MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 27th MARCH 2012
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

In Attendance:-

Councillor Dr. C. Perko (Chairman)
Councillors Mrs. M. Jackson, G. MacDonald, A. Stevenson (Borough & Parish), G. Wells & D. Wood.

Also in attendance were Clerk Mrs. S. Trower and two members of the public.

The Chairman, Cllr C. Perko, welcomed everyone to the meeting.

NON-EXEMPT BUSINESS

110/2012 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillors Mrs. A. Marriott & Mrs. V. Trevan.

Apologies also received from Derbyshire Constabulary Beat Team & Derbyshire County Councillor Kevin Parkinson.

111/2012 DECLARATIONS OF INTEREST

None received.

112/2012 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

Mr. Clemence, resident of Shipley, addressed the meeting regarding the condition of the unadopted road off Hardy Barn, Shipley. The Chairman, on behalf of the Parish Council, received letters from residents of the parish regarding the same. The resident reported on the damage caused to the road, which was allegedly from highway surface water drainage directing onto the area from the main road during rainfall. Borough Councillor Stevenson reported that the properties enjoyed a lower rate of Council tax due to the status of the access road.

Mr. Clemence agreed to liaise with the County Council representative, Cllr K. Parkinson in the first instance.

The Parish Council received the verbal and written letters for consideration at the next Council meeting.

A query regarding the inspection of the Parish Council allotment gardens was dealt with, confirming the site had been inspected and a report would be provided to the Council.

(c) Borough Council Report

No report.

(d) County Council Reports

No report (apologies received)

A circular had been distributed to the Parish Council Members on behalf of Cllr Parkinson with reference to support available to Parish Councils wishing to take up the new neighbourhood planning role.

(e) Police Matters

Apologies received.

A written report was received advising of activities for young people within the parish at Shipley Country Park during the summer term holidays including mobile skate park in Shipley Park. The Parish Council was invited to submit ideas and suggestions towards the initiative.

113/2012 MINUTES

To receive Minutes of the last Council meeting held Tuesday 28th February 2012.

RESOLVED:-

That the Minutes of the meeting held Tuesday 28th February 2012, copies of which had been previously circulated to Members prior to the meeting, approved and signed by the Chairman as a true record of proceedings.

114/2012 CHAIRMAN’S ANNOUNCEMENTS

No report.

115/2012 MAINTENANCE ISSUES AMBER VALLEY BOROUGH COUNCIL

It was reported the weedkilling programme had caused unsightly damage to the verges and hedgerows within the parish following recent maintenance carried out by the Borough Council. In addition, a considerable number of daffodils were damaged in the process.

RESOLVED:-

That the matter reported to the local authority.


116/2012 SHIPLEY LAKESIDE

No report.

117/2012 PLAYING FIELD OFF PIT LANE, SHIPLEY

It was reported a security aluminium entrance gate to the site had a damaged supporting post which presented a hazard of falling.

It was noted an application to the lottery for funding towards the improvement of the site had been unsuccessful.

RESOLVED:-

a) That Cllr A. Stevenson seek quotation for repair.
b) That a funding application to be considered at a future meeting through the Derbyshire Environmental Board towards installation of facilities on the site.
c) That a drainage inspection required for the site.


118/2012 PARISH COUNCIL ALLOTMENT GARDENS

The Chairman reported on a recent allotment gardens inspection carried out by representatives of the Parish Council. It was confirmed the Parish Council was responsible for three plots on the site.

The plots were identified as plot 1 (Mr. Wild) plot 2 (Mr. & Mrs. Roberts) and plot 3 (Miss A. Boden). The terms and conditions of the tenancy agreement noted.

The annual rental for the site plots was considered with proposals for increase in the rental from 2013 as one year’s notice was required for serving on the tenants.

RESOLVED:-

a) That a notice to be served on the occupier of plot 1 following alleged sub-let of the garden
b) That a notice for maintenance requirements to be served on plot 2
c) That a further inspection of the site to take place following expiry date of notices (28 days from the date of the notice).
d) That applications for vacancies to be recorded for future reference when plots become available.
e) That report of Japanese Knotweed within the area recorded.
f) That from 2013, annual site rental to be increased to £15.00 per annum.

119/2012 CLERK REPORT

(i) Update on Bentley Plantation. Derbyshire County Council Rights of Way had reported the proposed diversion of footpath 80 from Hassock Lane to Bentley Plantation was not legally recorded as a public right of way on the definitive map. DCC was not empowered to authorise a gate on this route. Lynn Taylor the ROW Officer had agreed to speak with the landowners concerned to discuss a possible diversion of the public footpath to the alternative route currently walked through Bentley Plantation. It was hoped the Shipley Rangers could install a kissing gate onto the land owned by the County Council. The exact location of the kissing gate would be agreed with the landowners. Note there was no timescale available for this proposal.

(ii) Update on complaint raised with Shipley Park Rangers regarding installation of tarmacadam surface between Derby Lodge and Nottingham Lodge. Copy of response received from Head Ranger of Shipley Country Park who had advised the road was required for resurface due to access by vehicles including access for disabled persons’ vehicles to the hall site. It was further noted an offer to clear a path in the wooded area to the base of the road route was accepted.

120/2012 FINANCIAL REPORT

It was reported a letter had been submitted to HSBC at Ilkeston following the last meeting of the Parish Council, signed by cheque signatories. No response had yet been received.

It was reported an invoice had been received from Shipley Parish Room Trust in the sum of £120.00 detailed as request towards contribution of the premises for use as the Parish Council meeting room. It was further noted additional bookings had been received for use of the hall.

RESOLVED:-

(i) That the payment of cheques approved in the total sum of £5975.14 between cheque nos. 100658 to 100662 approved in the total sum of £1484.84.
(ii) That a reminder to be forwarded to HSBC for financial information on the Parish Council accounts.

d) The Clerk had attended course on 21st March 2012 with DALC with presentation from CPRE on Neighbourhood Planning.

122/2012 PLANNING MATTERS

a) AVA/2012/0254 31 Hassock Lane North Shipley. Two storey rear extension, loft conversion and raised patio area.
b) AVA/2012/0259 2 The Field, Shipley. Proposed demolition of existing outbuilding and construction of two storey rear extension
c) Community Consultation on the Amber Valley Core Strategy Planning. Confirmation a statement had been submitted to the Borough Council and lodged onto the Parish noticeboards for public information.
d) AVA/2012/0293 181 Hassock Lane, Shipley. Single storey extension, loft extension with two front dormers.

RESOLVED:-

i. That no objections received to (a) and (b) above.
ii. That (c) above noted and endorsed.
iii. That no objections raised to (d) above.


123/2012 ARRANGEMENTS FOR THE PROPOSED DIAMOND JUBILEE PARISH
CELEBRATION MONDAY 4TH JUNE 2012

Cllr A. Stevenson reported on the plans for event to be held in the parish on Bank Holiday Monday 4th June 2012:-

(a) Marching Brass Band booked for the event to march from Marlpool Church, Queen’s Head, Shipley Garden Centre, Shipley Nursing Home and onto Shipley Parish Rooms. A total of £2665.00 had been raised through the efforts of Cllrs A. Stevenson & G. Wells through contributions from local organisations and businesses.
(b) That an application considered towards financial support of the event by the Parish Council
(c) That cream teas to be provided at the Parish Rooms between 4 p.m. and 6 p.m. through Women’s Institute. The band were set to perform at the Parish Rooms from 4.30 p.m. until 5.00 p.m.

RESOLVED:-

a) That Cllrs Stevenson & Wells congratulated on their efforts to raise funds towards the event.
b) That under Local Government Act 1972 Section 145 (2.1(c) Powers to provide entertainments, a contribution approved towards the event in the sum of £250.00 which would include the Chairman’s allowance for the year 2011-2012 in the sum of £50.00.
c) That the County Council representative requested to consider financial support of the event through Community Funding.
d) Noted that Police presence would be available to ensure the health, safety and welfare of participants and followers at the event.
e) That remaining funds would be contributed towards parish celebration mugs
