MINUTES OF THE PARISH COUNCIL MEETING
HELD

TUESDAY 22nd JANUARY 2013
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. Wells (Chairman)
Councillors Mrs. M. Jackson, Mrs. A. Marriott, Alex Stevenson (Borough & Parish).

Also in attendance were Derbyshire County Councillor Kevin Parkinson & one member of public Mr. D. Hollingsworth.

128 /2013 APOLOGIES

The meeting received apologies from Councillors Dr. C. Perko, G. MacDonald, Mrs. V. Trevan & D. Wood.

Apologies were also received from the Derbyshire Constabulary Safer Neighbourhood Team.

129/2013 DECLARATIONS OF INTERESTS

a) Cllr G. Wells declared a personal interest in item Public Participation and took no part in the discussion of the topic relating to improvement of the Parish Council website. The Member remained within the meeting.
b) That a general dispensation be given in respect of the matter below to all members of Shipley Parish Council for a period of four years from the date of this decision and that the interest be automatically renewed, unless resolved otherwise, by way of report to the Annual Council Meeting;

“All matters relating to council tax, the council tax discounts scheme and precept setting for all councillors who have any property interests registered.”

RESOLVED:-

i. With reference to (a) above noted.
ii. With reference to (b) above approved to ensure that the Council could conduct its business in accordance with the requirements of the Localism Act 2011.



NON-EXEMPT BUSINESS

130/2013 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

A member of the public requested information regarding development of the Shipley Lakeside. County Councillor Parkinson advised submission of an application was imminent.

131/2013 BOROUGH COUNCIL REPORT

Borough Councillor A. Stevenson reported the following matters:-

a) Report received on Snow Warden scheme and gritting of the parish which had been well received by parishioners. Councillors Mrs. A. Marriott, G. Wells, Borough Councillor Stevenson and Mr. P. Marriott volunteers their time to keeping the footways and lanes clear. It was noted the Local Authority Snow Plough had also worked in the area keeping the highways clear.
b) Grit bins at Hardy Barn and Maple court required replenishment at a cost to the Parish Council. It was explained that as the Parish Council had supplied the bins, it had a duty to cover cost of refill grit supplies.
c) Report of the proposed closure of the walk-in centre surgery at Ilkeston Hospital due to close 14th March 2013. It was reported that in general residents commented they were not aware of the facilities available for use.
d) A report was lodged with regard to garden requiring tidying at the frontage onto Hassock Lane as it impeded pedestrians passing the area.

RESOLVED:-

i. Appreciation was extended to the volunteer Snow Wardens on behalf of the community.
ii. That supplies of grit to be purchased at the most reasonable quotation currently at Noel Clays at £144.00 gross to ensure the parish served with grit during the inclement weather conditions.
iii. That information regarding the Ilkeston Hospital noted.
iv. That a letter to be sent to the occupier of the property at Hassock Lane.

132/2013 COUNTY COUNCIL REPORT

Derbyshire County Councillor Kevin Parkinson reported on the following matters:-

a) Cllr Parkinson extended appreciation to the volunteer Snow Wardens and their engagement with Derbyshire County Council to co-ordinate the operation to improve the parish during inclement weather conditions. Publicity of the scheme discussed for inclusion in newsletters/website.
b) Report on Hassock Lane Road Safety Measurements Cllr Parkinson reported of approval by DCC Cabinet meeting to improve the road safety by relocation of safety camera from Hassock Lane (adjacent to garden centre) to Hassock Lane South at an estimated cost of £6,000, covered by the Local Authority. Cllr Parkinson supported this course of action. Noted the work would be completed by the end of the financial year 2012-2013. Noted no other speed camera had been relocated in Derbyshire by the Local Authority at the time of report.
c) Shipley Lakeside Proposals Waystones It was reported a planning application was imminent for submission to the planning authority.

RESOLVED:-

That the reports received.
The Chairman, on behalf of the Parish Council, thanked Cllr Parkinson for his valued report.

133/2013 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team.

Report of vehicle break-ins which had occurred at Hardy Barn and Breach Road, Marlpool. Cold calling at residential properties had been reported to the Police.

134/2013 MINUTES

To receive Minutes of the Parish Council Meeting held Tuesday 27th November 2012.

RESOLVED:-

That the Minutes of the Parish Council Meeting held Tuesday 27th November 2012, approved. The Chairman, on behalf of the Parish Council, signed a copy as a record of the proceedings of the meeting.

135/2013 CHAIRMAN’S ANNOUNCEMENTS

No report.

136/2013 LODGE HOUSE

Confirmation letter received from Derbyshire County Council emailed 8th January 2013 regarding proposed revision to formula for membership of the Liaison Committee for Extension to Lodge House surface mine, Main Road, Smalley. Meeting was scheduled to take place 28th January 2013 to include recommendation of one representative from Shipley Parish Council and five residents from local communities (to include Shipley, Smalley, Mapperley areas).

The information noted.

137/2013 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

That the information noted.

138/2013 RECREATION GROUND HASSOCK LANE SOUTH, SHIPLEY

It was reported that at the meeting of the Parish Council held 23rd October 2012, it had been agreed a date to inspect the site for the purpose of reviewing use and condition of the site.

RESOLVED:-

That a meeting to be organised to take place at the Shipley Parish Room (on the return of Cllr Mrs. V. Trevan) to discuss production of a newsletter to consult with the public over proposed future use of the site.

139/2013 TO RECEIVE COST OF SOLAR FESTIVE LIGHTING FOR 2013

Cllr A. Stevenson had requested costings to provide solar powered festive lighting for the parish as follows:-

Less than 20 Christmas tree lights £210.00 nett per whole tree
Over 20 Christmas tree lights £150.00 nett per whole tree
Half trees can be fitted onto lamp standards if requested.

RESOLVED:-

That the matter given further consideration following consultation through newsletter with the parishioners.

140/2013 PLANNING MATTERS

AVA/2012/1159 Easi Bind Adams Close Heanor Gate Industrial Estate. Proposed revised application for construction of new industrial units.

RESOLVED:-

No objections raised.

141/2013 FINANCIAL REPORT

a) Payment of accounts from 28th November 2012 to 22nd January 2013 approved cheque numbers 100696 to 100698 in the sum of £565.90 gross as per attached income and expenditure summary 1st April 2012 to 22nd January 2013 inclusive.
b) Report of total expenditure to date in the financial year 2012 -2013 £10,088.10 to cheque number 100698 at 22nd January 2013.
c) Consideration of budget for the period 1st April 2013 to 31st March 2013
d) Consideration precept requirements for the period 1st April 2013 to 31st March 2013

RESOLVED:-

i. That payments approved for the period cheque numbers 100696 to 100698 in the sum of £565.90 as per attached schedule.
ii. That income and expenditure reports to date received as per attached schedule
iii. That the budget requirements for the next financial year based on the forecast provided in attached schedule confirm a fixed budget with no increase for the period 2013- 2014 in the sum of £11,600.00.
iv. That an application for precept submitted to the Borough Council in the sum of £11,600 in two parts of £10,920 for submission to Government Office, with a grant application for the remaining balance of £680.00 submitted to the Borough Council.
v. That funding in the sum of £8,450 ringfenced towards upkeep of the Shipley Parish Rooms and future election costs from the balance estimated to be carried forward from the current financial year.

142/2013 EXCLUSION OF THE PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.

143/2013 ALLOTMENTS SITE

The Chairman reported on a site visit meeting held Saturday 12th January 2013 with Parish Council tenants on the site; Miss Bowden, Mr. Wild and Mrs. Roberts.

RESOLVED:-

a) That a new draft version of the allotments tenancy agreement sought for consideration of adoption at the next Parish Council meeting.
b) That a plan to define boundaries to be distributed to tenants
c) That consideration to be given to gated entry to allotment gardens.
d) That consideration to be given to hedge laying at the site
e) That one year’s notice to be served on tenants to increase the rental of the plots to £20 per annum from 1.4.2014.
f) That a policy for future applications for allotment gardens, when available, will give priority to parishioners living within the parish of Shipley.

144/2013 PARISH COUNCIL WEBSITE

RESOLVED:-

a) That the matter to be deferred until the next meeting.
b) That the Amber Valley Borough Council Chief Executive’s Office advised the Register of Interests Documents required for public display on Parish Council websites unable to be transferred due to website incompatibility.
c) That the Borough Council advised an alternative system under consideration by the Parish Council subject to costs.

145/2013 ITEMS FOR INFORMATION

RESOLVED:-

The next meeting to take place on Tuesday 26th February 2013 commencing at 7.00 p.m. in the Shipley Parish Room.


There being no further business, the Chairman closed the meeting at 9.20 pm.
