at £1946.40 gross as reported at the Parish Council meeting held 22nd October 2013.

RESOLVED:-

That payments approved in (a) and (b) above, subject to inspection of Pit Lane fencing by Chairman & Vice Chairman to take place Friday 29th November 2013.

94/2014 ALLOTMENTS REPORT

(i) General report. The Chairman & Vice Chairman provided a verbal report. It was noted the hedge required attention to the allotment site. Residents Mr. & Mrs. Moloney to be advised when the work would be carried out. Rotavating on the plots also a consideration.
(ii) To note two applications for vacant plots on The Field, Shipley.
(iii) To consider review of the terms and conditions of tenancy (consultation with tenants) from April 2014.
(iv) To consider application from Mr. N. Smith regarding access and land usage at The Field.
(v) A general discussion of the Council recommended formation of an allotments committee to consider clearing and tidying of the plots, realignment, installation of water and occupation by residents within the parish a priority.

RESOLVED:-

a) That the Chairman & Vice Chairman appointed as Allotments Committee Members.
b) That applications considered after decision on the status, access and alignment of the existing plots.
c) That status of the site to be confirmed (Cllr Stevenson to seek information from Legal Section at AVBC).
d) That Mr. Steeples farmer requested to inspect the site and provide quotation for rotavating site and hedge cut.
e) That the terms and conditions of tenancy to be reviewed by the committee.
f) That a recommendation all the Council plots for rotavation and realigned with new terms and conditions of tenancy issued to tenants.
g) That plots within the gardens at The Field, Shipley to be prioritised for tenancy to Shipley residents.
h) No action with regard to application from Mr. N. Smith until further decisions made on the site.
i) That documents and information sought from previous Chairman on site.


95/2014 ENVIRONMENTAL MATTERS

a) Hassock Lane Recreational Site Dates to be agreed for meeting regarding Derbyshire Environmental Trust funding.
b) Security of Pit Lane Reports of gate at the site left insecure. The Clerk reported that correspondence had been forwarded to Remar regarding the issue; the organisation had confirmed in writing it was a responsible body and ensured the gate was left secure at all times by its workforce.
c) Snow Warden Scheme Noted an invitation to residents to join the scheme had been included within the newsletter for distribution to households. Cllr Stevenson reported two volunteers had come forward from the Shipley parish. Noted Smalley Parish Council had purchased an attachment for the gritting machine.

RESOLVED:-

That the information noted
That an application for funding towards gritting initiative to be submitted to Derbyshire Environmental Trust Fund.

96/2014 PARISH COUNCIL WEBSITE

Councillor Mrs. V. Trevan reported to Council on a recent meeting held with DTX the appointed Parish Council website management company. Cllr Trevan and the Clerk had met with the company representative and discussed development of the website, as follows:-

(a) Improved dynamic image
(b) Drop box to identify new additions
(c) Inclusion of page dedicated to Women’s Institute subject to agreement of cost from the organisation (£75 one off payment). The Clerk had agreed to input information onto the website on behalf of W.I.
(d) Improved photograph images for the site
(e) Booking form for Shipley Parish Room Trust (£25)
(f) Cost to Parish Council for improvement in the sum of £300.00

RESOLVED:-

That the costs of £300.00 agreed, subject to the agreement of W.I. and SPRT for its separate contributions.
Noted the Clerk had agreed to input information onto the website on behalf of the local organisations.




97/2014 PLANNING APPLICATIONS

Canal Bridge, Shipley Gate AVA/2013/0934 & 0949 Fitting of new steel railing on top of the existing stone and concrete parapets using bespoke brackets to prevent damage to the remaining original copings. Railing a bespoke design to take account of the bridge’s design as a horse boating accessible structure and:

Installation of parapet railings and brackets to existing bridge parapet walls to provide a safe height of edge protection for public use; installation of capstone on one pilaster.

RESOLVED:-

No objections.

98/2014 SHIPLEY PARISH ROOM TRUST

Councillor Mrs. A. Marriott had provided a written report. The Chairman reported the contents to the meeting:-

a) Central heating system had failed; the system had been repaired on the evening of the meeting 26th November 2013.
b) Lighting repaired above hall door.
c) Request for Derbyshire County Council to deal with tree which was eclipsing the light from street lamp.
d) Key holders for hall requested.

RESOLVED:-

That information received.

99/2014 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.

100/2014 PARISH COUNCIL VACANCY FOR CO-OPTION

The Chairman reported on the vacant seat which existed on the Parish Council for consideration of co-option.

RESOLVED:-

a) The Council formally recorded the application and address received from resident Mr. R. Iliffe.
b) The Council agreed the vacancy to be further publicised in the forthcoming newsletter in order the community were informed of the particulars; closing date 31st January 2014.




101/2014 DATE AND TIME OF NEXT MEETING


RESOLVED:-

The next meeting of the Parish Council to take place on Tuesday 28th January 2014 commencing at 7.00 pm..in the Parish Room, The Field, Shipley.


There being no further business, the Chairman closed the meeting at 8.20 p.m.
