MINUTES OF PARISH COUNCIL MEETING
HELD

TUESDAY 28TH FEBRUARY 2012
AT
THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

Also in attendance Derbyshire County Council Member Councillor Kevin Parkinson, P. C. Becky Davies 4914 Derbyshire Constabulary representative, Clerk Mrs. S. Trower and five members of the public.

The Chairman, Cllr C. Perko, welcomed everyone to the meeting.

NON-EXEMPT BUSINESS

94/2012 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillor Mrs. A. Marriott.

95/2012 DECLARATIONS OF INTEREST

None received.

96/2012 PUBLIC PARTICIPATION

(a) Matters raised by Members of the Public

Members of the public addressed the meeting regarding the Council managed allotment plots on The Field, Shipley.

It was reported that although applications for a plot, if confirmed vacant, had been received, no consideration of the applications would be given by the Council until after the site had been inspected.

Confirmation received the Parish Council managed three plots on the area of the land off The Field, Shipley.


(c) Borough Council Report

Cllr A. Stevenson reported on matters relating to the success of the snow warden scheme within the parish.

(d) County Council Reports

County Councillor Kevin Parkinson reported on the following matters:-

i. Shipley Lakeside. No update. Deadline for planning approval of 31st March 2012 noted.
ii. Lodge House. Report of Section 106 funding for distribution between the communities of Heanor, Smalley, Shipley and Mapperley Village. Information received on the process of applications through Derbyshire Environmental Board. Cllr Parkinson agreed to propose the organisation take over administration.
iii. Cllr Parkinson reported on his meeting with residents from Breach Road, Heanor following their opposition to the strategic housing sites in the locality. It was reported the Parish Council had submitted a response to the plan which had been acknowledged by the Borough Council. It was agreed the statement would be placed on the Parish noticeboards and website.

(e) Police Matters

P. C. Becky Davies reported on crime statistics for the area including reports of nuisance motorcyclists, which were being monitored.

The date of the next Safer Neighbourhood Team mobile unit confirmed March 7th 2012 with revised times: Shipley Visitors Centre between 1 p.m. and 2 p.m and Garden Centre between 2.15 p.m. and 3 p.m.

The Chairman, on behalf of the Council, thanked P. C. Davies for her attendance.

97/2012 MINUTES

RESOLVED:-

That the Minutes of the meeting held Tuesday 24th January 2012, copies of which had been previously circulated to Members prior to the meeting, approved and signed by the Chairman as a true record of proceedings.

98/2012 CHAIRMAN’S ANNOUNCEMENTS

The Chairman reported on the following matters:-

a) Invitation to attend Ripley Town Council Annual Civic Service 15th April 2012 at All Saints Church.
b) Photographic Competition Presentation. It was reported the presentation trophy for the competition was damaged. Cllr Mrs. V. Trevan agreed to seek a replacement for presentation to Mrs. C. Purdy.

99/2012 PARISH COUNCIL ALLOTMENT GARDENS

It was reported three applications had been received for the allotment site, which would be included on a waiting list. It was reported that a site visit was required on the site.


RESOLVED:-

That in the first instance, a detailed inspection of the site would be carried out by appointed representatives of the Council. The Chairman, Cllr C. Perko & G.Wells and report the findings to the next meeting.

100/2012 CLERK REPORT

(a) Parish Footpaths and outstanding work to Bentley Plantation (improvements outstanding February 2012). Noted the adjacent landowner’s approval required prior to installation of kissing gate. It was reported a garden had been extended into the Derbyshire County Council owned area of land at this site. Report received on work carried out on lane between Derby Lodge and Nottingham Lodge.
(b) Consultation on recycling and waste collection service by Amber Valley Borough Council as circulated by email. The Borough Council has agreed to wait until 9th March 2012 to receive the comments of the Parish Council.
(c) Application from MEP Bill Newton to place information on the Parish Council Website. Endorsement required of the general opinion of Members when emailed that the Parish Council website is inappropriate and should remain neutral of political direction.
(d) Installation of flag at residential property The Field Shipley An application to install a local heritage flag had been submitted by a resident of residential property at The Field, Shipley.
(e) Snow Warden Scheme It was reported the grit bin had been installed at the requested Hardy Barn site. Cllrs A. Stevenson & G. Wells reported on the success of the scheme, with over nine tonnes of grit distributed on the highways and pavements around the parish during the inclement weather conditions. It was reported Hardy Barn was not considered a primary route. This report received following considerable difficulties experienced by drivers during the snowfall period in January 2012.

RESOLVED:-

i. With reference to (a) above the matter to be placed on the next agenda for consideration.
ii. With reference to (b) above, that a statement confirming the Parish Council generally supportive of the current recycling and waste system, subject to consideration of inclusion of system to recycle plastics.
iii. With reference to (c) above, that no action agreed, other than a lead to the particulars of the M.E.P on the website along with link to other relevant parties.
iv. With reference to (d) above, that the application supported.
v. With reference to (e) above, the Chairman, on behalf of the Parish Council, congratulated Cllrs Stevenson and Wells on ensuring the effective and well received Snow Warden scheme, with appreciation extended to all volunteers.
vi. With reference to (e) above, County Councillor MacDonald agreed to seek clarification with regard to the status of Hardy Barn for the purpose of seeking primary gritting route status for the location.

101/2012 FINANCIAL REPORT

(A) The Council received information for payment of cheques in the total sum of £5975.14 which equates to expenditure from the period 1st April 2011 to 31st January 2012 cheque nos. 100624 to 100657 inclusive, to summarise expenditure to date. Appendice one attached.
(B) It was reported a letter required signature by all cheque signatories before the HSBC would release information relating to the Parish Council accounts including statements.
(C) It was reported the savings account lodged with National Savings.

RESOLVED:-

(i) That the payment of cheques approved in the total sum of £5975.14 between cheque nos. 100624 to 100657.
(ii) That with reference to (b) above, signatures received excluding Councillor Mrs. A. Marriott. The Clerk agreed to contact the Member to arrange for the signature of document.
(iii) That information relating to the savings account noted.

102/2012 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS

Copies of Derbyshire Association of Local Councils circulars distributed to Members of the Council for information.

a) 5/2012 (i) DALC subscription costs no increase for 2012-2013 (ii) The New Public Health System information (iii) vacancies.
b) 6/2012 (i) Derbyshire County Council Parish & Town Liaison meeting Thursday 26th April 2012 commencing at 6 p.m. at County Hall, Matlock (ii) Derbyshire Infrastructure Plan and Developer Protocol (iii) DCC consultation on Policy on Management of Vehicular use in the countryside (iv) A new Youth Offer – stakeholder event
c) 7/2012 (i) Draft Community Right to challenge Statutory Instruments and Guidance (ii) Paye arrangements for Clerks and Responsible Financial Officers
d) Letter from Derbyshire Constabulary regarding policy on Police enquiry offices. There are currently 25 enquiry offices in Derbyshire with proposals to remodel the service. Heanor office closed from 4th February 2012
e) 8/2012 (i) Section 137 expenditure confirmed at £6.80 per parishioner (ii) The Queen Elizabeth II Fields Challenge – fields in Trust (iii) Community Commissioning (iv) Information Commissioner’s Office Guidance on information held in private email accounts (v) Clerk vacancies Mapperley PC, Marston Montgomery PC & Stanton by Dale PC.
f) 9/2012 (i) Neighbourhood Planning training session Wednesday 21st March 2012 Little Eaton commencing at 6 p.m. until 9 p.m.
g) 10/2012 DALC Circular – meetings of local Councils – a summary of the various types of meetings held by Local Councils.
h) It was reported the Clerk recently attended a Minutes and Procedures training at Little Eaton organised through DALC (13th February 2012)

RESOLVED:-

That the information noted.




103/2012 PLANNING MATTERS

(i) AVA/2012/0198 Agricultural notification for a steel framed building Keepers Cottage, 53 Hassock Lane Shipley.
(ii) Information received from Amber Valley Borough Council relating to proposals to build between 1,000 and 3,000 new homes at Denby circulated to the meeting. It was noted the development could reduce the requirement for additional housing allocation in other areas of the borough.

RESOLVED:-

That no objections received to (i) and (ii) above.


104/2012 ARRANGEMENTS FOR THE PROPOSED DIAMOND JUBILEE PARISH
CELEBRATION MONDAY 4TH JUNE 2012

It was reported the Women’s Institute were not currently in a position to apply for funding for costs towards a community event to celebrate the Diamond Jubilee. However, the Members of W.I. were happy to volunteer towards a parish event including provision of cream teas.

Cllr A. Stevenson reported on availability of a marching band, subject to adequate funding support. The event could incorporate the Shipley Cricket Ground. The cost of the band was £3,600 for 21 persons. Fund raising through local business support was being pursued on behalf of the parish by Cllr Stevenson. It was hoped the band could be engaged and organise a march through the parish, culminating with a performance at the cricket ground, followed by cream teas served at the Parish Rooms.

It was discussed that a lean-to marquee would be beneficial to the event.

Sources of funding were discussed including application through the Councillor Kevin Parkinson Community Chest Fund (W.I. or Shipley Parish Room Trust application).

Consideration of raffle also discussed (reference note the Parish Council would require licence through Borough Council).

RESOLVED:-

a) The Parish Council supported an application for funding by SPRT or W.I. through the County Member Cllr Parkinson.
b) That appointment of 21 member marching band supported subject to funding.
c) That the Parish Council gives consideration to a contribution towards the band at the next meeting.

105/2012 PARISH COUNCIL WEBSITE

Cllr Mrs. V. Trevan reported on a meeting between herself and the Clerk to look at ways to update the website. Advice and quotation had been sought from the administrator to rebuild the site, which now appeared dated. A new system could improve the user access and simplify additions and amendments to the site.

RESOLVED:-

a) That updating of the site supported in principle.
b) That the quotation to receive consideration on receipt.

106/2012 PLAYING FIELD SITE OFF PIT LANE, SHIPLEY

It was reported an application towards improvement of the site had been refused by Lottery for reason that the facility was not considered a community asset (no facilities for use on the site).

RESOLVED:-

That funding explored for the provision of facilities on the site through Derbyshire Environmental Board in the first instance.

107/2012 RECREATION GROUND, HASSOCK LANE SHIPLEY

It was reported that Mr. C. Beal, Landscape Team Officer of Amber Valley Borough Council was arranging the annual independent inspection of play equipment as required by law. The inspections would take place during April and May with reports being sent in June 2012. The costs expected as per 2011 (around £40 plus VAT).

RESOLVED:-

That the inspection and cost of £40 approximately plus VAT approved.
