MINUTES OF PARISH COUNCIL MEETING
HELD
TUESDAY 24TH JANUARY 2012

THE SHIPLEY PARISH ROOM, THE FIELD, SHIPLEY
COMMENCING AT 7.00 P.M.

The Chairman, Cllr C. Perko, welcomed everyone to the meeting.

75/2012 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillors G. McDonald, Mrs M. Jackson, Mrs V. Trevan, County Councillor Kevin Parkinson & Derbyshire Constabulary Beat Team representatives

76/2012 DECLARATIONS OF INTEREST

None received.

77/2012 PUBLIC PARTICIPATION

(a) Photographic Competition 2011

The Chairman, on behalf of the Parish Council, welcomed the winner of the annual photographic competition for Shipley, Mrs C. Purdy to the meeting.

Mrs Purdy was presented with the award trophy, accompanied by a cheque in the sum of £25.00.

(b) Matters raised by Members of the Public

Members of the public addressed the meeting regarding the Council managed allotment plots on The Field, Shipley. A tenant verbally detailed the plans for her existing allotment and expanded on the written application she had submitted for an additional plot, including her overall aim to support the National Gardens Scheme.

A complaint was received regarding the overall condition of the site including overgrown trees and unkempt appearance of some areas on the site.

Cllr D. Wood reported on the historical connections of the allotment gardens to the cottages at The Field. Cllr Wood confirmed the Parish Council managed three plots on the site. Information regarding the keeping of livestock on the site would be clarified within the terms of the Parish Council tenancy agreements.

It was reported to the meeting that applications for the allotments would be given consideration within the business of the Council.

(c) Borough Council Report

Borough Council representative Cllr A. Stevenson addressed the meeting with information regarding the Snow Warden scheme. A delay in supply of grit bin to the parish noted. However, a supply of grit had been delivered for the parish and the service to grit the pavements continued.

Updated information received on the opencast site at The Lodge.

Cllr Stevenson agreed to forward a plan of gritting routes to the County Council

(d) County Council Reports

Apologies noted County Councillor Kevin Parkinson reported on the following matters:-

Reference to the new surface of road from Remar premises to Mapperley Village to be reported at the next meeting.

(e) Police Matters

It was reported a burglary of a residential property at The Field, Shipley had occurred. Police were aware of the crime.

78/2012 ORDER OF BUSINESS

RESOLVED:-

The inclusion of urgent matter to deal with application for installation of flag at The Field, Shipley approved.

79/2012 MINUTES

RESOLVED:-

That the Minutes of the meeting held 22nd November 2011, copies of which had been previously circulated to Members prior to the meeting, approved and signed by the Chairman as a true record of proceedings.

80/2012 CHAIRMAN’S ANNOUNCEMENTS

The Chairman welcomed the newly appointed Clerk, Mrs S. E. Trower to the meeting.

81/2012 CONSULTATION FOR FLAG AT RESIDENTIAL PROPERTY AT THE FIELD, SHIPLEY

A parishioner had consulted with the Parish Council with regard to the proposed installation of a flag at his property adjacent to the Parish Rooms. A description of the proposed design received.

RESOLVED:-

That the Parish Council raised no objections to the proposal. A design in keeping with the heritage of Shipley Park Miller-Mundy family was also supported.

82/2012 PARISH COUNCIL ALLOTMENT GARDENS

It was reported an application had been received from parishioner Mrs J. Boden of The Field, Shipley for a plot on the site.

An application also received from Miss A. Boden of May Street, Ilkeston. A letter of explanation was received from an existing tenant, Miss A. Boden of Ilkeston for the expansion of her site to the adjoining plot, if approval was given.

A copy of the Parish Council terms of agreement for tenants distributed to the Council. The meeting referred to restrictions for the keeping of livestock on the site.

Rentals had been paid on two allotment plots to bring the balances up to date.

RESOLVED:-

That in the first instance, a detailed inspection of the site would be carried out by appointed representatives of the Council. The Chairman, Cllr C. Perko, G.Wells and Mrs A. Marriott agreed to attend and report the findings to the next meeting.

Applications for plots if available will be considered after the assessment of the site is completed.

83/2012 LODGE HOUSE UPDATE

No report.

84/2012 CLERK REPORT

a) Footpaths within the Parish An update on the proposed installation of the kissing gate leading onto Bentley Plantation requested through Borough Member Cllr Stevenson.
b) Parish Council Website Information was now being uploaded onto the website which. Members were requested to provide a profile and photograph for the website update.
c) Snow Warden Scheme Cllr A. Stevenson had provided a copy of his own public liability insurance provider insurance cover for the voluntary work of his team including volunteer Councillor Gary Wells. A copy of the public liability insurance cover had been submitted to the Parish Council for its records. Cllr Mrs A. Marriott and Mar. P. Marriott offered their services as volunteers for the Snow Warden scheme.
d) Update on Installation of Grit Bin and Supply of Grit Several emails have been forwarded to Derbyshire County Council with regard to the proposed siting of gifted grit bin to the Parish Council. Site above the speed camera on Hardy Barn identified. Cllr Stevenson had confirmed receipt of grit from Derbyshire County Council on behalf of the Parish Council.
e) Condition of Parish Noticeboards It was confirmed the noticeboards were all operational.
f) Amber Valley Borough Council reference proposed Localism Bill enactment (expected to be determined 1st July 2012). It was reported that all Parish Councils with website facility would be required to display a copy of their register of Members’ interests. In addition, the Borough Council would be required to display on its website, registration details for both Borough and Parish Councils.
g) Rural Action Derbyshire December 2011 newsletter made available at the meeting.
h) Lodge House Update received from County Councillor Kevin Parkinson:-

Planning Committee resolved to approve scheme 13 October 2011.

• Section 106 Agreement completed and Planning Permission issued 15 November.

• UK Coal submit suite of schemes for the pre-commencement conditions 16 November (public footpath diversions for example).
• Development likely to commence spring 2012 – when ground / soil conditions allow.
• UK Coal will be undertaking tree and hedgerow management and archaeological investigations between now and the spring 2012 operations start.
• Restoration bond of 1.8 million is in Derbyshire County Council account.
• Monies/Funding is still available from the Lodge House1 Community Fund – application/approval and distribution remains via the exiting committee.
• Monies (£250,000) secured from the Lodge House2 S106 Community Fund (as well Smalley Road Fund & Shipley Country Park monies) will become available when development formally commences in the Spring 2012.
• County Officers have held discussions with the Derbyshire Environmental Trust and their Board about them assisting with the evaluation of new bids to the new community Lodge House2 fund. They have provisionally agreed this as a way forward subject to agreement with other parties.
• Cllr Parkinson agreed to secure exact details of the new fund closer to UK Coal’s new operational start, in order that Parish Councils can be prepared ahead of this new funds start/availability.

i) Grant Applications RESOLVED the Parish Council confirmed grant applications not considered at the present time from local organisations.
j) Parish Council Recreational Playground off Hassock Lane. Confirmation was sought with regard to the maintenance the football ground and recreational areas in Shipley. RESOLVED the Borough Council carried out inspections on an annual basis on behalf of the Parish Council.
k) Grant application received from School Sports Partnership. RESOLVED no action.
l) Additional Signage at The Field, Shipley Quotation requested through Derbyshire County Council. This may be subject to planning approval considering the Grade II listing of the building. RESOLVED the information noted. That a request submitted for signage to direct persons to Pit Lane (the access road for the football playing fields).

85/2012 FINANCIAL REPORT

(A) The Council received information for payment of cheques in the total sum of £5673.95 which equates to expenditure from the period 1st April 2011 to 31st December 2011, to summarise expenditure to date.
(B) The Council received a breakdown of categories of income and expenditure in order to calculate the budget forecast for the period 2012 – 2013 as per attached schedule.
(C) Parish Precept for the year 2012 – 2013 considered.
(D) It was reported the Parish Room Trust was considered for funding ringfenced towards the upkeep of the building.
(E) It was reported clarification required with regard to funds remaining within an account with National Savings.

RESOLVED:-

(i) That the payment of cheques approved in the total sum of £5673.95 between cheque nos. 100624 to 100654.
(ii) That the budget figures approved.
(iii) That a precept in the sum of £11,600 for the period 2012 – 2013 showing no increase from the previous year approved.
(iv) That £5,000 set aside towards the maintenance of the Parish Rooms from the balance remaining at 31st March 2012.
(v) That enquiries to be made through National Savings.

87/2012 PLANNING MATTERS

Information regarding the planning application submitted for MFN AVA/2011/1163 time extension for AVA/2009/0553 proposed retention of temporary security cabin and rest room at MFN Shipley Gate.

The information had previously been circulated on 16th December 2011. No objections had been raised.

RESOLVED:-

That the information noted.

88/2012 SHIPLEY PLAYING FIELDS FUNDING APPLICATION UPDATE

Cllr Mrs A. Marriott reported an application had been submitted through the Lottery funding on 12th December 2011. Additional information which had been requested from the organisation had been duly submitted with an outcome due in the near future.

Maintenance of the site was discussed with request for litter bin and dog foul bin near to the site.

89/2012 ARRANGEMENTS FOR THE PROPOSED DIAMOND JUBILEE PARISH
CELEBRATION MONDAY 4TH JUNE 2012

(a) Diamond Jubilee Celebrations Literature has been receiving providing details of commemorative items available for purchase including bookmarks, coins, mugs, glassware and paperweights.
RESOLVED enquiries to be made on the cost of items for distribution to children attending the event.
(b) Parish Event Monday 4th June 2012 It was proposed a group to be formed with Women’s Institute to organise a parish event.
RESOLVED that the Chairman, Cllr C. Perko to contact members of the W.I. to arrange a meeting to discuss the proposals further.

90/2012 EXCLUSION OF PUBLIC ORDER

a) That in accordance with Section 100a(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw”.

91/2012 PARISH CLERK VACANCY

It was reported by the Chairman that Mrs S. E. Trower had been appointed as Clerk for a probationary period of three months from December 2011.

Expenses in the sum of £6.00 per week agreed towards the running of the Council business within a home environment.

That the above information noted.

92/2012 ITEMS FOR INFORMATION

Grant funding information provided through the Borough Council had been previously circulated through email to Members.

93/2012 ITEMS FOR FORTHCOMING AGENDA

The next meeting to take place on Tuesday 28th February 2012 commencing at 7.00 p.m. in the Shipley Parish Room.
