MINUTES OF THE PARISH COUNCIL MEETING
HELD

TUESDAY 23rd APRIL 2013
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. Wells (Chairman)
Councillors Mrs. M. Jackson, Mrs. A. Marriott & G. MacDonald.

Also in attendance: Three members of the public; P.C.S.O. 3873 Vicky Hill representing Derbyshire Constabulary.

183 /2013 APOLOGIES

The meeting received apologies from Councillors Dr. C. Perko, A. Stevenson (Parish & Borough Council representative), Mrs. V. Trevan & D. Wood.

Apologies were also received from Derbyshire County Council representative Cllr K. Parkinson.

RESOLVED:-

The apologies received and accepted.

184/2013 DECLARATIONS OF INTERESTS

None received.

NON-EXEMPT BUSINESS

185/2013 PUBLIC PARTICIPATION

Matters raised by Members of the Public

a) Pit Lane Security It was reported in writing that the gate was regularly left open including by visitors to the football ground.
b) Football Field Litter was regularly left around the site.
c) Consultation regarding development at Lakeside, Shipley A member of the public advised some residents did not receive notification of the consultation process in place for the proposed development.
RESOLVED:-

i. P.C.S.O. Vicky Hill agreed to monitor the situation on Pit Lane reference (a)
ii. That notification of the complaint to be sent to football club representative reference (b)
iii. That fastener required on the football field gate
iv. That (c) noted for report to Borough representative.

186/2013 BOROUGH COUNCIL REPORT

Borough Councillor A. Stevenson apologies received.

187/2013 COUNTY COUNCIL REPORT

Derbyshire County Councillor Kevin Parkinson forwarded his apologies to the Council.

188/2013 POLICE MATTERS

PC.S.O. 3873 Vicky Hill introduced herself to the meeting as the Officer appointed to represent the parish in conjunction with neighbouring areas including Mapperley, Horsley & Smalley. Six crimes reported for the period since the last meeting; no major concerns for the parish. Property markers and Derbyshire Alert forms available. Noted a Twitter account will be opened by Derbyshire Constabulary. P.C.S.O. Hill advised reports would be regularly emailed to the Council.

The Chairman, on behalf of the Parish Council, thanked P.C.S.O. Hill for her attendance and report.

189/2013 MINUTES

To receive Minutes of the Parish Council Meeting held Tuesday 26th March 2013 copied circulated.

RESOLVED:-

That the Minutes of the Parish Council Meeting held Tuesday 26th March 2013, approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

190/2013 CHAIRMAN’S ANNOUNCEMENTS

No report.

191/2013 ST. GEORGE’S EVENT SATURDAY 20TH APRIL 2013

The Chairman summarised the event including marching band. Comments received from the Shipley Women’s Institute that publicity did not include the provision of refreshments which were to be made available at the Shipley Parish Hall by the W.I.

The Chairman reported an appreciation publication was under preparation to be forwarded to all organisations and sponsors involved in the event including Shipley W.I. He reported the event had been advertised through Radio Derby and the Shipley Nursing Home also provided cream scones.

It was reported an event was being organised by the Shipley W.I. to commemorate Her Majesty the Queen Diamond Celebration of the Ascension to the Throne 2nd June 1953. The W.I. expressed interest in consultation with the Heanor & Marlpool Community Group to co-ordinate future events.

192/2013 LODGE HOUSE AND DERBYSHIRE ENVIRONMENTAL TRUST

Councillor Mrs. A. Marriott reported on the success of the application submitted to the Trust towards proposed development of the Hassock Lane South site as community shop and allotment gardens. An award of £30,000 had been approved in principle. Recommendation of public consultation; scheme required architect and outline planning application submitted to the Planning Authority.

Councillor Mrs. Marriott reported on forthcoming workshop providing funding information.

It was proposed to produce a questionnaire for distribution to the parish with door knocking exercise to retrieve feedback on the development of the Hassock Lane site.

RESOLVED:-

a) That Member Councillors Chairman G. Wells, G. MacDonald, Dr. C. Perko & A. Stevenson with appointment of architect approved to take the project forward. Noted the Parish Council was in possession of the covenants for the site.
b) That Cllr Mrs. Marriott agreed to attend the funding workshop Friday 26th April 2013 at Nottingham on behalf of the Parish Council.
c) The Chairman offered support to seek funding information towards the project.
d) That a Working Party to be formed to organise matters. Cllr Mrs. A. Marriott agreed to circulate dates for meeting.

193/2013 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

a) Circular 8/2013 HMRC and end of year requirements; training information.

That the information noted.

194/2013 PLANNING MATTERS

No reports.


195/2013 FINANCIAL REPORT

a) Payment of accounts from 27th March to 23rd April 2013 inclusive
i. Cheque number 100705 Shipley W.I. Grant towards St. George’s Day Event £300.00
ii. Cheque number 100706 Mr. C. Wells towards provision of website bi-annual
Fee for registration of domain £78.00

iii. Cheque number 100707 S. Trower Salary and expenses April 2013 £298.75
Total £676.75

b) End of Year Accounts for the period 2012 – 2013 A full report under preparation for internal audit.

RESOLVED:-

i. That payments approved as per (i) to (iii) above in the total sum of £676.75 cheque numbers 100706 – 100707 inclusive.
ii. That a full report of income and expenditure for the period 1st April 2012 to 31st March 2013 to be made available at the next meeting following completion of internal audit.

196/2013 ALLOTMENTS SITE

a. The Chairman reported that tenant Mrs. Roberts had expressed her intention to retain the full plot for another year.
b. The meeting noted rent demands had been sent out together with revised tenancy agreements.

RESOLVED:-

That the information noted.

197/2013 TO CONSIDER PURCHASE OF GRITTING MACHINE

With reference to discussion held at the last meeting in February 2013, the cost of the machine was estimated at £7000 to be shared between local Town & Parish Councils.

RESOLVED:-

That a report requested from Cllr Stevenson on the commitment from neighbouring Councils to support the purchase of a gritting machine prior to submission of application for financial support to Derbyshire Environmental Trust.

198/2013 SHIPLEY PARISH ROOM TRUST

Cllr Mrs. A. Marriott reported on her attendance to the Annual Meeting of the Trust. Cllr C. Wood was appointed as Chairman with Vice Chairman Mr. B. Harwood to support.

A request for keys to the Parish Room submitted by Shipley W.I.

RESOLVED:-

That the request for keys forwarded to the Parish Room Trust for consideration.

199/2013 MAINTENANCE CONTRACT FOR HASSOCK LANE SOUTH RECREATIONAL SITE

It was reported the annual maintenance of the recreation ground required attention together with hedge cutting.

RESOLVED:-

That A. J. Steeples Farmer of Shipley appointed to carry out the contract during 2013 to maintain the site.

200/2013 PARISH COUNCIL WEBSITE

It was reported the new website was awaiting launch subject to transfer of documents from old website.

RESOLVED:-

That the Clerk to arrange meeting with website designer to transfer information.

201/2013 DATE AND TIME OF NEXT MEETING

The next meeting of the Parish Council to take place on Tuesday 28th May 2013 commencing at 7.00 pm..in the Parish Room, The Field, Shipley as follows:
