Minutes of the Parish Council Meeting held
Tuesday 24th September 2013
Held at the Shipley Parish Rooms, The Field, Shipley
Commencing at 7.00 p.m.


In Attendance:-

Councillor G. MacDonald (Chairman)
Councillors Mrs. M. Jackson, Dr. C. Perko & A. Stevenson.

Also in attendance:

P.C.S.O. Vicky Hill 3873 representing Derbyshire Constabulary and member of public Mr. D. Hollingsworth.

44/2014 APOLOGIES

The meeting received apologies from Councillors Mrs. A. Marriott (vacation), Mrs. V. Trevan (by email), D. Wood (family illness).

Apologies were also received from Derbyshire County Councillor Paul Jones (meeting commitment).

RESOLVED:-

The apologies received and accepted.

45/2014 DECLARATIONS OF INTERESTS

None received.

NON-EXEMPT BUSINESS

46/2014 MINUTES

RESOLVED:-

That the Minutes of the meeting held Tuesday 23rd July 2013 approved. The document was duly signed by the Chairman on behalf of the Parish Council as an accurate record of proceedings.




47/2014 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

Mr. Hollingsworth sought information regarding barrels which had been left on the highway at Hardy Barn. The Chairman confirmed the materials were used towards resurfacing of the highway.

Mr. Hollingsworth expressed concern regarding a planning application for maintenance work to an Ash tree in the parish. Noted. Reference AVA/tre/2013/0081.

RESOLVED:-

i. The Chairman agreed to seek additional information for report at the next meeting.
ii. The information noted.

48/2014 BOROUGH COUNCIL REPORT

Borough Councillor A. Stevenson reported on the following matters:-

Planning application submitted on land off Shipley Country Park bridleway adjacent to Old Coppice Side, Heanor. An objection would be submitted by the Member.

49/2014 COUNTY COUNCIL REPORT

Apologies for absence received from County Councillor Paul Jones.

50/2014 POLICE MATTERS

P.C.S.O. Vicky Hill addressed the meeting in addition to providing a written report which was distributed to Council. The following information received:-

Crime:-
1 theft
2 x theft of pedal cycle
1 possession of controlled substance

There had been 2 calls for service for anti-social behaviour, 1 relating to nuisance bikes and 1 relating to people camping in the park, which is an improvement on previous months.

Police will be carrying special patrols over the Halloween/Bonfire Night period aimed at reducing the potential for anti-social behaviour. A supply of “No Trick or Treat” posters available through Beat Team.

The Chairman, on behalf of the Parish Council, thanked P.C.S.O. Vicky Hill for her detailed report.

a) Circular – 16/2013 (i) Local Government Pension Scheme (ii) HS2 (iii) 2013/2014 pay award (iv) training (v) Planning Seminar (vi) Good Councillors Guide 4th Edition
b) Circular – 17/2013 (i) Proposed combined authority for the areas of Barnsley, Doncaster, Rotherham, Sheffield and 5 Derbyshire Districts (ii) New code of practice which will encourage more effective use of CCTV cameras comes into force (iii) Seasonal decorations (iv) NALC updates of topics (v) Local Councils explained (vi) Playground inspection training (vii) Project funding and grants available.

RESOLVED:-

That the information received.

52/2014 PARISH COUNCIL VACANCY FOR CO-OPTION

It was reported that following the formal resignation of former Cllr G. Wells, the vacancy was publicised in accordance with the Local Government Act 1972 in order an election could be requested through the Borough Council.

An application in writing had been received from parishioner Mr. R. Iliffe.

RESOLVED:-

That Mr. Iliffe to be invited to address the Parish Council at its next meeting on Tuesday 22nd October 2013 on his interest in co-option onto the Parish Council.

53/2014 CLERK REPORT

a) Amber Valley Borough Council Playground Inspection Hassock Lane The Borough Council had confirmed inspection of the playground with report emailed to Members from the 4th September 2013. The report advised medium risk on two items of equipment namely (i) Wicksteed climbing frame which recommended safer surface if retained and (ii) medium risk of goals. (iii) The frame remaining from the swing was split in end and recommendation of safer surface if retained. Other comments were that there were no litter bins on site, no signage, no fencing around play equipment, no path provided with a summary of a medium risk site.
b) Recreation Ground at Hassock Lane letter received from Mr. D Cartledge regarding the possible proposed future use of the recreation ground. A copy of the letter attached to the agenda.
c) Chesterfield Law Centre Free legal advice, information and representation service available to families on low incomes. Notices placed in the parish boards.
d) Annual Photographic Competition The Council was reminded to consider a date for the competition.
e) Festive Celebrations 2013 The Council was provided with information regarding solar festive lights from Plantscape for the season.
f) Parking on Grass Verges The Chairman had requested this topic to be placed on the agenda for consideration.
g) Hedge cuttings Hassock Lane/Pit Lane. Following a report received following maintenance hedge cutting in September 2013, the landowner was contacted regarding debris left on the pavement.
h) Bridge at railway cutting A report received from Cllr Mrs. A. Marriott regarding maintenance required to the bridge at the cutting. A copy of the request was forwarded to Cllr P. Jones for attention of Highways.

RESOLVED:-

With reference to the following matters above, decisions
i. (a) That a quotation to be sought through the Borough Council to bring the playground up to standard
ii. (d) That the matter given consideration at the next meeting
iii. (e) Costs and consultation of parishioners through newsletter to be sought

and that all other matters noted.

54/2014 LODGE SITE LIAISON MEETING

The Chairman reported no information had been received.

RESOLVED:-

That information regarding meetings of the Committee to be sought.

55/2014 PLANNING MATTERS

A. 5 The Field, Shipley TRE/2013/0081 prune back Ash tree from property roof. The Borough Council advises the Council that a TPO will not be served on this property tree if the work is carried out within two years of the notice and no additional work is carried out on the tree(s) at the property.
B. 12 The Maples, Shipley TRE/2013/117 2 lime and 1 beech – crown reduce by 25% to 33%

RESOLVED:-

No objections.

56/2014 FINANCIAL REPORT

a) Payment of accounts from 23rd July 2013 to 24th September 2013 as per attached schedule appendice one. Cheque numbers 100723 to 100731 plus transfer towards St. George’s day event of £400 making a total expenditure outlay of £2069.38. Total income to date £9522.00. Total expenditure to date from 1st April until 24th September 2013 £9730.91.
b) To confirm satisfactory completion of annual audit by Grant Thornton for the year end 31st March 2013. Notices confirming completion of the audit to be posted in noticeboards.
c) To consider renewed Bank Mandate with HSBC Ilkeston Branch including internet banking facility.

RESOLVED:-

i. That the report noted.
ii. That payments and in the sum of £2069.38 as per attached schedule approved for payment cheques 100723 to 100731 plus transfer.
iii. Income and expenditure figures received.
iv. Acknowledged the accounts approved through Grant Thornton for the purpose of audit for the year ending 31st March 2013.

57/2014 ALLOTMENTS SITE

a) Termination of tenancy for allotment plot on The Field received from Mrs. Roberts.
b) A discussion was held regarding suitable access onto the site.
c) The Chairman and Vice Chairman to visit the site to consider options available.

RESOLVED:-

i. That the vacant full plot split into two starter plots
ii. That the vacant plots publicised for rent (the plots required attention)
iii. That information to be sought as to the status of the allotment land
iv. That letters sent to remaining tenants to tidy the plots within the terms of the tenancy agreement
v. That Cllr Stevenson to provide quotations for fencing/gates at the site
vi. That the vacant plots publicised on the Parish Council website

58/2014 SHIPLEY PARISH ROOM TRUST

No report.

59/2014 ENVIRONMENTAL MATTERS

(a) Update following inspection of Pit Lane playing field
(b) Consideration of repair to gate at playing field
(c) Update on proposals for Hassock Lane South recreation site
(d) Snow Warden Scheme 2013/2014 volunteers required (Derbyshire County Council)
(e) Information circulated on the Autumn Footprints walks
(f) Complaint received regarding hedge cutting on Hassock Lane near to Pit Lane

RESOLVED:-

i. That the report noted
ii. Cllr A. Stevenson to provide quotation for repair to gate
iii. That a public consultation exercise carried out regarding (c) above including flyer to be distributed to each household within the parish providing information and questionnaire regarding:-
• Snow Warden Scheme invitation to volunteers
• Development of the Hassock Lane site
• Festive decorations within the parish
• That a committee formed comprising Councillors G. MacDonald, C. Perko, A. Stevenson and Mrs. M. Jackson to draft flyer for distribution. Meeting agreed Friday 11th October 2013.
• The Clerk had contacted landowner (f) above and the matter was in hand.


60/2014 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.

61/2014 PARISH COUNCIL WEBSITE

A discussion was held on the development of the Parish Council website.

RESOLVED:-

a) That the report noted.
b) That the website to remain under the current contract with DTX.
c) That Mr. C. Wells to be advised of the Council decision.
d) That development of the site to be discussed with DTX (delegated to Cllr Mrs. V. Trevan and Clerk) for report at future meeting.

62/2014 DATE AND TIME OF NEXT MEETING

RESOLVED:-

The next meeting of the Parish Council to take place on Tuesday 22nd October 2013 commencing at 7.00 pm..in the Parish Room, The Field, Shipley.


There being no further business, the Chairman closed the meeting at 8.10 p.m.
