MINUTES OF THE PARISH COUNCIL MEETING
HELD

TUESDAY 26th MARCH 2013
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. Wells (Chairman)
Councillors Mrs. A. Marriott, G. MacDonald, Dr. C. Perko & Alex Stevenson (Borough & Parish).

Also in attendance: resident Mr. D. Hollingsworth.

164 /2013 APOLOGIES

The meeting received apologies from Councillors Mrs. M. Jackson (hospitalisation), Mrs. V. Trevan (illness) & D. Wood (family illness).

Apologies were also received from Derbyshire County Council representative Cllr K. Parkinson & representatives from the Safer Neighbourhood Team of Derbyshire Constabulary.

REsoLVED:-

That dispensation from attending Council meetings granted to Councillors Mrs. V. Trevan and D. Wood for a period of six months commencing 26th March 2013 to allow (i) Cllr Mrs. V. Trevan – recovery from illness (ii) Cllr D. Wood – family illness.

165/2013 DECLARATIONS OF INTERESTS

None received.

166/2013 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

Mr. Hollingsworth requested information regarding planning application on Hassock Lane North, Shipley. It was reported the matter was under consideration by the Borough Council Planning Department.

A query was raised with regard to Real Time payments for National Insurance and Tax to the staff. It was confirmed the process had been put into action by the Parish Council.

167/2013 BOROUGH COUNCIL REPORT

Borough Councillor A. Stevenson reported the following matters:-

a) Update on planning application for Lakeside Development. Report on the recent consultations organised by Waystones received.
b) Gritting programme received following recent inclement weather conditions. The volunteers had received appreciation from residents and through Radio Derby. An explanation of the process of gritting provided by Derbyshire County Council, based on weather temperature forecast received.
c) Cllr Stevenson reported on receipt of email from Cllr Parkinson extending his appreciation on behalf of the community for the gritting through volunteers which had taken place. Noted Derbyshire County Council would match gritting costs. Additional salt had been requested as snowfall had been forecast for the end of March 2013.
d) Repairs were underway on Hardy Barn by Severn Trent Water Authority.

168/2013 COUNTY COUNCIL REPORT

Derbyshire County Councillor Kevin Parkinson forwarded his apologies to the Council.

Cllr G. MacDonald updated the meeting on discussion held with Cllr Parkinson on the improvements required for lighting the Shipley Parish Hall car park area. Noted Cllr Parkinson to organise lighting through Derbyshire County Council.

That the report received.


169/2013 POLICE MATTERS

Apologies for absence received from P.S.C.O. Becky Davis. A written report relayed to the Council advised the appointment of PC.S.O. Vicki Hill to represent Shipley from March 2013.





170/2013 MINUTES

To receive Minutes of the Parish Council Meeting held Tuesday 26th February 2013 copied circulated.

RESOLVED:-

That the Minutes of the Parish Council Meeting held Tuesday 26th February 2013, approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

171/2013 CHAIRMAN’S ANNOUNCEMENTS

No report.

172/2013 TO CONSIDER ARRANGEMENTS FOR ST. GEORGE’S PARADE

Cllr A. Stevenson reported on arrangements underway to celebrate St. George’s Day within the parish of Shipley and extending to Heanor. Events planned for Saturday 20th April 2013 as follows:-

• St. George’s Parade permit agreed through Local Authority to install St. George’s flags on lamp standards
• Shipley Garden Centre agreed to sponsor the event
• Parade with band from mid-day at the Heanor Memorial Park Bandstand, Marlpool Church, Queen’s Head, Mundy Arms, Shipley Garden Centre then onto Shipley Parish Rooms. The event will also visit the recreation grounds.
• Involvement from Blend preparing a Dragon, Nottingham Knights, local schools and Cadets all involved.
• Mundy Arms had also agreed to provide an event.
• The Chairman, Cllr Wells & Cllr Stevenson had agreed to distribution of fliers to all properties within the area to publicise event.
• Food and refreshments to be prepared and served by volunteers from the Women’s Institute. This could be supplemented by provision of a mobile catering unit and ice cream seller.

A request submitted from Women’s Institute for maypole dancing. Recommendation that Michael House School approached; pictures and images to decorate the Shipley Parish Rooms through W.I.

Consideration of funding towards the event was given by the Parish Council to support the entertainment.

RESOLVED:-

a) That the information noted
b) That £300.00 approved towards the cost of providing refreshments for visitors to the area. Women’s Institute had agreed to volunteer its services to preparation of refreshments for the event.
c) That £250.00 approved towards the cost of band and parade on the day.

Both expenditures detailed within (b) and (c) above under the Local Government Act 1972 Section 145 provision of entertainment and arts to the community.


173/2013 LODGE HOUSE AND DERBYSHIRE ENVIRONMENTAL TRUST

Councillor Mrs. A. Marriott reported on an application submitted to Derbyshire Environmental Trust for the purpose of providing funding towards development of community shop and allotments at the existing recreation ground on Hassock Lane South. A draft had been prepared by Cllr Mrs. Marriott supported by County Councillor Kevin Parkinson to raise the sum of £125,000.

The plan required a consultation process to be carried out within the community. Discussion of newsletter for circulation held.

Plans of the original Hassock Lane South site sought.

It was agreed to install an information board at the St. George’s Day event publicising the application for submission for the site, in order the general public could view and submit their requirements and comments. Cllr Mrs. Marriott had agreed to prepare a questionnaire for distribution.

RESOLVED:-

The information noted.
That the preparation of a newsletter to be included in the next agenda.

174/2013 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

b) Circular 6/2013 (i) Setting precept and dispensations (ii) Allotments (iii) Quality Parish Council Scheme Review (iv) Government lifts red tape for community events (v) Derbyshire Well Dressings

RESOLVED:-

That the information noted.

175/2013 PLANNING MATTERS

1) AVA/2013/0186 American Adventure Theme Park, Pit Lane, Shipley, Heanor sustainable mixed use development including up to 400 residential units, retirement village, neighbourhood centre, employment, business, training and education uses, restaurant, hotel and conference facility, mixed retail and leisure focused garden centre, health and care campus and landscape ecological and amenity enhancements. Applicants: Waystone Developments Limited, 8 Swanwick Court, Swanwick, DE55 7AS.

RESOLVED:-

That the Parish Council object to the application on the following grounds:-
a) Objection on the intensive and extensive development of the site within the Shipley Country Park
b) Objection against the volume of traffic the development would generate and affect the parish and surrounding area
c) Inappropriate development within the site

176/2013 FINANCIAL REPORT

a) Payment of accounts from 27th February 2013 to 26th March 2013 approved cheque numbers 100703 to 100704 in the sum of £586.75 gross as follows:-
i. Cheque number 100703 payable to S. E. Trower in the sum of £298.75 gross for salary and expenses for the period March 2013. The amount included National Insurance and Tax contributions.
ii. Pennine Aggregates £288.00 gross for provision of grit supplies to the Parish Council.

RESOLVED:-

i. That payments approved as per (i) and (ii) above in the total sum of £586.75.

177/2013 ALLOTMENTS SITE

a. The Chairman reported on a meeting with new resident Mr. Smith of Purdy House who was the owner of one of the private allotments on The Field site. Indications from plans viewed showed responsibility of boundaries towards Mr. Smith, who was agreeable to work with both existing tenants and the Parish Council.

b. It was reported the access to the site would require amendment as Mr. Smith owned the driveway currently used by some tenants to gain access to the site.

c. It was further agreed that a letter to be sent to Mrs. Roberts requesting consideration be given to splitting her existing plot to provide an additional vacant plot for new tenant on the site (due to the sizeable nature of the plot).

d. The Clerk reported a waiting list was held by the Council for vacant plots.

e. Letters would be sent out in April 2013 to all tenants requesting rental with a copy of the approved tenancy agreement document for signature and return.

f. It was further noted the rental increase would be effective from 2014 at a rate of £20.00 per plot.

RESOLVED:-

That the Council approved and supported the above.

178/2013 TO CONSIDER PURCHASE OF GRITTING MACHINE

With reference to discussion held at the last meeting in February 2013, the cost of the machine was estimated at £7000 to be shared between local Town & Parish Councils.

RESOLVED:-

That an application submitted to Derbyshire Environmental Trust for cost towards purchase of the machine to serve the community. An amount of £2000 to be requested.


179/2013 SHIPLEY PARISH ROOM TRUST

Cllr Mrs. A. Marriott reported on her attendance to a meeting of the Trust.

RESOLVED:-

That a request for inclusion within the new Parish Council website approved.


180/2013 PARISH COUNCIL WEBSITE

It was reported the new website was under planning and construction stage.

It was noted the Parish Council email address was not working at the current time. The meeting noted a new email address would be supplied with the new website system.

It was requested that Shipley Parish Room Trust be authorised to contribute articles for inclusion on the page with a dedicated section for the Trust.

RESOLVED:-

That the information noted and supported.

181/2013 PARISH EVENT ASCENSION TO THE THRONE CELEBRATION

It was reported events to celebrate the Ascension to the Throne by H.M. Queen Elizabeth II on 2nd June 1953, reigning 60 years to 2nd June 2013.

RESOLVED:-

That the matter considered at a future meeting. Cllr Mrs. Jackson had referred the matter to Women’s Institute.

182/2013 DATE AND TIME OF NEXT MEETING

The next meetings of the Parish Council to take place on Tuesday 23rd April 2013 commencing at 7.00 pm.. in the Parish Room, The Field, Shipley as follows: Annual Parish Meeting followed by Ordinary Parish Council meeting.

There being no further business, the Chairman closed the meeting at 9.15 p.m.
