MINUTES OF THE PARISH COUNCIL MEETING
HELD

TUESDAY 25th SEPTEMBER 2012
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor G. Wells (Chairman)
Councillors Mrs. M. Jackson, Mrs. A. Marriott, G. MacDonald, Alex Stevenson (Borough & Parish), Mrs. V. Trevan.

Also in attendance were three parishioners. Derbyshire County Councillor Kevin Parkinson in attendance.

67/2013 APOLOGIES

The meeting received apologies from Cllrs A. Stevenson & D. Wood.

68/2013 DECLARATIONS OF INTERESTS

None received.

NON-EXEMPT BUSINESS

69/2013 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

i. Concern expressed regarding the access gate on Pit Lane being left open which could allow vehicular access.
ii. Concern expressed by parishioner regarding drainage issues on Hardy Barn, Shipley. Information was provided to the parishioner regarding the responsibility of residents for maintenance of unadopted roads. Noted a drain had been left uncovered on the site. Cllr G. MacDonald agreed to meet parishioner on site to inspect the problem which was allegedly caused by drainage concerns from the public highway and then refer to Cllr Stevenson. Cllr Kevin Parkinson confirmed the highway drain on Hardy Barn was to be repaired by the Highway Authority.
iii. Discussion held on the financial requirements for adoption of roads by County Council. Noted Cllr Stevenson had visited residents with regard to the possibility of match funding. The Chairman agreed to seek additional information from the Member in this regard. Cllr Parkinson reported an adoption process could take up to 25 years through the County Council.
iv. Query regarding site visit by Members of the Parish Council and Safer Neighbourhood Team to the Lodge Farm reference current planning application. It was reported the Parish Council would liaise with Remar and Safer Neighbourhood Team on behalf of the parishioners to raise any issues which may occur. SNT agreed to monitor the situation.

70/2013 BOROUGH COUNCIL REPORT

The Chairman reported on behalf of Borough Councillor Alex Stevenson the gritting scheme was confirmed and grit replenishments from County Council on order. Cllrs Alex Stevenson and the Chairman agreed to act as Snow Wardens within the parish with assistance from local volunteers.


71/2013 COUNTY COUNCIL REPORT

County Councillor Kevin Parkinson reported on the Amber Valley Housing Option sites within the borough. It was noted the parish of Shipley was not impacted on the Core Strategy sites. Land to the rear of Hardy Barn remained as an optional site within the greenbelt.

The masterplan proposed for the Shipley Lakeside site was discussed. Cllr Parkinson was provided with a verbal report on the recent meeting held between the Parish Council and the appointed developers, Waystone.

It was anticipated the Core Strategy document would be prepared for adopted by December 2013.

Cllr Parkinson encouraged the Parish Council to contact key stakeholders to meet and discuss the masterplan presented by Waystone for Shipley Lakeside. Formal application expected December 2012/January 2013. A discussion was held on the options available to the developer for development of residential units on the site. Confirmed as designated as a brownfield site within greenbelt EN13. Discussion of development contained within the brownfield site footprint at the same levels as the original adventure theme constructions of height and scale.

72/2013 POLICE MATTERS

Apologies received from the Safer Neighbourhood Team.

The Council considered a request for financial contribution towards SNT vehicle for patrol and to provide easier access to visits within the area.

RESOLVED:-

Not supported due to financial restrictions of the Parish Council.



73/2013 MINUTES

To receive Minutes of the Parish Council Meeting held Tuesday 24th July 2012.

RESOLVED:-

That the Minutes of the Parish Council Meeting held Tuesday 24th July 2012, copies of which had been previously circulated to Members prior to the meeting, approved and signed by the Chairman as a true record of proceedings.

74/2013 CHAIRMAN’S ANNOUNCEMENTS

No report.

75/2013 PLAYING FIELD GATE/POST OFF PIT LANE, SHIPLEY

It was reported the gate had been fixed onto posts but was missing the security bolt.

RESOLVED:-

The Chairman agreed to request a revisit to the site by Cllr A. Stevenson to remedy the situation.

76/2013 LODGE HOUSE

A verbal report received from Cllr G. MacDonald following attendance to the liaison meeting 10th September 2012. Cllr MacDonald had been appointed onto the committee. Information received regarding proposals to provide for the communities using Section 106 funding including Shipley Country Park. It was suggested the recreation ground on Hassock Lane could be considered a suitable project for submission of grant application. Other suggestions were funding towards Neighbourhood Plan and towards the Coronation Event 2013 within the parish.

RESOLVED:-

Cllr A. Stevenson to represent as Borough Council representative; Cllr C. Perko agreed to attend as representative of the Parish Council; Cllr G. MacDonald would be in attendance as County representative for his wards.

77/2013 SHIPLEY LAKESIDE MASTERPLAN

With reference to report received from County Councillor Kevin Parkinson, a discussion was held regarding the benefits of the Parish Council organising a stakeholders meeting regarding the proposals.

RESOLVED:-

a) That the Neighbourhood Plan to be put on hold until further notice.
b) Concentration onto the Shipley Lakeside masterplan classed as priority issue for the Parish Council.
c) That County Councillor Kevin Parkinson to organise meeting of stakeholders including the Parish Council.



78/2013 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

The following circulars received by Members of the Council:-

a) Circular 40/2012 (i) The Community right to challenge (ii) CLG cash boost for neighbourhood planning (iii) paye changes (iv) Consultation for Derbyshire rights of way improvement plan (v) Derbyshire County Council Youth Action Grant (vi) Information regarding Section 106 (vii) Cilca training courses.
b) Circular 41/2012 (i) Auditor appointments (ii) English Heritage Publishes Local Plan Guidance (iii) Cumbria Neighbourhood Plan area approved (iv) Lottery Small Grants (v) Planting the need for community grown food (vi) vacancies

RESOLVED:-

That the information noted.

79/2013 PLANNING MATTERS

No matters raised.

80/2013 CLERK REPORT

a) Road Safety Measures Hassock Lane Shipley It was reported a petition for improved road safety measures had been submitted to Derbyshire County Council on the 18th September 2012 signed by many local residents. Discussion of anti-skid surface for the area.
b) Land to the rear of Ilkeston Hospital and Shipley Wood A letter received from Mr. J. Hrycyk regarding the condition of the field known as Scouts Field. Maintenance and grass cutting issues raised. A response received from Shipley Country Park noted grass cutting trialed during 2012 for the site.

RESOLVED:-

i. (a) noted
ii. (b) That a letter to be sent to Cllr A. Lewer at Derbyshire County Council regarding the site with draft copy to Cllr V. Trevan.


81/2013 FINANCIAL REPORT

Financial report as per attached schedule appendice one. Confirmation cheque numbers 100684 to 100685 totalling £574.60 detailed for payment. Total expenditure to date from 1st April 2012 to 25th September 2012 £6713.85 gross as per attached schedule. Income of £5,800 half year precept noted.

With regard to outstanding balance from The Queen’s Head Public House at Heanor towards the Jubilee Band event in the sum of £260.00, the information noted.

RESOLVED:-

a. That the information received and approved as per attached schedule one.
b. That the Chairman & Cllr Stevenson liaise with the Landlords of the Queen ‘s Head public house to receive sponsorship towards Jubilee event.

82/2013 ALLOTMENTS REPORT

RESOLVED:-

It was reported the Council had received a letter from allotment tenant Mr. T. Wild confirming new address. The tenant also confirmed his intention to continue maintenance of the garden plot.

RESOLVED:-

a. That the tenant requested to produce a copy of the original tenancy agreement
b. That plots at the site non-transferable
c. That the Chairman and Cllr C. Perko to visit the site for review of the condition of the three plots owned by the Parish Council.

83/2013 PARISH COUNCIL WEBSITE

No report.

84/2013 EXCLUSION OF PUBLIC ORDER

RESOLVED:-

That in accordance with section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw.

85/2013 SHIPLEY LAKESIDE MASTERPLAN

A discussion was held with regard to the proposals for the site presented to the Parish Council by Waystones on the 20th September 2012.








RESOLVED:-

a) That a request submitted to Amber Valley Borough Council with regard to the covenants relevant to the site.
b) That no meeting of stakeholders within the community until a formal planning application submitted to the planning authorities.
c) That the Chairman liaise with County Councillor Kevin Parkinson regarding meeting of stakeholders interests in the site.

86/2013 ITEMS FOR FORTHCOMING AGENDA

RESOLVED:-

The next meeting to take place on Tuesday 23rd October 2012 commencing at 7.00 p.m. in the Shipley Parish Room.

The Clerk’s contract of employment and salary scale reviewed at the meeting under Exclusion of Public Order after the closure of the Parish Council meeting.


There being no further business, the Chairman closed the meeting at 9.35 p.m.
