MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 24th APRIL 2012
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor Dr. C. Perko (Chairman)
Councillors Mrs. M. Jackson, Mrs. A. Marriott, A. Stevenson (Borough & Parish), Mrs V. Trevan, G. Wells & D. Wood.

Also in attendance were Clerk Mrs. S. Trower and two members of the public.

The Chairman, Cllr C. Perko, welcomed everyone to the meeting.

NON-EXEMPT BUSINESS

127/2012 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillor G. MacDonald.

Apologies also noted from Derbyshire County Councillor K. Parkinson & Derbyshire Constabulary Safer Neighbourhood Team Officers.

128/2012 DECLARATIONS OF INTEREST

None received.

129/2012 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

Mr. Clements, resident of Shipley, updated the meeting regarding the condition of the un-adopted section of road off Hardy Barn, Shipley and his fellow neighbours’ concerns with damage to the surface of the un-adopted road from alleged surface water drainage. Mr. Clements also reported on Cllr Parkinson’s liaison with the authorities regarding the matter.

130/2012 MINUTES

To receive Minutes of the last Council meeting held Tuesday 27th March 2012.

RESOLVED:-

That the Minutes of the meeting held Tuesday 27th March 2012, copies of which had been previously circulated to Members prior to the meeting, approved and signed by the Chairman as a true record of proceedings.

131/2012 CHAIRMAN’S ANNOUNCEMENTS

A Chairman’s report had been received at the Annual Parish Meeting 24th April 2012 recorded for those minutes.

132/2012 HIGHWAY CONCERNS HARDY BARN, SHIPLEY

With reference to public participation period and the address by resident Mr. Clements regarding surface water drainage issues on Hardy Barn, Shipley causing alleged damage to the unadopted road area off Hardy Barn.

RESOLVED:-

That a request submitted to Derbyshire County Council Highways for a site visit with representatives of the Parish Council to inspect the area.

133/2012 SHIPLEY LAKESIDE

No report. Noted a planning application from Waystones which required submission before 31st March 2012 was unconfirmed.

RESOLVED:-

That information regarding any planning proposals which may have been submitted for the site to be sought from the Derbyshire County Council website & County Councillor Parkinson.


134/2012 PLAYING FIELD GATE/POST OFF PIT LANE, SHIPLEY

RESOLVED:-

Noted quotations to repair gate and post awaited.
Cllrs C. Perko & D. Wood agreed to visit the site and inspect the field drainage system.

135/2012 HASSOCK LANE RECREATION GROUND

The meeting acknowledged receipt of letter of concern received from local resident with regard to the condition of the equipment on the recreation ground.

It was reported an inspection by Amber Valley Borough Council Officers was due to take place in the near future.

RESOLVED:-

That the recommendations of the report to be considered at a future meeting on receipt.
That residents urged to form a community action group to seek grant funding for introduction of new equipment.
That an application to be considered at a future date for submission to Derbyshire Environmental Board
That the subject to be publicised at the Jubilee Event with plan of the playground and invitation to local residents to form action group.

136/2012 THE QUEEN’S DIAMOND JUBILEE EVENT AT SHIPLEY MONDAY 4TH JUNE 2012

Cllrs A. Stevenson & G. Wells reported on organisation of the event including financial contributions received towards the cost of the appointed band in the sum of £2815.00. A schedule of the day was received.

Cllr Mrs. M. Jackson reported on the receipt of grant through Derbyshire County Councillor K. Parkinson Community Chest Fund in the sum of £330.00.

It was reported that Derbyshire County Councillor Kevin Parkinson who make a financial contribution towards the appointment of the band for the event.

RESOLVED:-

a) Marching Brass Band booked for the event to march from Marlpool Church, Queen’s Head, Shipley Garden Centre, Shipley Nursing Home and onto Shipley Parish Rooms. Approval had been sought through the local authorities and with Police supervision to be provided at the event. Appreciated extended to Cllrs Stevenson & Wells for their work to organise this event and seek donations.
b) Union Jack flags to decorate lamp standards with permission granted through the Highway Authority.
c) That the Parish Council supports the event with a contribution in the sum of £250.00 under LGA 1972 Section 145 Entertainments & the Arts.
d) That cream teas to be provided at the Parish Rooms between 4 p.m. and 6 p.m. through Women’s Institute.
e) The band was set to perform at the Parish Rooms from 4.30 p.m. until 5.00 p.m.
f) That publicity notices to be placed within the parish noticeboards.
g) That Michael House School advised of the event with invitation to become involved in the event.
h) That invoices to be posted to companies who had pledged funding support.

137/2012 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

Circular 16/2012 (i) National Planning Policy Framework (ii) Unfair dismissal changes effective 6th April 2012 (iii) VAT classifications (iv) Response to Future Homes Commission Consultation

RESOLVED:-

That the information noted.

138/2012 PLANNIING MATTERS

(i) AVA/2012/0362 82 Hassock Lane, Shipley Canopy to the front of the property to protect from severe weather
(ii) AVA/2012/0377 33 Hassock Lane North, Shipley Garage with study to rear, W.C. and playroom/games room below.

RESOLVED:-

No objections.

139/2012 FINANCIAL REPORT

a) It was reported a letter had been submitted to HSBC at Ilkeston following the last meeting of the Parish Council, signed by cheque signatories. Noted some bank statements remained outstanding.

b) Payment of cheques in the sum of £683.25 considered as per attached schedule.

c) Accounts Year Ending 31st March 2012 That the annual audit to be undertaken by Audit Commission due for submission by 21st May 2012, subject to completion of Internal Audit by Mr. B. Wood, Secretary to Derbyshire Association of Local Councils.

d) Appointment of Internal Auditor to complete inspection and report on the end of year accounts to 31st March 2012.

RESOLVED:-

(i) That the payment of cheques approved in the total sum of £683.25 between cheque nos. 100663 to 100669.
(ii) That information noted with regard to audit of accounts for the year ending 31st March 2012.
(iii) That Mr. B. Wood appointed to carry out the internal audit for 2011-2012.

141/2012 ALLOTMENT GARDENS AT THE FIELD, SHIPLEY

It was reported all tenants had been contacted by letter with regard to the allotment gardens and the conditions of tenancy.

RESOLVED:-

That responses to correspondence awaited from tenants for consideration at the next meeting.

142/2012 ITEMS FOR INFORMATION

a) Amber Valley Borough Council Newsletters available at the meeting.
b) Derbyshire Constabulary – new commitment to the public which outlines the level of services provided. Available at the meeting.
c) Derbyshire Constabulary Minutes of Kin meeting held at Smalley 12th March 2012 available at meeting
d) Borough Council The Armed Forces Covenant designed to help current and former members of the Armed Forces and to strengthen communities. Help from Parish & Town Councils to be submitted to the Borough Council.
e) Fly a flag Day Saturday 30th June 2012 to support the Armed Forces.
f) Borough Council Elections 3rd May 2012. Notices placed on the Parish Noticeboards.
g) Report on Miller Mundy family raising no objections to use of family coat of arms on proposed flag for The Field, Shipley noted.
h) Borough Council Elections noted with the Shipley Rooms to be used as Polling Station.

That the information noted.

143/2012 ITEMS FOR FORTHCOMING AGENDA

Annual Parish Council Meeting 2012

The next meeting to take place on Tuesday 22nd May 2012 commencing at 7.00 p.m. in the Shipley Parish Room.
