MINUTES OF THE PARISH COUNCIL MEETING
HELD

TUESDAY 26th FEBRUARY 2013
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. Wells (Chairman)
Councillors Mrs. M. Jackson, Mrs. A. Marriott, G. MacDonald, Dr. C. Perko & Alex Stevenson (Borough & Parish).

Also in attendance: P.C.S.O. 4914 Becky Davis representing Derbyshire Constabulary, guests from Shipley Parish Room Trust Messrs. B. Harwood, J. Hughes & G. Leek; resident Mr. D. Hollingsworth.

146 /2013 APOLOGIES

The meeting received apologies from Councillors Mrs. V. Trevan & D. Wood.

Apologies were also received from Derbyshire County Council representative Cllr K. Parkinson.

147/2013 DECLARATIONS OF INTERESTS

a) Cllr G. Wells declared a personal interest in item Public Participation and took no part in the discussion of the topic relating to improvement of the Parish Council website. The Member remained within the meeting.
b) Cllr D. Perko declared a prejudicial interest in agenda item Planning Matters 14 (i) outline planning application for land adjacent to 33 Hassock Lane, Shipley. Action taken the Member left the room during discussion and voting on the item.
c) Councillors Mrs. M. Jackson, Mrs. A. Marriott, G. MacDonald, A. Stevenson & G. Wells. With regard to agenda item Planning Matters 14(i) all Members declared a personal interest in the agenda item planning application for outline residential at 33 Hassock Lane, Shipley. The Members remained in the meeting but did not consider or vote on the application.

NON-EXEMPT BUSINESS

148/2013 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

Mr. Hollingsworth requested information regarding the proposed residential development at Shipley on Hassock Lane. The location of the site was identified for the resident.

(b) Presentation by Representatives of the Shipley Parish Room Trust

Representatives Messrs. J. Hughes, G. Leek and B. Harwood addressed the meeting with regard to the work carried out by the Trust. The meeting noted the urgency for additional volunteers to assist in the management of the Parish Room, including the appointment of additional Trustees, Secretary and Caretaker(s). Noted the constitution allowed for up to 12 Trustees. Cllr Mrs. Jackson agreed to take the matter to the next W.I. meeting to raise awareness for potential interested parties to join the Trust.

It was reported the Parish Room would be returned to the Derbyshire County Council if at some stage in the future there was no management committee to run the Trust.

Members of the Parish Council agreed to assist with publicity within the community for the continuation of the Trust; several Members offered their assistance towards committee/caretaking duties. A review of key holders would take place.

A financial report was received from the representatives highlighting a slight improvement on the income for the room.

The Chairman, on behalf of the Parish Council, thanked the representatives for their attendance.


149/2013 BOROUGH COUNCIL REPORT

Borough Councillor A. Stevenson reported the following matters:-

a) Repairs to Ilkeston Road, Heanor commenced
b) Update of gritting received
c) Hardy Barn grit bin replenished
d) Work to improve bridleway from The Field to American Adventure site completed
e) Report received advising Smalley Parish Council had earmarked £2000.00 nett towards the cost of a mechanical tow gritter.

RESOLVED:-

i. That the report received
ii. That consideration of contribution towards cost of mechanical tow gritter included within the next agenda for March 2013.
iii. That neighbouring Councils to be consulted with regard to a partnership scheme towards cost of gritter.
iv. Mr. D. Hollingsworth agreed to volunteer towards the gritting of the parish.

150/2013 COUNTY COUNCIL REPORT

Derbyshire County Councillor Kevin Parkinson forwarded his apologies to the Council.

(i) Installation of Speed Camera Hassock Lane South
A written report received including photographs of the relocated speed camera on Hassock Lane South. A further order had been placed with the Highways Department to remove the bend warning sign and supplementary plate directly in front of the new camera – the signage duplicated on the off-side of the highway which was equally visible to motorists.

The carriageway would also be marked with the appropriate speed camera markings indicating the speed distance in front of the camera which will aid as a further deterrent to vehicles travelling past the camera.

Concern was expressed following the removal of the speed camera from Hassock Lane North. It was recommended a dummy camera box could be considered for installation at the site.
(ii) Derbyshire Wildlife Trust
Confirmation funding support secured by Derbyshire Wildlife Trust for the Woodside Nature Reserve, the application had received the support of Cllr Parkinson. £38,244 fir Wild Barn Project and £41,964 towards Wild Play project through WREN.

RESOLVED:-

a) That the reports received.
b) Cllr A. Stevenson to seek information via Cllr K. Parkinson with regard to installation of dummy camera box.
c) The Council welcomed the news regarding funding to develop the nature reserve further.


151/2013 POLICE MATTERS

P.C.S.O. Becky Salt addressed the meeting. It was noted that following illness, P.C. Salt would be unable to return to duties to cover the Shipley area. A replacement Officer would be appointed in the future.

Crime statistics for the area received from January 2013. Members were advised to contact P.C.S.O. Davis with any queries or concerns regarding community matters.

The Chairman expressed the appreciation of the Council to P.C.S.O. Davis for her attendance.




152/2013 MINUTES

To receive Minutes of the Parish Council Meeting held Tuesday 22nd January 2013.

RESOLVED:-

That the Minutes of the Parish Council Meeting held Tuesday 22nd January 2013, approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

153/2013 CHAIRMAN’S ANNOUNCEMENTS

No report.

154/2013 LODGE HOUSE

No report.

It was noted a simplified version of an application form for grant applications available through Derbyshire County Council.

The information noted.

155/2013 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

a) Circular 2/2013 Training programmes available. The Clerk is to attend the Training Day organised to take place on 6th March 2013 at Ripley
b) Circular 3/2013 (i) Paye matters (ii) Neighbourhood Plan report (iii) Funding to revive villages (iv) Vacancies
c) Circular Regarding Derbyshire Lives through the World Wars. Helping our parishes to commemorate as attached.

RESOLVED:-

That the information noted.

156/2013 RECREATION GROUND HASSOCK LANE SOUTH, SHIPLEY

It was reported by Mrs. A. Marriott that she had looked over the grant application process through the Lodge House Extension Liaison Committee with funding set aside from U.K. Coal Mining Limited.

The meeting considered the application process offered an ideal opportunity to develop the site to provide a community allotment site with community shop facility set back within a parking zone lay-by. Water and power would require installation.

Councillors Kevin Parkinson and Alex Stevenson had pledged support to assist with the completion of the application, which would be subject to planning approval and receipt of a funding award.

A site visit was required; plans showing any remaining covenants to be sought from Cllr David Wood. A voluntary architect required to provide guidance to the Council.

RESOLVED:-

That a site visit to take place on Sunday 2nd March 2013 at 11 a.m. to view the recreation ground.

157/2013 FOOTPATH AT BENTLEYS PLANTATION

It was reported that following a complaint lodged with Derbyshire County Council by Mr. N. Hallam (previously circulated by email), Cllr Perko advised the Parish Council the matter is progressing through the Derbyshire County Council Legal Section for diversion of footpath and installation of kissing gate.

Members invited to attend walk organised to include the route on Tuesday 14th May 2013 with Heanor Walking Group.

RESOLVED:-

That the information noted.

158/2013 PLANNING MATTERS

The meeting received the following information from the Borough Council Planning Website:-

AVA/2012/1131 Outline Planning Application at land adjacent to 33 Hassock Lane North, Shipley for five detached dwellings.

RESOLVED:-

That due to a written declaration of interest expressed by each Member of the Council on the agenda item, it was agreed the Borough Council Planning Department advised to refer to the current Local Plan for guidance.


159/2013 FINANCIAL REPORT

a) Payment of accounts from 23rd January 2013 to 26th February 2013 approved cheque numbers 100699 to 100702 in the sum of £269.45 gross as per attached income and expenditure summary.
b) Report of total expenditure to date at £10,357.55 to 26th February 2013.

RESOLVED:-

i. That payments approved as per (a) and (b) above.

160/2013 ALLOTMENTS SITE

The Chairman reported on receipt of telephone call from new resident of Purdy House, which incorporated an allotment garden within the ownership of the residential property.

Consideration was given to proposed increase for the rental of the three Parish Council allotment sites off The Field, Shipley.

RESOLVED:-

a) That one year’s notice to be given to tenants of a price increase from 1st April 2014 to the sum of £20.00 per annum per plot.
b) That vehicles not to be stored or parked on the allotment gardens
c) That a site meeting to be organised with Mr. Smith of Purdy House to discuss boundary issues and management of the site in general.

161/2013 PARISH COUNCIL WEBSITE

The Chairman, Councillor G. Wells vacated the Chair due to declaration of interest.

The Acting Chairman, Councillor G. MacDonald took the seat for the following matter:-

A quotation of £120.00 received from Mr. C. Wells was given consideration to maintain a new updated version of the Parish Council website.

It was noted a quotation for updating of the website had been requested through the current company DTX but no response received.

RESOLVED:-

It was agreed the quotation received from Mr. C. Wells approved and a trial of the updating process to commence working with the Clerk of the Council.

162/2013 PARISH EVENT ASCENSION TO THE THRONE CELEBRATION

RESOLVED:-

Cllr Mrs. M. Jackson agreed to provide particulars to the W.I. and report back to the Parish Council with comments.






163/2013 DATE AND TIME OF NEXT MEETING

The next meeting of the Parish Council to take place on Tuesday 26th March commencing at 7.00 pm.. in the Parish Room, The Field, Shipley.

There being no further business, the Chairman closed the meeting at 8.20 p.m.
